ENVIRONMENTAL: THIS PROJECT IS CATEGORICALLY EXEMPT PURSUANT TO SECTION 15311 (CLASS 11) OF THE CALIFORNIA ENVIRONMENTAL QUALITY ACT (CEQA). Leg RECOMMENDATION: That the Planning Commission adopt Resolution No. 4273 approving Conditional Use Permit (CUP) 2014-24 to authorize establishment of the Master Sign Plan for Tustin Legacy Temporary Project Identification Signs, as required by the Tustin Sign Code. PC Report December 9, 2014 CUP 2014-24 Page 2 APPROVAL AUTHORITY: Pursuant to Section 3.12.1C of the Marine Corps Air Station (MCAS) Tustin Specific Plan, a master sign plan is required for developments within the Specific Plan area. The purpose of a master sign plan is to encourage coordinated and quality sign design (integrated with the architectural style of the project) on sites where a large number of signs will occur. Section 3.12.1 E of the MCAS Tustin Specific Plan states that master sign plans may deviate from the standards of the Tustin Sign Code upon approval of a CUP. Pursuant to Tustin City Code (TCC) Sections 9403h and 94031, the proposed project requires the approval of a master sign plan through a CUP. In accordance with TCC Section 9404b.6, the Planning Commission shall review applications for CUPs for master sign plans requesting deviations from the standards within the Tustin City Sign Code. BACKGROUND: The purpose of a master sign plan is to encourage coordinated and quality sign design on sites where a large number of signs will occur. A master sign plan is required for developments in specific plan, planned development and planned community districts, multi -use sites, multi -tenant centers and mixed-use districts in the City. The proposed Master Sign Plan (Attachment B) would provide standards for all temporary project identification signs with the Tustin Legacy master planned community, which is a part of the MCAS Tustin Specific Plan. PC Report December 9, 2014 CUP 2014-24 Page 3 Tustin Legacy Tustin Legacy is generally bounded on the north by Edinger Avenue, on the south by Barranca Parkway, on the east by Harvard Avenue, and on the west by Red Hill Avenue. MASTER SIGN PLAN: The proposal includes: Pylon signs, vertical signs, fence graphics, banners, marching poles, and painted paving. The majority of the signs are proposed along, and in the vicinity of, Tustin Ranch Road, Barranca Parkway, and Red Hill Avenue. However, the locations identified in the Master Sign Plan are not meant to be precise, as changing conditions may affect the optimal placement of the signs. The type of information to be conveyed on each sign is shown in the proposed Master Sign Plan, but the actual text is subject to change as more details become available through the development process. Generally, information will include the Tustin Legacy logo, property/project name or logo, overall site use, site identity, location specific details, renderings, and/or contact information. Sign Types A through E and Sign Type G are proposed at various corner locations throughout Tustin Legacy. The quantities proposed for each corner location are shown in the following table: Sign Type A: Sign Type A is an illuminated Pylon Sign and is proposed to be located at up to six (6) primary corners within Tustin Legacy. It is a dimensional sign with four (4) sides and is proposed to be about thirty-two (32) feet tall, seven (7) feet wide, and five (5) feet deep. Sign Type A — Pylon Sign Sign Types B, C and D: Sign Types B, C and D are non -illuminated vertical signs in large, medium, and small sizes, respectively. Sign Type B is approximately sixteen (16) feet tall and eight (8) feet wide and includes information about the project site or Tustin Legacy as a whole. Sign Type C is a Medium Vertical Sign that is about twelve (12) feet tall and six (6) feet wide that features neighborhood or site details. Sign Type D is a Small Vertical Sign that is about seven (7) feet tall and three (3) feet wide with location specific details at a more pedestrian scale. PC Report December 9, 2014 CUP 2014-24 Page 6 The Large Vertical Signs are proposed at all six (6) primary corners and all three (3) secondary corners within Tustin Legacy. The Medium Vertical Signs are proposed at all six (6) tertiary corners and the one (1) neighborhood corner within Tustin Legacy. One (1) Small Vertical Sign is also proposed at the neighborhood corner. Sign Type B — Large Vertical Signs ; Sign Type D — Small Vertical Signs Sign Type E: Sign Type E is a decorative fence graphic that includes information about the project site or Tustin Legacy as a whole. The fence graphic will provide visual interest to the temporary construction fence while the project is under construction. Sign Type E — Fence Graphic PC Report December 9, 2014 CUP 2014-24 Page 7 Sign Types E, F, and H Sign Type F: Sign Type F consists of street lamp banners that will promote Tustin Legacy or property development. Each rectangular banner will be approximately 5.5 feet in height by two (2) feet in width. A total of up to thirty-six (36) banners along various roads within Tustin Legacy are proposed in the Master Sign Plan. Sign Type G: Sign Type G is a marching pole that would be arranged in a sequence at two (2) locations within Tustin Legacy to