(SR -55 TO BROWNING AVE.) IN CONJUNCTION WITH THE COUNTY'S IRVINE BLVD. WIDENING AND RESTRIPING PROJECT RECOMMENDATION: Receive and File. BACKGROUND: The City Council, at their meeting of February 18, 1992, considered an agenda item entitled "Irvine.Boulevard Widening and Restriping Between the SR -55 Freeway and Browning Avenue." Following discussion, The City Council adopted Resolution No. 92-33, Supporting The County Of Orange's Effort To Upgrade And Enhance Traffic Flow Along Irvine Boulevard Between SR -55 And Easterly Of Browning Avenue With Extension Of On -Street Parking Prohibitions in This Area. The aforementioned items are attached for your information in Attachment A. This action supported the County's effort to upgrade and enhance Irvine Boulevard between SR -55 and easterly of Browning Avenue,. with the extension of on -street parking prohibitions in this area, and authorized City staff to proceed with the development of a cooperative agreement with the County of Orange, as lead agency to implement this project. Also, during discussion of the item at the February 18, 1992 meeting, the City Council requested staff to prepare a.follow-up report on the potential consequences of the removal of on -street parking that could result with the implementation of the Irvine Boulevard widening and restriping project. DISCUSSION: In response to the City Council's direction, the Engineering Division staff has investigated the on -street parking usage at different times of the day along Irvine Boulevard in the subject location (see Attachment B). Parking usage was inventoried during the day and evening hours. It was observed that the highest parking usage occurs in the evening hours. Between 6:45 p.m. and 7:00 p.m., a total of thirty-eight vehicles were observed parked on Irvine Boulevard from 200 feet east of Prospect Avenue to Browning Avenue. These parked• vehicles used only a small portion of the approximately 360 available parking spaces on Irvine Boulevard between Prospect Avenue and Browning Avenue. This represents an eleven percent usage rate. EVALUATION OF PARKING ON IRVINE BLVD. SR -55 TO BROWNING AVE July 6, 1992 Page 2 At other times of the day the parking usage was found to be even less. From 11:00 a.m. to 11:15 a.m. twenty parked vehicles were observed; from 1:45 p.m. to 2:00 p.m. twenty parked vehicles were observed. This represents a percent usage during the morning and afternoon hours of less than six percent of the total available parking spaces. The parking on Irvine Boulevard between State Route 55 and Prospect Avenue was removed when the street was restriped for six lanes in conjunction with the Caltransbridge construction projects at State Route 55 in June 1990. This project removed approximately 155 potential parking spaces. The demand for these parking spaces has been relocated to other locations such as on-site facilities without significant problems. During staff's investigation, it was observed that the highest parking usage occurs primarily at three locations: adjacent to Columbus -Tustin Park on the north side of Irvine Boulevard just east of Prospect Avenue, in front of the Palmwood Gardens Condominiums on the south side of Irvine Boulevard east of Prospect Avenue opposite Columbus -Tustin Park, and at the northwest corner of Red Hill Avenue and Irvine Boulevard. The heaviest on -street parking usage was found to occur in front of the Columbus -Tustin Park starting 200 feet east of Prospect Avenue where twenty-four parked vehicles were observed between 6:45 p.m. and 7:00 p.m. The park was full of'activity at the time and the parked vehicles were assumed to be generated by the park users. This parking demand can be readily accommodated by the site's recently expanded parking lot -when parking is removed from Irvine Boulevard. Another high on -street parking usage area was found to be in front of the Palmwood Gardens Condominiums where 11 vehicles were parked - between 6:45 p.m. and 7:00 p.m. These vehicles likely represent the overflow parking needs of the residents of the condominiums and, therefore, represent the on -street parking impact that could be caused by the proposed project. Consideration by the Public Works Department and the County of Orange is being given to mitigate this impact by constructing a parallel parking bay in front of the condominiums. Parking usage was also observed at the northwest corner of Red Hill Avenue and Irvine Boulevard. On the north side of Irvine Boulevard west of Red Hill Avenue from 11:00 a.m. to 11:15 a.m. four vehicles were parked; from 1:45 p.m. to 2:00 p.m. three vehicles were parked; and from 6:45 p.m. to 7:00 p.m. one vehicle was parked. The parking lot for the building at this corner was not fully utilized during the times of observation. Removal of on -street parking at this location could be relocated to the on-site parking facility for the building. EVALUATION OF PARKING ON IRVINE BLVD. SR -55 TO BROWNING AVE July 6, 1992 Page 3 CONCLUSION: The proposed widening and restriping of Irvine Boulevard will improve the carrying capacity of the facility and will help to achieve level of service requirements mandated by the County of Orange Congestion Management Program and the Growth Management Element features of Measure H. It was observed that the heaviest concentration of on -street parking within the City of Tustin on Irvine Boulevard in the subject area is primarily in three areas: adjacent to Columbus - Tustin Park, in front of the Palmwood Gardens Condominiums, and at the northwest corner of Red Hill Avenue and Irvine Boulevard. The removal of on -street parking adjacent to Columbus -Tustin Park has now been mitigated with the April 1992 opening of the expanded