SUBJECT: RECEIPT OF CITY COUNCIL MEETING AGENDA MATERIAL
At the last City Council meeting, Councilmember Thomas asked if it would
be possible to receive the agenda material on the Wednesday before the
meeting rather than Thursday which is current practice. Councilmember
Thomas indicated that the additional day would assist the City Council
it its research and preparation for the City Council meeting.
Staff feels it would be possible to have the agenda material ready by
Wednesday by:
1. Rescheduling bid openings to coincide with agendas being
finalized on Wednesday. This is simply a matter of adjusting
the current deadline for submitting bids for City projects.
The bid award date by the City Council would be adjusted to
the Wednesday agenda deadline.
2. Adjusting the turnaround time for staff reports responding to
requests from the City Council. Normally, staff responds in
two weeks to City Council direction for reports. By allowing
thirty days to prepare such reports, preparation of the agenda
material could be completed by Wednesday. Routine items that
do not involve research, waiting for responses from other
agencies, etc., could still be completed within two weeks.
The City Council might also consider whether it wants to continue to
receive the full Planning Commission packets as part of the City Council
agenda material. The City Council receives Planning Commission agenda
material to assist the City Council in deciding whether it should
formally review an action of the Planning Commission (the applicant or
any affected individual has the ability to appeal an action of the
Planning Commission notwithstanding the City Council's receipt of the
Planning Commission material). To reduce the volume of agenda material,
the City Council might consider receiving only the Planning Commission's
action agenda. The action agenda lists the items and action taken by
the Planning Commission. If a Councilmember wanted the staff report
that had been received by the Planning Commission, staff could provide
it to the City Councilmember. This would enable the City Council to
review the full report received by the Planning Commission prior to the

meeting at which the City Council would review the Planning Commission's
action agenda. It is not unusual for the City Council to receive a
Planning Commission report in the City Council agenda material (under
Planning Commission reports) and then receive it again when considered
by the City Council in connection with a subsequent public hearing. For
example, the City Council approves all zone changes. Under the current
practice, the City Council receives the staff report submitted to the
Planning Commission (when reviewing the Planning Commission agenda under
the reports section of the City Council agenda) and then again when it
conducts its public hearing on the zone change.
