CITY OF TUSTIN

she City Council meets the first and third Monday of each month at 7:00 p.m.
at the Tustin Area Senior Center, 200 South "C" Street, Tustin.
This agenda contains a brief general description of each item to be
considered. Any person having a question concerning an item may call the
City Clerk for clarification. Except as otherwise provided by law, no
action shall be taken on any item not appearing in the following agenda.
Copies of staff reports pertaining to this agenda are available for public
use in the City of Tustin agenda books located in the Police Department and
the Tustin Public Library. These same books are also provided for public
use at the Senior Center during the Council meeting. Listening devices for
the hearing impaired are available upon request from the City Clerk.
Smoking is prohibited during the Council meeting.
Distribution of Material to City Council: If you have material you wish to
distribute to the City Council regarding an item on the agenda, please give
the material to the City Clerk prior to the meeting. This will allow the
City Council sufficient time to review the material prior to taking action.

1. ORDINANCE NO. 1091 - PROPOSED ADOPTION OF UPDATED EDITION OF
BUILDING CODES
The City Council, at their meeting of June 151 1992, held first
reading of Ordinance No. 1091, amending Article 8 of the Tustin
City Code to adopt 1991 model codes as the Building Regulations of
the City. In order to adopt subject amendments, a public hearing
must be conducted.
Recommendation by Community Development Department:
a. Open the public hearing, receive any testimony, and close
public hearing.
b. Have second reading by title only and adoption of the
following Ordinance No. 1091:

VII. CONSENT CALENDAR - All matters listed under Consent Calendar are
considered routine and will be enacted by one motion. There will be
no separate discussion of these items prior to the time of the voting
on the motion unless members of the Council, staff or public request
specific items be discussed and/or removed from the Consent Calendar
for separate action.
1. APPROVAL OF MINUTES - JUNE 15, 1992 REGULAR MEETING
Recommendation: Approve the City Council Minutes of June 15,
1992.
2. APPROVAL OF DEMANDS AND RATIFICATION OF PAYROLL
Recommendation: Approve Demands in the amount of $4,777,931.84
and ratify payroll in the amount of $305,493.37.
3. RESOLUTION NO. 92-85 - A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF TUSTIN, CALIFORNIA, APPROVING PLANS AND SPECIFICATIONS FOR
PHASE III REGIONAL TRAILS ASSESSMENT DISTRICT 86-2
Recommendation: Adopt Resolution No. 92-85 approving the plans
and specifications for the subject project and authorize
advertisement for bids as recommended by the Public Works
Department/Engineering Division.
4. RESOLUTION NO. 92-83 - A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF TUSTIN, CALIFORNIA, ACCEPTING THE WORKS OF IMPROVEMENT AND
AUTHORIZING RECORDATION OF NOTICE OF COMPLETION FOR THE
CONSTRUCTION AND MODIFICATION OF TRAFFIC SIGNAL AND SAFETY
LIGHTING AT VARIOUS LOCATIONS
Recommendation: Accept the improvements completed and authorize
the recordation of the Notice of Completion for said
improvements with the adoption of Resolution No. 92-83 as
recommended by the Public Works Department/ Engineering Division.
S. RESOLUTION NO. 92-48 - A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF TUSTIN, CALIFORNIA, OF INTENTION TO APPROVE AN AMENDMENT
TO CONTRACT BETWEEN THE BOARD OF ADMINISTRATION OF THE PUBLIC
EMPLOYEES' RETIREMENT SYSTEM AND THE CITY COUNCIL OF THE CITY OF
TUSTIN
Recommendation: Adopt Resolution No. 92-48 amending contract
with the Public Employees' Retirement System to provide "single
highest year" as recommended by the Administrative Services
Department.
6. RESOLUTION NO. 92-86 - A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF TUSTIN, CALIFORNIA, ACCEPTING THE WORKS OF IMPROVEMENT AND
AUTHORIZING RECORDATION OF NOTICE OF COMPLETION FOR LANDSCAPE
IMPROVEMENTS, LAURELWOOD TOWNHOUSE FREEWAY EDGE

