WILSON, DIRECTOR, PARKS AND RECREATION SUBJECT: APPROVAL OF PLANS & SPECIFICATIONS AND AUTHORIZATION TO ADVERTISE FOR BIDS FOR CENTENNIAL PARK ENTRY PLAYGROUNDS AND LAUREL GLEN PARK PAR COURSE RENOVATIONS (CIP No. 20075) SUMMARY: This project includes the purchase and installation of playground equipment and ADA required playground surfacing at the four entries to Centennial Park as well as new fitness station equipment at Laurel Glen Park. RECOMMENDATION: Staff recommends that the City Council approve Resolution No. 14 -64, approving specifications for the renovation of the entry playgrounds at Centennial Park and the fitness 'par course' stations at Laurel Glen Park (CIP No. 20075) and authorizing the City Clerk to advertise for bids. FISCAL IMPACT: The Centennial Park Entry Playgrounds and Laurel Glen Par Course Renovations project is included in the Capital Improvement Program for Fiscal Year 2014 -2015 and adequate funding is available in Park Development Fund 131. The approved Capital Improvement Budget for this project is $381,000 and the current engineer's estimate is $345,000. CORRELATION TO THE STRATEGIC PLAN: This project advances Goal A of the City of Tustin Strategic Plan regarding Economic and Neighborhood Development by making improvements to existing parks to expand recreational activities. BACKGROUND: The playground equipment at the four entries to Centennial Park (14722 Devonshire Avenue) is over 20 years old and in need of replacement due to its poor condition and the fact that many of the pieces are no longer playground safety compliant. The current 'par course' fitness equipment at Laurel Glen Park dates back to the opening of the park in 1992 and much of it is broken and unusable. The Community Services Commission has identified these two park upgrades as next in line on their seven -year CIP Priority List. The four new Centennial Park entry playgrounds will feature an outdoor club house theme and include areas for both 2 -5 year olds and 5 -12 year olds. These areas will also include both rubber and engineered wood fiber playground surfacing and entry ramps as required for ADA compliance. The Laurel Glen par course renovation will feature five new outdoor fitness stations that will provide a wider variety of equipment that can be used for stretching, balance, and strength building exercises. Wilson, Director & Recreation October 7, 2014 October 9, 2014 October 23, 2014 November 10, 2014 December 2, 2014 January 12, 2014 March 31, 2014 Attachment: City Council Resolution No. 14 -64 RESOLUTION NO. 14 -64 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, APPROVING PLANS AND SPECIFICATIONS AND AUTHORIZATION TO ADVERTISE FOR BIDS FOR THE RENOVATION OF THE CENTENNIAL PARK ENTRY PLAYGROUNDS AND LAUREL GLEN PAR COURSE (CIP No. 20075) WHEREAS, it is the intention of the City of Tustin to renovate Centennial Park entry playgrounds (14722 Devonshire Avenue) and the Laurel Glen Par Course (13301 Myford Road), and; WHEREAS, the Parks and Recreation Services Department has presented plans and specifications for the construction of said works; NOW, THEREFORE, BE IT RESOLVED that the plans and specifications presented by the Parks and Recreation Services Department are hereby approved as the plans and specifications for the renovation of the Centennial Park entry playground and Laurel Glen par course (CIP No. 20075); BE IT FURTHER RESOLVED that the City Clerk is hereby authorized and directed to advertise as required by law for the receipt of sealed bids or proposals for the completion of work specified in the aforesaid plans and specifications.
