BACKGROUND: The following Ordinance No. 1089 had first reading and introduction at the May 18, 1992 City Council meeting: ORDINANCE NO. 1089 - AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, APPROVING ZONE CHANGE 92-001, A REQUEST TO CHANGE THE DESIGNATION OF THE PROPERTY LOCATED AT 14442 HOLT AVENUE FROM E-4 (RESIDENTIAL ESTATE DISTRICT) TO R-1 (SINGLE-FAMILY RESIDENTIAL DISTRICT) Valerie Whiteman Chief Deputy City Clerk 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 1T 18 19 20 21 22 23 24 25 26 27 28 ORDINANCE NO. 1089 AN ORDINANCE OF THE CITY COUNCIL OF TH CITY OF TUSTIN, CALIFORNIA, APPROVING ZONE 01 A REQUEST TO CHANGE THE DESIGNATION E 4 THE PROPERTY LOCATED AT 14442 HOLT AVENUE FR RESIDENTIAL ESTATE DISTRICT) TO R-1 SINGLE DISTRICT) The City Council of the City of Tustin does hereby resolve as follows: I. The City Council finds and determines as follows: A. That Zone Change 92-001 was submitted to the City Council by J. P. Greubel Company for consideration. B. That a public hearing was duly noticed, called and held on said application by the Planning Commission on March 23, 1992, and the item was continued to April 13, 1992, whereby the Planning g1 of commission recommended to the City Council the subject request. Whereas, a public hearing was duly noticed, called and held on said application by the City Council on May 4, 1992, and the item was continued to May 18, 1992. C. That the project will not havesignificant Declarationfect has on the environment and a Negative been prepared pursuant to the provisions of the California Environmental Quality Act. D. That the proposed Zone Change to R-1 (Single -Family Residential District) is consistent with all elements of the Tustin Area General Plan, and in particular the Land Use Element which. designates this property SF (Single Family),, which would accommodate a broad range of single-family development. E. That the proposed Zone Change to R-1 (Single -Family Residential District) is in the best interest e t of the the public health, safety and surrounding area in that the proposed land use district designation of R-1 is compatibile with uses surrounding the development. II.