on-site parking lot at the park. The parking lot has sufficient parking space supply to accommodate the observed on -street parking demand adjacent to the park. Mitigation of the parking impact in conjunction with the removal of _ on -street parking in front of the Palmwood Gardens Condominiums will be achieved with the consideration of construction of a parallel parking bay adjacent to the subject condominiums. The removal of on -street parking on the north side of Irvine Boulevard west of Red Hill Avenue could be relocated to the on-site parking facility for the building at this location. BACKGROUND The County of Orange is proposing a multi-segmented project to - widen and restripe Irvine Boulevard from the SR -55 Freeway to east of Browning Avenue. The widening of Irvine Boulevard, from two hundred feet east to six hundred feet east of Red Hill Avenue, is intended to eliminate the existing bottleneck in this location. It will also allow for the restriping of Irvine Boulevard between the SR -55 and Browning Avenue to a six -lane facility. Approximately half of this segment of Irvine Boulevard lies within the City of Tustin. DISCUSSION Currently, Irvine Boulevard is striped as a Primary Arterial Highway with four travel lanes and a median. The City of Tustin's and the County of Orange's Master Plan of Arterial Highways classifies the stretch between SR -55 and Browning Avenue as a Modified Major Arterial Highway, which is a six -lane divided facility with on -street parking prohibited. Irvine Boulevard is also identified as a super street candidate by the Orange County Transportation Authority, and is part of the Orange County Congestion Management Highway System. Analysis of the current and projected traffic volumes and their resulting levels of service along this portion of Irvine Boulevard reveals that this project is necessary in order to comply with the level of service requirements associated with the Congestion Management Program (C.M.P.), and Measure M Grow ng ement Element requirements. In order to restripe Irvine Boulevard, between SR -55 and Browning Avenue, to a Modified Major Arterial Highway, the remaining on - street parking along this stretch will have to be removed. This will involve the permanent extension of on -street parking prohibitions along both sides of Irvine Boulevard between SR -55 and pproximately 1000 feet easterly of Prospect Avenue. Currently, ith the Stage II and III I-5/SR-55 modifications, on -street parking has been temporarily prohibited in this zone due to re- construction of the Fourth Street and First Street bridges. Parking would also need to be eliminated on both sides of fIrvine Boulevard between 1000 feet east of Prospect Avenue and Red ll Avenue. In a portion of this area, the Public Works Department will work with the County for consideration ofconstruction-of Gardens future parallel parking bay adjacent to the Condominiums in order to minimize adverse parking impacts to the residential development. Parking would also need to be eliminated on. the south side of Irvine Boulevard between Browning Avenue and the Tustin Ranch.. The section east of Browning Avenue to the Tustin Ranch Road area will also be restriped in order to connect the existing six -lane roadway in the East Tustin area to the proposed improvements. City staff will work with the County of orange staff to maintain a and residents line of communication with both the Tustin businesses affected by this project. The County of. Orange has prepared schematic striping plans for the project which conceptually delineates key features of the program. - b, complete copy of this plan package has been provided for the City ouncil's information. CONCLUSION The County of Orange will act as the lead agency in the proposed project, including all environmental processing, to widen and restripe Irvine Boulevard from the SR -55 Freeway to east of Browning Avenue. Council support for this project, including approval to implement on -street parking prohibitions in this area, and the authorization to develop a cooperative agreement with the County of Orange for this project, will enable Irvine Boulevard to be upgraded to its master planned -status as -a Modified Mayor Arterial Highway. This will improve the carrying capacity of the facility and help meet level of service requirements mandated by the Congestion Management Program and the Growth Management Element features of Measure M. Failure to meet level of service requirements will effect the City's receipt of funding dollars from these programs, especially the Congestion Management Program. Robert S. Most of the evening parking demand is just east of Prospect Avenue in front of the Columbus -Tustin Park on the north side of Irvine Boulevard and in front of the Palmwood Gardens Condominiums on the south side of Irvine Boulevard. The evening observation was taken on April 20, 1992 when there was full park activity. 24 vehicles were parked in front of the park along Irvine Boulevard and it is assumed that this parking is related to the park usage. Therefore this parking can be readily be displaced to the park's parking lot when parking is removed along Irvine Boulevard. These vehicles likely represent the overflow parking needs of the residents that are presently being solved by parking on Irvine Boulevard and that would be impacted*by parking removal. It is this portion of the street that is under consideration by the Public Works Department and the County of Orange to provide a future parallel parking bay adjacent to the Palmwood Gardens Condominiums. In addition the number of potential parking spaces available on Irvine Boulevard that have been or will be eliminated have been summarized below.
