Background o Location: 450 EI Camino Real e General Plan Land Use: Old Town Commercial o Zoning: C2, CR and P o 7,400 square feet o Existing conditions: Respite park approx. 2,300 square feet 5,100 square feet vacant Background ., Property owned by Redevelopment Agency / Successor Agency since 1982 Property vacant since early 1980s o Respite park constructed in 2007 I i ' - � Arms trong- Garderrkc ers 7 Ll-.-mAIMMI 6 p4 -7 r.r��/ ry moil � � �' ■� _/ _ 1 / a # 'AF Air Zone Change Analysis o Current C2 zoning allows retail and office uses C2 zone does not list public park as permitted or conditionally permitted use o Proposed zone change would create zoning consistency for the existing park use. o Existing CR and P overlay zones would remain the same Zone Change Analysis The respite park serves as an amenity to the primary uses nearby Opportunity to maintain open space in Old Town o Public park space is lacking o Pepper Tree Park is only other park within the Old Town area and it is located at the north perimeter. The respite park expands and enhances pedestrian experience along EI Camino Real CUP Analysis o Public park uses are conditionally permitted in P&I zones. CUP approval will bring the existing respite park into zoning compliance. o Successor Agency intends to maintain the project site as a respite park, providing the Old Town area with a unique open space feature. Recommendation o City Council have the first reading of Ordinance No. 1448 for Zone Change 2014- 002, schedule the second reading and adopt Resolution No. 14-63, approving CUP 2014-17 to accommodate a public park use.
