SUBJECT: SENIOR VOLUNTEER PROGRAM
The Tustin Police Department has been actively involved in a Senior. Volunteer
Program for many years. The Police Department spent considerable time in
developing a comprehensive, viable Senior Volunteer Program in conjunction with Ms.
Janet Schwartz, Community Senior Leader, who recently appeared before the City
Council. Based upon her concepts and information available locally and nationwide
regarding comprehensive senior volunteer programs, the Police Department developed
a program/process which has served as a model for many police departments in
Orange County.
We have found our program to be successful in serving the community of Tustin,
particularly as we work very closely with our own Tustin Area Senior Center. Melissa
O'Neal, manager at the Tustin Area, Senior Center, is well aware of our Senior
Volunteer Program and serves as a resource tool for those who wish to volunteer their
time and services at the Tustin Police Department. The number of senior citizens who
work at the Police Department varies based upon their schedules and availability of
programs in which they feel comfortable to participate. There is one senior citizen
who has worked diligently with the Police Department for several years and is
currently our "cornerstone" senior citizen who assists us with recruiting temporary
help as well as those who may wish to volunteer their time on a continuing basis.
Ms. Schwartz is also aware that we will be happy to interview any senior citizens who
wish to volunteer their time to the Police Department; however, we have found the
program we have developed in conjunction with Ms. Schwartz, and utilizing our own
Tustin Area Senior Center as a resource tool, has been moderately successful for the
Tustin Police Department. Therefore, we have elected to continue with this process
rather than depending upon other agencies for the recruitment of senior citizens. As
indicated, our policy is to accept any applications from seniors who wish to work in
the Tustin Police Department re rdless of where they live.

TUSTIN POLICE DEPARTMENT
'VOLUNTEER PROGRAM
I. PURPOSE
To provide professional assistance to the Tustin Police Department on
a volunteer 'basis and to setforth guidelines to establish such
program.
II. RECRUITMENT
A. Until such time as additional department personnel are
available to assist in the coordination and operation of
this program, limited source contact is anticipated.
However, the following will be utilized:
1. Community Services
2. Resource List
3. News Media
B. To effectively administer and monitor the program, a
primary Volunteer Program Coordinator will be assigned
and responsible for assuming direction and coordination of
the program. Assistant Coordinators may be assigned as
needed.
III. VOLUNTEER PRESENTATION
A. An initial presentation will be conducted to announce,
explain, and commence the program.
B. Potential volunteers will be provided with a packet in
which all facets of the program will be addressed and
discussed to insure full awareness of the commitment as a
volunteer to the department. This will be a time/cost
saving factor as it will discourage those who are not
sincere in their commitment or who may not be willing to
undergo any type of background investigation.
C. Eligible volunteers will also be provide with a listing of
the positions available and, subsequent to commencing, a
mini tour of the Department will be conducted.
IV. SIGN-UP/PRELIMINARY INTERVIEW
A. Time will be allowed to complete the application and
return it.to the Volunteer Coordinator.
B. The application will be reviewed by the Volunteer
Coordinator and a brief interview conducted to gain

additional insight into the character and experience of
the potential volunteer.
C. The applicant will. have an opportunity to discuss the
statements, waivers, etc. which require their signature.
No potential volunteer will be forced or coherced into
signing waivers.
D. The application will be given an overview of the type of
job they will be doing and expected goals.
V. Division Commander
A. The application and -a -'brief summary of the preliminary
interview findings will be provided to the division
commander in which the volunteer has indicated a
preference to work.
B. Commander Feedback
1. If interested the commander will advise the Volunteer
Coordinator when an interview may be schedule.
2. If uninterested the commander will inform the
Volunteer Coordinator who will contact the volunteer
applicant. The Volunteer Coordinator will advise the
applicant that the desired position is not available
and ask if they prefer another position.
3. The final decision of accepting a volunteer
application lies with the division commander.
VI. BACKGROUND INVESTIGATION
A. A local check of police records will be made for
outstanding warrants.
B. A complete set of fingerprints will be set to DOJ for
criminal history check at the department's expense.
C. No applicant will be accepted with criminal history or
outstanding warrants.
VII. PROGRAM COORDINATION
A. The Records Supervisor will act as Program Coordinator
until another manager should be appointed by the Chief of
Police.

