RDA NO. 6 6-15-92 Inter -Com )ATE: June 15, 1992 WILLIAM HUSTON, Executive Direct --,-Dr TO COMMUNITY DEVELOPMENT DE-,PARTMEN-1 FROM: INDEPENDENT TESTING LAB AND ASBESTOS CONSULTANT -- SUBJECT: TUSTIN CIVIC CENTER EXPt,NSION/RENOVATION - PROJECT NO. 590-400-999-6550-10026 RECOMMENDATION: It is recommended that the Redevelopment Agency authorize a change order in the amount of $13,250 to extend contract services previously awarded to Wyman Testing Laboratories, subject to the Executive Director's approval of all contractual documents. Wyman will continue to perform as the Agency's independent testing laboratory and certified asbestos air mon----or in conjunction with the Civic Center expansion project. BACKGROUND: During the August 5, 1991 meeting, the Redevelopment Agency retained Wyman Testing Laboratories to perform the certified inspection and material testing for the Civic Center expansion project. The Agreement for Consulting Services dated July 29, 1991 was subsequently executed in the amount of $50,000. The $50,000 agreement was estimated to include testing services for both Phase I and II construction, however.. it is now known that additional testing laboratory services performed during the Phase I foundation construction require increasing the contract amount. Wyman estimates that unanticipated soils testing and engineering in the amount of $13,250 was incurred during Phase I. Staff concurs with Wymans request to approve a change order to their original contract, in the amount of- $13,250. This is the estimated amount that the unanticipated soils testing cost which would have otherwise been available for Phase II. Wyman has consistently performed in accordance w -'--h the agreement for consulting services and has accounted for all work performed in invoices received and reviewed by the Cit-: each month. A brief analysis of the testing budget to date is as follows. PAGE 2 OF 2 Original Contract Amount Work completed to date (thru April) Anticipated Phase I completion (May, June, July) Contract amount remaining to complete Phase II June 15, 1992 $ 50,000 46,232 3,000 $ 768 Phase II construction does not include the extensive material testing man hours associated with the Phase I Parking Structure, therefore, the remaining $768 plus the recommended $13,250 change order should be sufficient to complete the project. 0 &-V2 CHRISTINE SHINGL Assistant City Ma ager awara.C.2 00v6Z64 . 014z- EDWARD ELOWE Project Manager WYMAN RECEIVED TESTING MAY 21 1992 LABORATORIES May 18, 1992 SKr.
