HUSTON, EXECUTIVE DIRECTOR FROM: COMMUNITY DEVELOPMENT DEPARTMENT SUBJECT: DESIGN REVIEW 92-028; APPLICANT, JOHN ROSE RECOMMENDATION It is recommended that the Redevelopment Agency approve Design Review 92-028 by adopting Resolution No. RDA 92-8, as submitted or revised. BACKGROUNDIDISCUSSION The applicant requests authorization to construct a 940 -square foot room addition including a garage to an existing single-family residence located at 14101 "C" Street. The addition will provide a new family room and garage space on the first story and a new master bedroom on the second story. The subject site is located approximately 50 feet north of the intersection of "C" Street and Mitchell Avenue on the west side of the street. The site is bounded on the north, south and east by single-family developments and on the west by multiple -family development. The project site is also located within the South Central Redevelopment Project Area requiring final design review approval of the proposed site improvements by the Redevelopment Agency. The subject site has an R-3(2,000) - Multiple Family Residential District zoning designation. However, due to the substandard size of the lot, measuring approximately 5,000 square feet where development standards would require a minimum of 7,000 square feet, development is restricted to the construction of a single-family dwelling unit pursuant to Tustin City Code Section 9271(q). The submitted plans will bring the property into greater conformance as all applicable development standards will be met, including the proposal to construct a single -car garage. Additionally, the finish materials, roof pitch and architectural features are proposed to be consistent with existing conditions. Redevelopment Design Review July 6, 1992 Page 2 CONCLUSION Agency Report 92-028 Based upon the above analysis and the submitted plans, it is recommended that the Redevelopment Agency adopt Resolution No. RDA 92-8 approving Design Review 92-028, subject to the conditions contained in Exhibit A attached thereto. RDA 92-8 A RESOLUTION OF THE REDEVELOPMENT AGENCY OF THE CITY OF TUSTIN, CALIFORNIA, APPROVING DESIGN REVIEW 92-028 AUTHORIZING THE CONSTRUCTION OF A 940 -SQUARE FOOT ROOM ADDITION ON THE PROPERTY LOCATED AT 14101 "C" STREET. The Redevelopment Agency of the City of Tustin does hereby resolve as follows: I. The Redevelopment Agency finds and determines as follows: A. Pursuant to the adopted South/Central Redevelopment Plan, the Redevelopment Agency shall approve all site plans and architectural designs of any project proposed within the project area. B. That a proper application, Design Review 92-0281 has been filed on behalf of John Rose requesting authorization to construct a 940 -square foot room addition on the property located at 14101 "C" Street. C. Pursuant to Section 9272 of the Tustin Municipal Code, the Redevelopment Agency finds that the location, size, architectural features and general appearance of the proposed development will not impair the orderly and harmonious development of the area, the present or future development therein, or the occupancy as a whole. In making such findings, the Redevelopment Agency ,has considered at least the following items: 1. Height, bulk and area of buildings. 2. Setbacks and site planning. 3. Exterior materials and colors. 4. Type and pitch of roofs. 5. Towers, roof structures, doors and windows. 6. Landscaping, parking area design and traffic • circulation. 7. Location, height and standards of exterior illumination. 8. Relationship of proposed structures to existing adjacent uses. 9. Appearance and design relationship of proposed structures to existing structures and possible future structures in the neighborhood. 10. Development guidelines and criteria.as adopted by the City Council. D. RDA 92-8 JULY 61 1992 GENERAL (1) 1.1 The proposed project shall substantially conform with stamped July the date plans for the project p 1992, on f ile with the Community Development Department, as herein modified, or as modified by the Director of Community Development Department in accordance with this Exhibit. (1) 1.2 Unless otherwise specified, the conditions contained in this Exhibit shall be complied with prior to the issuance of any building permits for the project subject to review and approval by the Community Development Department. (1) 1.3 Design Review approval shall become null and void unless building permits are issued within eighteen (18) months of the date of this Exhibit. (1) 1.4 Any public improvements damaged by ed ea applicant t laced adjacent to this property shall be repair and/or replaced determined by the Engineering Division and shall include, but not be limited to, curb and gutter, street paving and drive apron. (1) 1.5 All construction shall be in accordance with the UBC and applicable City Codes. (1) 1.6 Approval of Design Review 92-028 is contingent upon the applicant signing and returning an "Agreement to Conditions Imposed form, as established by the Director of Community Development. PLAN SUBMITTAL (1) 2.1 At plan check, submit three (3) sets of construction (3) plans and two (2) sets of calculations. Requirements of the Uniform Building Code shall be complied with as approved by the Building Official. No field changes shall be made without corrections submitted to and approved by the Community Development Department.