B. The Volunteer Coordinator will conduct meetings on a
regular schedule.
C. The Volunteer Coordinator will schedule work assignments
on a monthly; i.e.: times of day, day of week, etc. and
Post schedule in the assigned sections of the department.
D. The Volunteer Coordinator will be responsible for the
coordination of the annual awards presentation and
luncheon.
VIII. TRAINING
A. Training will be the responsibility of the Section Head to
which the volunteer is assigned.
B. Formal training classes outside the Department will be
attended by volunteers only on the approval of the
Services or Patrol Commander.

The Volunteer Program is structured to fulfill the needs of the
Tustin Police Department and to enhance law enforcement efforts
in the City of Tustin by utilizing the expertise of citizens who
wi.sh to volunteer their time and services to the Department.
The purpose of the program is to provide assistance to the
various sections of the Department on an as -needed basis.
Assignments may be made to Community Services, Records, Traffic
and other areas as needs arise.
Conversely, this program presents an opportunity to concerned
citizens who have the time and desire to contribute to the
betterment of their community by participating in these efforts.
Because of the unique structure of a law enforcement agency,
there are specific requirements listed in this package that would
not be necessary in other volunteer programs. These include
background investigations, waivers of confidentiality and other
areas that will be fully explained and clarified prior to your
applying for membership in this program. Acceptance into this
program is contigent on the results of these various processing
procedures. Although some of these requirements may appear to be
overly demanding, we are confident that as a member of this
PROGRAM, you will understand the reasons for our concern and
agree that the goals of this Department and your own personal
goals are compatible.
Through the Volunteer Program, you can take pride in your
personal contributions to a Department and City which takes pride
in its personnel!

MEMBERSHIP GUIDELINES
There are specific areas of commitment that are necessary to fully
understand and to accept in order to be a member of the Tustin Police
Department Volunteer Program. These are listed below
PLACEMENT
Once you have selected the area in which you would prefer to work,
your application will be forwarded to that Section for review. If
that Section is interested in meeting you, an appointment will be
scheduled for an interview with the Section's personnel. If' the
Section is interested in engaging your services, they will contact
the Volunteer Coordinator who will then contact you.
If the Section feels that your skills do not meet. their needs and/or
they have already filled that position, the Volunteer Coordinator
will contact you and advise you. At that time, you may request that
your application be sent to another Section or you may wish to wait
until there is another position available within the Section in which
you wish to.work.
I UNDERSTAND AND AGREE TO COMPLY WITH THIS'PROCEDURE
TIME COMMITMENT
While we recognize and sincerely appreciate the fact you are donating
your time to the Department, we nevertheless must ask you to adhere
to the time schedule of the schedule of the hours and days you have
indicated you will be available to work. Assignments are made
according to the needs of the respective areas. Failure to report
for duty causes disruptions in the work flow. For this reason, we
request you to be faithful in your attendance.
We realize that at times for various reasons you may not be able to
come in. Should this be the case, please contact the Section to which
you have been assigned and let them know. In this way, they can
reassign the workload accordingly. Failure to abide by the above
guidlines may be cause for your termination in the program.

GRIEVANCE
Although the official Department Grievance Procedure whi--h is
MEMBERSHIP GUIDELINES
available to full-time employees of the Department is not applicable
to volunteers, the option of discussing and taking steps to resolve
probem situations is included in the Program.
If a problem occurs within the Section in which you have chosen to
work and cannot be resolved amicably with the Section management
personnel, it is the responsibility of the volunteer to discuss the
situation with the Volunteer Coordinator. It is then the
responsibility of the Volunteer Coordinator to contact the Section
management personnel to discuss the situation and possible
soliutions. If the solutions as determined by the Section management
are agreeable, the volunteer will continue to work in the Section
with those soluntion guidelines.
If the solution defined by the Section management are not agreeable
to the volunteer, the volunteer will either apply for transfer to
another Section within the Department and/or resign from the Program.