Recommendation: Accept the improvements constructed and
authorize the recordation of the Notice of Completion for said
improvements with the adoption of Resolution No. 92-86 as
recommended by the Public Works Department/ Engineering Division.
7. RESOLUTION NO. 92-88 - A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF TUSTIN, CALIFORNIA, INFORMING THE ORANGE COUNTY COMBINED
TRANSPORTATION FUNDING PROGRAMS ADVISORY COMMITTEE OF THE STATUS
OF THE CITY OF TUSTIN MASTER PLAN OF ARTERIAL HIGHWAYS
Recommendation: Adopt Resolution No. 92-88 informing the Orange
County Combined Transportation Funding Programs Advisory
Committee of the status of the City of Tustin Master Plan of
Arterial Highways (MPAH) as recommended by the Public Works
Department/Engineering Division.
S. SUPPLEMENTAL AGREEMENT FOR 17TH STREET DESALTER
Recommendation: Approve the supplemental agreement with Orange
County Water District (OCWD) for construction, operation, and
acquisition of a Groundwater Desalter as recommended by the
Public Works Department/Water Division.
9. RESOLUTION NO. 92-89 - A RESOLUTION OF THE CITY COUNCIL OF THE
CITY CF TUSTIN, CALIFORNIA, APPROVING PLANS AND SPECIFICATIONS FOR
THE RELOCATION OF WATER MAIN ON FIRST STREET BRIDGE AT SR -55 AND
AUTHORIZING ADVERTISEMENT FOR BIDS
Recommendation: Adopt Resolution No. 92-89 approving plans and
specifications and authorizing advertisement for bids for
suh=ect project as recommended by the Public Works Department/
Engineering Division.
10. TUSTIN RANCH ROAD INTERCHANGE, RIGHT-OF-WAY CONTRACT.
Recommendation: Approve the Right -of -Way Contract, State
Highway, for the Tustin Ranch Road interchange and authorize the
Mayor to execute said document on behalf of the City, subject to
the review and final approval of the City Attorney's office, as
recommended by the Public Works Department/ Engineering Division.
11. RESOLUTION NO. 92-90 - A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF TUSTIN, CALIFORNIA, APPROVING FINAL TRACT MAP 14499
Recommendation: Adopt Resolution No. 92-90 approving Final
Tract Map 14499 as recommended by the Community Development
Department.
12. RESOLUTION NO. 92-91 - A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF TUSTIN, CALIFORNIA, ACCEPTING WORKS OF IMPROVEMENT AND
AUTHORIZING RECORDATION OF NOTICE OF COMPLETION FOR THE WATER MAIN
RELOCATION ON NISSON ROAD FROM "B" STREET TO PASADENA AVENUE
Recommendation: Adopt Resolution No. 92-91 accepting said work
and authorizing the recordation of the Notice of Completion as
recommended by the Public Works Department/ Engineering Division.
13. SALE OF SURPLUS VEHICLES
Recommendation: Receive and file notice of sale of surplus
vehicles as recommended by the Public Works Department/Field
Services Division.

VIII. ORDINANCES FOR TRODUCTION
1. ORDINANCE NO. 1094 - STOPPING OF VEHICLES IN LOADING ZONES
Proposed Ordinance No. 1094 would allow the loading and unloading
of materials from any vehicle instead of only commercial vehicles
as stated in current ordinance.
Recommendation: Have first reading by title only and introduction
of the following Ordinance No. 1094 authorizing Tustin Municipal
Code Section 5332(C) entitled "Effect of Permission to Load and
Unload" be modified to include all vehicles for purposes of
loading and unloading for twenty minutes, as recommended by the
Police Department:

At its June 15, 1992 meeting, the City Council directed staff to
prepare an ordinance regarding expenses of councilmembers.
Recommendation: Have first reading by title only and introduction
of the following Ordinance No. 1096 as recommended by the City
Manager:

X. OLD BUSINESS
1. PROPOSED CAMPAIGN CONTRIBUTION ORDINANCE
Pursuant to City Council direction, the City Attorney has
developed proposed ordinances relating to restrictions on campaign
contributions.
Recommendation - Pleasure of the City Council:
A. COUNCIL ADOPTED ORDINANCE - Have first reading by title only
and introduction of campaign contribution ordinance in the
form of Option A.

resolution and take other steps to proceed to an election.

