SUBJECT: ADOPT RESOLUTION NO. 14 -65 TO ACCEPT IMPROVEMENTS FOR THE
TRAFFIC SIGNAL BATTERY BACKUP SYSTEM INSTALLATIONS (PHASE 3)
CIP NO, 40079
SUMMARY
Construction of the Traffic Signal Battery Backup System Installations (Phase 3) CIP No. 40079
has been completed to the satisfaction of the City Engineer and the project is now ready for City
Council acceptance.
RECOMMENDATION
It is recommended that the City Council:
Adopt Resolution No. 14 -65 accepting the construction of the Traffic Signal Battery Backup
System Installations (Phase 3) CIP No. 40079; and
2. Authorize the City Engineer to execute and file the Notice of Completion with the County
Recorder's Office.
FISCAL IMPACT
The final construction cost for the Traffic Signal Battery Backup System Installations (Phase 3) CIP
No. 40079 is $169,614. There were no contract change orders. Measure M2 Fair Share Funds
were appropriated for the project in the City's FY 2013/14 Capital Improvement Program in the
amount of $235,000. CIP 40079 is being constructed in multiple phases and remaining funds will
be applied to Phase 4 which is the final phase.
CORRELATION TO THE STRATEGIC PLAN
The installation of Battery Backup Systems at traffic signals contributes to the fulfillment of the
City's Strategic Plan Goal B: Public Safety and Protection of Assets. Specifically, the project
implements or fosters the implementation of strategy #3(b) which, among other items, is to ensure
continuous maintenance and improvement of traffic control and transportation facilities.
DISCUSSION
The installation of Battery Backup Systems (BBS's) at traffic signals is desired in order to maintain
safe, normal vehicular operations when planned or unplanned electrical interruptions occur.
Although BBS's are currently being installed at all new traffic signals, there is a need to install them
at older traffic signals through a retrofit process. Within the City's Capital Improvement Program,
CIP 40079 provides four (4) phases of BBS installations spread over four (4) successive fiscal
years, thereby ensuring that all City- maintained traffic signals ultimately have operational battery
backup systems.

Phase 3 of CIP 40079 consisted of eighteen (18) traffic signals on First Street, McFadden Avenue,
Red Hill Avenue and Walnut Avenue. Construction of this project is deemed complete to the
satisfaction of the City Engineer and is now ready for City Council acceptance.

RESOLUTION NO. 14 -65
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN,
CALIFORNIA, ACCEPTING THE WORKS OF IMPROVEMENT AND
AUTHORIZING THE RECORDATION OF THE NOTICE OF
COMPLETION FOR THE TRAFFIC SIGNAL BATTERY BACKUP
SYSTEM INSTALLATIONS (PHASE 3) CIP 40079
WHEREAS, Pelagic Engineering, having a contract with the City of Tustin to
construct the hereinafter described public works and improvement; and
WHEREAS, the City Engineer has duly certified to the construction and
completion of said public improvement hereinafter mentioned in a manner satisfactory
to the City Council of the City of Tustin; and
WHEREAS, the City Council finds that said contractor has completed said public
improvement hereinafter more particularly described in accordance with the provisions
of the contract documents and the Notice of Completion, and acceptance of said public
works and improvement should be filed and payment of the balance due said contract
authorized in accordance with the contract documents;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Tustin
that said public works and improvement is found to be complete, and the same is
hereby accepted.
Said public works and improvement is more particularly described as follows:
• Traffic Signal Battery Backup System Installations (Phase 3) CIP 40079
BE IT FURTHER RESOLVED that the City Engineer of the City of Tustin is
hereby authorized to execute and file a Notice of Completion for the acceptance of said
public works and improvement described herein as required by law.
PASSED AND ADOPTED at a regular meeting of the City Council of the City of
Tustin held on the 21 st day of October, 2014.
