SUBJECT: ADOPT RESOLUTION NO. 14 -66 TO APPROVE THE SUBMITTAL OF A
REGIONAL SIGNAL SYNCHRONIZATION PROGRAM PROJECT
APPLICATION TO THE ORANGE COUNTY TRANSPORTATION AUTHORITY
SUMMARY
City Council adoption of Resolution No. 14 -66 will approve the submittal of an application prepared
by the City of Santa Ana for the Seventeenth Street/Westminster Avenue Traffic Signal
Synchronization Project to the Orange County Transportation Authority (OCTA). Participation by
all agencies maintaining traffic signals within this corridor is needed for approval of a project
application under the 2015 Call for Projects for the Competitive Measure M2 Traffic Signal
Synchronization Program (Project P).
RECOMMENDATION
It is recommended that the City Council adopt Resolution No. 14 -66 approving the submittal of an
application to the Orange County Transportation Authority for funding of the Seventeenth
Street/Westminster Avenue Traffic Signal Synchronization Project under the 2015 Call for Projects
for the Renewed Measure M Regional Traffic Signal Synchronization Program.
FISCAL IMPACT
The City is required to provide minimum match funding of twenty percent (20 %) for the project. It
this project is selected, the City's estimated matching cost plus administration will total
approximately $50,000. Funding for City's match will be requested through the Measure M2 Local
Fair Share Program (Project Q) in the City's Fiscal Year 2015 -2016 Capital Improvement Budget.
CORRELATION TO THE STRATEGIC PLAN
Traffic signal synchronization contributes to the fulfillment of the City's Strategic Plan Goal B:
Public Safety and Protection of Assets. Specifically, the project implements or fosters the
implementation of strategy #3, which among other items, is to ensure continuous maintenance
and improvement of traffic control and transportation facilities.
DISCUSSION /BACKGROUND
Renewed Measure M (Measure M2) is a 30 -year, multi - billion dollar program extension of the
original Measure M (approved in 1990) with a new slate of planned projects and programs.
Measure M2 is comprised of a number of components such as Project O (Regional Capacity
Program), Project P (Regional Traffic Signal Synchronization Program), Project Q (Local Fair
Share Program), and the Transit Program (Projects S, T, V, and W).
On July 26, 2010, the OCTA adopted the countywide Traffic Signal Synchronization Master Plan.
From this Master Plan, the Regional Traffic Signal Synchronization Program (Project P) was

developed. To maintain City eligibility for funding under Project P, the City Council adopted the
Local Signal Synchronization Plan (LSSP) on December 7, 2010, in compliance with the OCTA
Master Plan.
Project P synchronization projects will be selected for the 2015 Call for Projects on a competitive
basis. Projects with the most regional significance will be ranked highest, with higher points
applied toward multi - jurisdictional corridors.
The City of Santa Ana has taken the lead in submitting an application for the Seventeenth
Street/Westminster Avenue Traffic Signal Synchronization Project to OCTA in collaboration with
the County of Orange and the cities of Tustin, Garden Grove, Westminster and Seal Beach. If the
project is selected, 80% of funding will be provided by OCTA under the Competitive Measure M2
Traffic Signal Synchronization Program. Local agencies along each corridor are required to
provide minimum match funding of twenty percent (20 %) for the project.
To maintain eligibility for Renewed Measure M funding the City Council must approve applications
for this program. The application for this project was submitted to the OCTA by the City of Santa
Ana prior to the OCTA deadline of October 24, 2014. Adoption of the City's resolution after that
date is acceptable to OCTA and serves to complete the initial administrative process for receipt of
the application. Therefore, staff is requesting City Council adoption of Resolution No. 14 -66 which
designates the City of Santa Ana as the lead agency for submittal of this project for the 2015 Call
for Projects under the Regional Traffic Signal Synchronization Program.

RESOLUTION NO. 14 -66
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN. CALIFORNIA,
APPROVING THE SUBMITTAL OF AN APPLICATION FOR THE SEVENTEENTH
STREETMESTMINSTER AVENUE TRAFFIC SIGNAL SYNCHRONIZATION
PROJECT TO THE ORANGE COUNTY TRANSPORTATION AUTHORITY FOR
FUNDING UNDER THE COMPETITIVE MEASURE M2 REGIONAL TRAFFIC SIGNAL
SYNCHRONIZATION PROGRAM (PROJECT P)
WHEREAS, the Measure M2 Regional Traffic Signal Synchronization Program (Project
P) targets over 2,000 signalized intersections across Orange County to maintain traffic
synchronization, improve traffic flow, and reduce congestion across jurisdictions; and
WHEREAS, the City of Tustin has been declared by the Orange County Transportation
Authority to meet the eligibility requirements to receive revenues as part of Measure M2; and
WHEREAS, the City of Tustin has currently adopted a Local Signal Synchronization Plan
consistent with the Regional Traffic Signal Synchronization Master Plan as a key component of
local agencies' efforts to synchronize traffic signals across local agencies' boundaries; and
WHEREAS, the City of Tustin will provide matching funds for each project as required by
the Comprehensive Transportation Funding Programs Procedures Manual; and
WHEREAS, the City of Tustin will not use Measure M funds to supplant Developer Fees
or other commitments; and
WHEREA$, the City of Tustin desires to implement multi - jurisdictional signal
synchronization; and
WHEREAS, the City of Tustin supports the City of Santa Ana as lead agency in the
submittal of the application for the synchronization project listed below;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Tustin that it
hereby requests the Orange County Transportation Authority allocate funds under the 2015 Call
for Projects from the Regional Traffic Signal Synchronization Program (Project P) to
participating agencies in the amounts specified in the application for the Seventeenth
Street/Westminster Avenue Traffic Signal Synchronization Project. Said funds shall be matched
by funds from the City of Tustin, as required, and shall be used as supplemental funding to aid
the City in signal synchronization along the project street.
PASSED AND ADOPTED at a regular meeting of the City Council of the City of Tustin
held on the 18`" day of November 2014.