2. AUDIT COMMITTEE APPOINTMENT
With the resignation of Mr. Frank Greinke, the Audit Committee now
has two vacancies.
Recommendation: Accept the resignation of Frank H. Greinke and
fill the two vacant positions at the pleasure of the City Council
as recommended by the Finance Department.
XI. NEW BUSINESS
1. RESOLUTION 92-84, ADOPTING THE CITY OF TUSTIN EMERGENCY PLAN
On May 18, 1992, the City Council adopted Ordinance No. 1083
establishing the Emergency Management Organization for the City of
Tustin. In this Ordinance, the City is mandated to prepare an
Emergency Plan to be adopted through Resolution by the City
Council.
Recommendation: Adopt the following Resolution No. 92-84 adopting
the City of Tustin Emergency Plan as recommended by the Public
Works Department/Engineering Division:

2. FEE WAIVER - DINOSAUR DASH
The Tustin Public Schools Foundation is holding the second annual
Dinosaur Dash on November 8, 1992. The Foundation has requested
that the City Manager designate a staff liaison for the event and
the fee be waived for a Temporary Use Permit.
Recommendation: Pleasure of the City Council.
XII. REPORTS
1. PLANNING COMMISSION ACTION AGENDA - JUNE 22, 1992
All actions of the Planning Commission become final unless
appealed by the City Council or member of the public.
Recommendation: Ratify the Planning Commission Action Agenda of
June 22, 1992.

2. COMMUNITY ' ROVEMENT PARTNERSHIP PROGF (CIPP) STATUS REPORT
At the City Council meeting of June 15, 1992, staff was directed
to provide a brief status report on the Community Improvement
Partnership Program (CIPP) and to also address concerns of Ms.
Goldie Nannes expressed at the Council meeting.
Recommendation: Receive and file subject report as recommended by
the Community Development and Police Departments.
3. ALMERIA HOMES - SPEEDING ENFORCEMENT
Pursuant to the City Council's request, the Police Department has
been monitoring/ issuing citations in the Almeria homes area based
upon perceptions that vehicles are traveling too fast within the
development.
Recommendation: Receive and file subject report as recommended by
the Police Department.
4. SENIOR VOLUNTEER PROGRAM
Report outlines Senior Volunteer Program utilized by the Tustin
Police Department.
Recommendation: Receive and file subject report as recommended by
the Police Department.
5. EVALUATION OF PARKING ON IRVINE BOULEVARD (SR -55 TO BROWNING
AVENUE) IN CONJUNCTION WITH THE COUNTY'S IRVINE BOULEVARD WIDENING
AND RESTRIPING PROJECT
At their meeting of February 18, 1992, the City Council requested
staff prepare a follow-up report on the potential consequences of
the removal of on -street parking that could result with the
implementation of the Irvine Boulevard widening and restriping
project.
Recommendation: Receive and file subject report as recommended by
the Public Works Department/Engineering Division.
6. INVESTMENT SCHEDULE AS OF MAY 31, 1992
Investment schedule with maturities, 12 months or less.
Recommendation: Receive and file subject report as recommended by
the Finance Department.

The City Council has scheduled a budget workshop on Monday, July 20,
1992, 5: 00 p.m. , at the Tustin Area Senior Center and the next regular
meeting of the City Council is scheduled for Monday, July 20, 1992,
7:00 p.m., at the Tustin Area Senior Center.
