SUBJECT: AWARD OF BID FOR THE CENTENNIAL PARK ENTRY
PLAYGROUNDS AND LAUREL GLEN PAR COURSE RENOVATIONS

SUMMARY:
The bid opening for the Centennial Park Entry Playgrounds and Laurel Glen Par Course
Renovations project was held on November 10, 2014. The renovation of both the
Centennial Park Entry Playgrounds and the Laurel Glen Par Course stations were
identified by the Community Services Commission as the next two projects to be
completed on their seven -year Capital Improvement Project Priority List.
RECOMMENDATION:
1. Staff recommends that City Council award the construction contract to ACE CD,
Inc. of Glendora, California, in the amount of $320,044.45 subject to the approval
of contract requirements by the City Attorney and final execution of the contract.
FISCAL IMPACT:
The renovation of the equipment at Centennial and Laurel Glen Parks is included in the
2014 -2015 Capital Improvement Program as a Park Development funded project with a
budget of $381,000. The engineer's estimate for the work was of $345,000. Adequate
funding is available in the Park Development Fund (131) for this project.
CORRELATION TO THE STRATEGIC PLAN:
This project advances Goal A of the City of Tustin Strategic Plan regarding Economic and
Neighborhood Development by making improvements to existing parks to expand
recreational activities.
BACKGROUND:
The scope of work includes the replacement of the playground equipment at the four
entries to Centennial Park (14722 Devonshire Avenue) and the replacement of the par
course fitness stations at Laurel Glen Park (13301 Myford Road). The equipment being
replaced at both parks is over twenty years old. The work to be completed consists of
the demolition and removal of existing equipment and surfacing at both sites, installation
of new equipment, surfacing, and entry ramps.
The new entry playgrounds at Centennial Park will feature an outdoor club house theme
and will include areas for both 2 -5 year olds and 5 -12 year olds. These areas will also
have both rubber and engineered wood fiber playground surfacing and entry ramps as
required for ADA compliance. The new fitness stations at Laurel Glen Park will feature
the "Energi" total body fitness equipment from Playworld Systems. The five stations
around the perimeter of the park will each include a variety of equipment that can be
used for stretching, balance, and strength building exercises.
SUMMARY:
Sealed bids were opened on November 10, 2014. The eight (8) bids were as follows:

Reference checks of the contractor, review of the bid documents, and a determination
that the contractor possesses a valid contractor's license have been completed. The
Risk Manager will complete a review of the required bonds and insurance certificates
and the City Attorney will review the contract. Construction is scheduled to begin in
January 2015 and the project should be completed by March 2015.
