STACK, DIRECTOR OF PUBLIC WORKS /CITY ENGINEER SUBJECT: ADOPT RESOLUTION NO. 14 -72 TO APPROVE THE SUBMITTAL OF A REGIONAL CAPACITY PROGRAM PROJECT APPLICATION TO THE ORANGE COUNTY TRANSPORTATION AUTHORITY SUMMARY City Council adoption of Resolution No. 14 -72 will approve the submittal of an application for the Red Hill Avenue Northbound Widening and Raised Median Construction Project to the Orange County Transportation Authority (OCTA) under the 2015 Call for Projects for the Competitive Measure M2 Regional Capacity Program (Project O). RECOMMENDATION It is recommended that the City Council adopt Resolution No. 14 -72 approving the submittal of an application to the Orange County Transportation Authority for funding of the Red Hill Avenue Northbound Widening and Raised Median Construction Project under the 2015 Call for Projects for the Renewed Measure M Regional Capacity Program. FISCAL IMPACT The City is required to provide minimum match funding of twenty percent (25 %) for the project. If this project is selected, the City's estimated matching cost plus administration will total approximately $1,650,000. Funding for the City's match will be requested through the Measure M2 Local Fair Share Program (Project Q) in the City's Fiscal Year 2015 -2016 Capital Improvement Budget. CORRELATION TO THE STRATEGIC PLAN The project contributes to the fulfillment of the City's Strategic Plan Goal B: Public Safety and Protection of Assets. Specifically, the project implements or fosters the implementation of strategy #3, which among other items, is to ensure continuous maintenance and improvement of transportation facilities. DISCUSSION /BACKGROUND Renewed Measure M (Measure M2) is a 30 -year, multi - billion dollar program extension of the original Measure M (approved in 1990) with a new slate of planned projects and programs. Measure M2 is comprised of a number of components such as: Project O (Regional Capacity Program), Project P (Regional Signal Synchronization Program), Project Q (Local Fair Share Program), and the Transit Program (Projects S, T, V, and W). Project O regional capacity projects will be selected for the 2015 Call for Projects on a competitive basis. Projects with the most regional significance will be ranked highest. Regional Capacity Program Application to OCTA November 18, 2014 Page 2 To maintain eligibility for Renewed Measure M funding the City Council must approve applications for this program. The application for this project was submitted to OCTA prior to the deadline of October 24, 2014. Adoption of the City's resolution after that date is acceptable to OCTA and serves to complete the initial administrative process for receipt of the applications. Therefore, staff is requesting City Council adoption of Resolution No. 14 -72 which designates the City of Tustin as the lead agency for submittal of this project for the 2015 Call for Projects under the Regional Capacity Program. Directp of Public Works /City Engineer Attachment: Resolution No. 14 -72 S: \City Council Items\2014 Council Items \I 1 -I8- 2014 \Red I fill Widening\Adopt Reso 14- 72'Approving Submittal of OCTA Project O Application SC.docx RESOLUTION NO. 14 -72 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, APPROVING THE SUBMITTAL OF AN APPLICATION FOR THE RED HILL AVENUE NORTHBOUND WIDENING AND RAISED MEDIAN PROJECT TO THE ORANGE COUNTY TRANSPORTATION AUTHORITY FOR FUNDING UNDER THE COMPETITIVE MEASURE M2 REGIONAL CAPACITY PROGRAM (PROJECT O) WHEREAS, the Measure M2 Regional Capacity Program (Project O) desires to implement the transportation improvements on Red Hill Avenue from Valencia Avenue to Dyer Road /Barranca Parkway; and WHEREAS, the City of Tustin has been declared by the Orange County Transportation Authority to meet the eligibility requirements to receive revenues as part of Measure M2; and WHEREAS, the City of Tustin Circulation Element is consistent with the County of Orange Master Plan of Arterial Highways; and WHEREAS, the City of Tustin will provide matching funds for each project as required by the Comprehensive Transportation Funding Programs Procedures Manual; and WHEREAS, the City of Tustin will not use Measure M funds to supplant Developer Fees or other commitments; and NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Tustin that it hereby requests the Orange County Transportation Authority allocate funds under the 2015 Comprehensive Transportation Funding Programs Call for Projects from the Regional Capacity Program (Project O) to participating agencies in the amount specified in the application for the Red Hill Avenue Northbound Widening and Raised Median Project from Valencia Avenue to Dyer Road /Barranca Parkway. Said funds shall be matched by funds from the City of Tustin, as required, and shall be used as supplemental funding to aid the City in the improvement of the project street.
