STACK, DIRECTOR OF PUBLIC WORKS /CITY ENGINEER CONSULTANT SERVICES AGREEMENTS FOR ENGINEERING DESIGN SERVICES FOR THE SIMON RANCH RESERVOIR, BOOSTER PUMP STATION, AND PIPELINE REPLACEMENT PROJECT (CIP NO. 60114) SUMMARY Consultant Services Agreements (CSA) with Tetra Tech, Inc. and AKM Consulting Engineers have been prepared to provide engineering design services to prepare plans, specifications and cost estimates for the Simon Ranch Reservoir, Booster Pump Station, and Pipeline Replacement Project (CIP No. 60114). RECOMMENDATION That the City Council receive and file this report. FISCAL IMPACT The Consultant Services Agreements are task oriented and consulting services will be compensated on a time and materials basis for actual services performed. The estimated cost of services to be performed by Tetra Tech, Inc. for this project is not expected to exceed $352,000. The estimated cost of services to be performed by AKM Consulting Engineers for this project is not expected to exceed $410,000. Design engineering costs for this project are budgeted in the Fiscal Year 2014 -2015 Capital Improvement Program utilizing 2013 Water Bond Funds. CORRELATION TO THE STRATEGIC PLAN Replacement of the reservoir, booster pump station, and pipeline contributes to the fulfillment of the City's Strategic Plan Goal B: Public Safety and Protection of Assets. Specifically, the project implements Strategy #3, which among other items, is to ensure continuous maintenance and improvement of public facilities. DISCUSSION AND BACKGROUND The Simon Ranch Reservoir, constructed in 1960, is located at the intersection of Valhalla Drive and Outlook Lane within the unincorporated territory of Orange County. The project will replace the existing buried, gunite lined, earthen reservoir with a new circular, pre- stressed concrete tank. The existing Simon Ranch Booster Pump Station, located at 11921 Simon Ranch Road, pumps water from Zone 1 into Zone 3, working in conjunction with the John Lyttle Reservoir. The pump station is antiquated and well beyond its useful life. A new station will be designed and integrated within the reservoir site. A portion of existing 8 inch pipeline serving the existing booster station and 10 inch pipeline leading to the Simon Ranch Reservoir will be abandoned and a new 16 inch ductile iron transmission pipeline, approximately 1,600 feet in length, will be constructed to feed both the new pump station and reservoir. Simon Ranch Reservoir Replacement Project November 4, 2014 Page 2 Proposals to perform engineering design services were solicited from six (6) firms and three (3) proposals were received. Upon review of the proposals and in an effort to best utilize the expertise of two of the firms, it was decided to divide the scope of work and make one firm responsible for design of the reservoir replacement portion of the project and another firm responsible for design of the booster pump station and pipeline replacement portion of the project. Based on their exceptional expertise with pre- stressed concrete tanks and their recent past performance on the Rawlings Reservoir Replacement Project, it was determined that Tetra Tech, Inc. is the most qualified to provide the engineering design services required for the demolition of the existing reservoir, site development and construction of the new reservoir. Based on familiarity and experience with the work required and their intimate knowledge of the hydraulic characteristics of our water distribution system, pump design criteria and well design, it was determined that AKM Consulting Engineers are the most qualified to provide the engineering design services required for the booster pump station and pipeline replacement portion of the project. The fees for work to be performed by each firm have been deemed fair and reasonable. Accordingly, Consultant Services Agreements with Tetra Tech, Inc. and AKM Consulting Engineers have been prepared for design services for the Simon Ranch Reservoir, Booster Pump Station, and Pipeline Replacement Project (CIP 60114). The project will be designed this fiscal year (FY 2014 -2015) and construction is expected to begin next fiscal year (FY 2015 - 2016). Butier Engineering, Inc. has been selected as the project program manager and will oversee the project team coordination and community outreach similar to the efforts utilized for the Rawlings Reservoir project. They will also work hand -in -hand with the design team reviewing, at strategic design development stages, constructability and value engineering. Once general concept level design schematics are developed, a community outreach will be engaged to ensure residents surrounding the project have a participatory opportunity in the project development and informed understanding of the City's efforts to improve this major backbone facility and delivery system. ack, P.
