SUBJECT: FEE WAIVER - DINOSAUR DASH
RECOMMENDATION:
Pleasure of the City Council.
FISCAL IMPACT:
Police Department Salaries $ 315.
Traffic Control Inspection 140.
Field Services Salaries 225.
Vehicles 150.
Total $ 830.
DISCUSSION:
The Tustin Public Schools Foundation is holding the second annual Dinosaur Dash on Sunday,
November 8, 1992. Last year there were over 1,450 participants. The non-profit Foundation
will use the proceeds from the event to provide grants for classroom teachers, staff training,
workshops and seminars.
The Foundation has requested that the City Manager designate a staff liaison for the event and
that the fee be waived for a Temporary Use Permit. The City Manager has designated
Recreation Supervisor Gary Magill as the staff liaison, and Mr. Huston has indicated he will
exercise his authority to waive the Use Permit fee, the cost of which is $75. Further, the
Foundation is requesting that the City Council waive fees for the services of the Police and Field
Services Departments. The Police are required for security and for street closures. It is
estimated that three Officers will be required to work three hours each, $315. The Police
Department has indicated that it will rely heavily upon the use of Explorers to minimize costs.
Fee Waiver - Dinosaur Dash
The route for the Dinosaur Dash has been used several times by the Foundation and the
Community Services Department; therefore, the traffic plan has already been completed.
However, the traffic control inspection would require four hours of staff time at $35. per hour
for a total of $140. The cost of three Field Services staff for three hours each would be $225.
The Public Works Department has offered to waive any fees for the rental of barricades and
cones. Remaining charges for equipment would be $150. for the use of two vehicles for three
hours each.
The Council has the discretion to waive City fees for staff overtime and vehicle use related to
this event. The Tustin Public Schools Foundation held a very successful event last year. Any
proceeds from the run will be used to benefit the quality of education for local youth.
