TUSTIN PLANNING COMMISSION
OCTOBER 28, 2014

not mandatory, but accurately provides your information for the record.
PRESENTATIONM/ORKSHOP:
1. DRAFT CITY OF TUSTIN CULTURAL RESOURCES DISTRICT COMMERCIAL
DESIGN GUIDELINES — PUBLIC WORKSHOP
The Commercial Design Guidelines (CDG) serves as a guide to assist property
owners, architects, contractors, and other design professionals in understanding the
City's goals for the preservation of historically significant buildings and
neighborhoods. Another purpose is to provide basic principles for achieving quality
design and development compatible with the character of the Cultural Resources
District (CRD); the guidelines are intended to help property owners and design
professionals in designing projects that are acceptable and consistent with the
design criteria and standards established for the CRD.
RECOMMENDATION:
That the Planning Commission conduct a public workshop and if deemed
appropriate, adopt Resolution No. 4272 recommending that the City Council
approve the CDG for the CRD.

CONSENT CALENDAR:
All matters listed under the Consent Calendar are considered routine and will be enacted by
one motion. There will be no separate discussion of these items prior to the time of the voting
on the motion unless members of the Commission, staff, or public request specific items to be
discussed and/or removed from the Consent Calendar for separate action.
2. APPROVAL OF MINUTES — OCTOBER 14, 2014, PLANNING COMMISSION
MEETING.
RECOMMENDATION:
That the Planning Commission approve the minutes of the October 14, 2014 meeting
as provided.
3. TRANSMITTAL OF DRAFT SUBDIVISION MANUAL
On September 3, 2013, the City Council adopted Ordinance No. 1430 approving Code
Amendment 2013-002, a comprehensive amendment to the Tustin Subdivision Code,
primarily to simplify and streamline the subdivision process. Section 9311e of the
Subdivision Code provides the Director of Community Development with the authority
to generate a Subdivision Manual that contains the rules, procedures and
interpretations as may be necessary to administer the Subdivision Code.
Since the Draft Subdivision Manual is a major revision to the previous Manual, it is
being forwarded to the Planning Commission for review, input and concurrence.
RECOMMENDATION:
That the Planning Commission receive the Community Development Department's
draft update of the City's Subdivision Manual and set the item for formal consideration
on December 9, 2014.

REGULAR BUSINESS:
4. DOWNTOWN COMMERCIAL CORE PLAN UPDATE
The purpose of this report is to update the Planning Commission on the progress
made to date on the preparation of the Downtown Commercial Core Plan and provide
the Planning Commission the current schedule for project completion.
RECOMMENDATION:
That the Planning Commission receive and file this report.

5. SUMMARY OF PROJECTS
The following report provides a summary of projects and activities since the last report
which was presented at the July 8, 2014, Planning Commission meeting. The report
focuses on the status of projects that the Planning Commission, Zoning Administrator,
or staff approved; major improvement projects; Certificates of Appropriateness; Code
Enforcement activities; and, other items which may be of interest to the Commission.
RECOMMENDATION:
That the Planning Commission receive and file this item.

November 11, 2014; which is Veteran's Day (City Hall will be closed). Therefore, the
Planning Commission will adjourn until Tuesday, November 25, 2014 at 7:00 p.m. in the
City Council Chamber at 300 Centennial Way.
