HUSTON, CITY MANAGER FROM: PUBLIC WORKS DEPARTMENT/ENGINEERING DIVISION SUBJECT: RESOLUTION 92-84 ADOPTING THE CITY OF TUSTIN EMERGENCY PLAN RECOMMENDATION Staff recommends that the City Council at their meeting of -July 6, 1992 adopt Resolution 92-84, adopting the City of Tustin Emergency Plan. BACKGROUND On May 18, 1992 the City Council adopted* Ordinance No. 1083, establishing the Emergency Management Organization for the City of Tustin. In this ordinance, the City is mandated to prepare an Emergency Plan to be adopted through resolution by the City Council. DISCUSSION The completed Emergency Plan for the City of Tustin was prepared pursuant to guidelines established by the State Office of Emergency Services (OES). The format is consistent with that utilized by cities throughout California, and by all those in Orange and. Los Angeles Counties. The document with its associated annexes, appendices, and standard operating procedures will constitute the City of Tustin's Emergency Plan and will provide a basis for: 1. The conduct -and coordination of operations and the management of critical resources during emergencies; 2. Understanding the authority, responsibility, functions, and operations of the City government during emergencies; 3. Incorporation into the -City emergency organization the non-governmental public-private agencies, organizations, and businesses having resources necessary to help meet emergency requirements. The Plan will become operative: 1. On the order of the Mayor. or the Director of Emergency Services (City Manager) provided that the existence or threatened existence of a .LOCAL EMERGENCY has been proclaimed -in accordance with the provisions of the Emergency Services Ordinance of the City; 2. When the Governor has proclaimed a STATE OF EMERGENCY for an area which includes the City of Tustin; or 3. Automatically by the existence of the STATE OF WAR EMERGENCY as defined by the California Emergency Services Act. All City of Tustin officials and employees are members of the Emergency Services Organization. The City Manager, as the Director of the Tustin Emergency Services Organization is charged with supervising the City's emergency preparedness program. Training of City staff has begun, with an introduction session in May for the Department Directors and their managers. A tabletop exercise is being scheduled for July, and all Departments are currently working on the development of Standard Operating Procedures for their area(s) of responsibilities identified in the Emergency Plan. Although this Plan is a step toward preparedness, continued awareness, training, and personal readiness on the part of citizens and employees is necessary if we are to respond effectively under the varying conditions of a disaster. Ledendecker Director of Public Works/ City Engineer RSL:ktb:EMERPLAN 4a-�ie Pitcher Administrative Assistant 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18' 19 20 21 22 23 24 25 26 27 28 RESOLUTION NO. 92-84 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, ADOPTING THE CITY OF TUSTIN EMERGENCY PLAN WHEREAS, the protection of life and property and alleviatio of suffering and hardship caused by disasters are fundamenta responsibilities of municipal government; and WHEREAS, floods, fires, earthquakes, -plane crashes, hazar4 material releases and other disasters occur at unexpected times places throughout the world; and WHEREAS, there is a strong likelihood that one or more o these events. can occur in the City of Tustin with little or n warning NOW, THEREFORE, BE IT RESOLVED by the City Council of the Ci of Tustin, California, does hereby resolve, declare, determine, a order as follows: Section 1: The completed City of Tustin Emergency Pl with its associated annexes, appendices, and standard operati procedures, shall be adopted as the City's official disast response plan. Section 2: That the individuals and agencies assigned emergency responsibilities within the Plan will prepare appropriate supporting plans and related Standard Operating Procedures, periodically review and update alerting procedures and resource listings, and maintain an acceptable level of preparedness tc implement portions of or all of the Plan. Section 3: That the Plan shall become operative on the order of the Mayor or Director of Emergency Services (City Manager) provided that the existence or threatened existence of a LOCAL EMERGENCY has been proclaimed; or that the Governor has proclaimed a STATE OF EMERGENCY for an area which includes the City of Tustin; 11 or by the existence of a STATE OF WAR EMERGENCY as defined by the California Emergency Services Act. Section 4: That the City Clerk shall certify as to the passage and adoption of this resolution and enter it into the book of original resolutions.