RESIGNATION/TERMINATION
In order to coordinate the work schedules of the Section with the
availability of the volunteer, we require on week's notice of intent
to terminate your services from the Volunteer Program.
Should a Section project involving Volunteer services be aproaching
completion, it will be the policy of the Department to advise the
volunteer of this fact as far in advance of the actual completion date
as possible.
Upon termination of your volunteer services, the Volunteer Program
Coordinator will collect your identification card and all other
Department related items which have been provided you during the
course of your services to the Department.

CONFIDENTIALITY
You will be exposed to and working with a variety of data of an
extremely sensitive nature which, if relayed to unauthorized
individuals could jeopardize a successful criminal apprehension,
prosecution or possibly the safety of an officer.
Violation of confidentiality is a serious violation of the law and a

respecting and maintaining an ongoing position of confidentiality at
all times.

CONFIDENTIAL CRIMINAL RECORD INFORMATION
As a volunteer of the Tustin Police Department, you will be involved
in limited law enforcement activity. Through your assigned duties,
You may . have access to confidential criminal record information.
Missuse of such information adversely affects the Civil Government
Code Section 19251 and Section 8 of the Department of Justice
Incompatibility Code Section which state:
"No employee shall divulge confidential information, data or
record of the Department of Justice to any person to whom
issuance of such data, information or records has not been
authorized."
You may also have access to information involving criminal activity,
witnesses or victims. Misuse of this information violates Section
11142 of the Penal Code which states:
"Any person authorized by law to receive a record or
information obtained from a record, who knowingly furnishes
the record of information to a person who is not suthorized by
law to receive the record or information,, is guilty of a
misdemeanor."
There is confidential criminal record information which you are not
authorized to possess. You are not authorized to input, receive or
read information on the teletype system. Use and/or misuse of this
infornlatin violates Section 11143 of the Penal Code which states:
"Any person who, knowing he is not authorized by law to
receive a record of information obtained from a record,
knowingly buys, receives or possesses the record or
information, is guilty of a misdeameanor."
Violation of any of the above -stated Penal Code and/or Government Code
Sections is"a misdeameanor. Therefore, any volunteer employee in this
Department who is responsible for such use/misuse (violates the law)
is subject to immediate dismissal. Violation of these laws may also
result in additional legal action.

SAVE HARMLESS AGREEMENT AND COVENANT NOT TO SUE
'ABILITY/COMPENSATION
Since the City of Tustin insurance coverage does not apply to volunteer
employees, it is necessary that you fully understand, concur with the
stipulations of the Save -Harmless Agreement, and document that concurrence
by your signature at the end of this document.

during the performance of their duties.
I agree that in consideration of the permission being given me by the
Tustin Police Department to serve as a Volunteer and to assist members of
said Department during the performance "of their duties, I do hereby agree
that I shall indemnify and hold harmless the City of Tustin, the City
Council of the City of Tustin, the Tustin Police Department, their
officials, officers, employees, agents, members or representatives and the
sureties of the City Council and Police Department, and each of them, from
any claims, demands, actions, suits or other legal proceedings by any
person or persons for, or on account of, any death, injuries or damages
ustained by or in consequence of my volunteering with the Tustin Police
partment or while assisting members of said Department.
I also agree that the City of Tustin, City Council of the City of
Tustin, and the Tustin Police Department, their officials, officers,
agents, employees, members or representatives and their sureties shall not
be liable; answerable or accountable for any loss, damage, injury or death
that may occur to myself or my property by or in consequence of my
participation in the aforementioned activities with the Tustin Police
Department and that they shall not be responsible or liable for any loss,.
damage, liability or expense arising out of or connected with any damages,
injury, death or loss either to me or my property resulting from any
negligence on the part of any member of the Tustin Police Department in the
performance of his or her duties.
I. further agree that I am in no way to be considered an employee of
the City of Tustin; that my services as Volunteer for the Tustin Police
Department are strictly voluntary; and that I shall receive no wages,
salary or other remuneration for said voluntary service. I agree that as a
Volunteer with the City of Tustin, a public agency, I will not be entitled
to any worker's compensation benefits pursuant to the California Labor
Code.
The above agreement shall remain in full force and effect during the
period of time specified above.