reflect what people are able to do in a particular location, such as running, biking, discovery, etc. Each sign would consist of a wood post that is five (5) feet in height and a round sign face that is just over one (1) foot in diameter. A maximum of thirteen (13) marching poles are proposed. Sign Type H: Sign Type H is a graphic that is painted on the ground near pedestrian areas or bus stops to enhance the pedestrian experience and enforce the identity of Tustin Legacy. PC Report December 9, 2014 CUP 2014-24 Page 8 Sign Type G — Marching Poles DISCUSSION: The proposed Master Sign Plan for Temporary Project Identification Signs at Tustin Legacy is intended to promote interest in Tustin Legacy and to provide existing and future residents, business owners, and others with information regarding new home communities, employment centers, and community amenities within Tustin Legacy. The proposed Master Sign Plan will provide a coordinated and quality sign design for the Tustin Legacy community. Staff has worked with the sign contractor to provide design standards for temporary signage which are consistent with other developments within Tustin Legacy and other master planned communities. Further, the proposed signage has been designed for consistency with the architectural style and image of the Tustin Legacy community. The proposed Master Sign Plan proposes project identification signs that are taller and larger than the Tustin Sign Code would allow, as demonstrated in the following table: Criteria Tustin Sign Code Proposed Master Sign Plan Maximum Height 6 feet 32 feet Maximum Sign Area 32 square feet 224 square feet The requested deviation from the Tustin Sign Code is consistent with the context, scale, and objective of the signs, which is to provide project and site information to residents, business owners, and others. The scale and massing of the proposed signs are PC Report December 9, 2014 CUP 2014-24 Page 9 consistent with the size and scale of the sites they identify and the overall development within the Tustin Legacy community. The City will be working with private developers in promoting individual developments and coordinating the most appropriate placement of the temporary project identification signs. Visual Clearance Requirements The Public Works/Engineering Division has reviewed the proposed Master Sign Plan and requires that each sign conform to the City's sight distance requirements to ensure adequate visual clearance is provided. Prior to sign installation, Public Works Department staff will review each proposed sign location upon the submittal of building permit applications. FINDINGS: In determining whether to approve the CUP for the proposed Master Sign Plan, the Planning Commission must determine whether or not the proposed signage will be detrimental to the health, safety, morals, comfort, or general welfare of the persons residing or working in the neighborhood, nor be injurious or detrimental to the property and improvements in the neighborhood of the subject property, or to the general welfare of the City of Tustin. A decision to approve this request may be supported by the following findings: 1. Pursuant to Section 3.12.1C. of the Marine Corps Air Station (MCAS) Tustin Specific Plan, a master sign plan is required for developments within the Specific Plan area. The purpose of a master sign plan is to encourage coordinated and quality sign design (integrated with the architectural style of the project) on sites where a large number of signs will occur. Section 3.12.1 E. of the MCAS Tustin Specific Plan states that master sign plans may deviate from the standards of the Tustin Sign Code upon approval of a CUP. 2. Pursuant to Section 9403(h) of the Tustin City Code, a master sign plan is required for developments in specific plan, planned development and planned community districts, multi -use sites, multi -tenant centers and mixed use districts. The proposed temporary project identification signs are within the MCAS Tustin Specific Plan and therefore a master sign plan is required. 3. The proposed Master Sign Plan proposes signs that are taller and larger than the Tustin Sign Code would allow. The requested deviation from the Tustin Sign Code is consistent with the context, scale, and objective of the signs, which is to provide project and site information to residents, business owners, and others. Adequate sign standards are contained within the Master Sign Plan to reflect a common theme, incorporate design elements in terms of sizing, scale, massing, materials, letter styles, colors, illumination, sign type and sign shape to ensure that signage has been coordinated throughout Tustin Legacy. 5. The Master Sign Plan, as proposed, would not have an adverse impact on adjacent properties in that the signage design and locations have been oriented to minimize the overall number of signs while maximizing the identification of projects within the Tustin Legacy community. As proposed, the signs would be compatible with the visual characteristics of the adjacent development, compatible with other signs in the surrounding area, and would not detract from adjacent developed properties. 6. The scale and massing of the proposed signs are consistent with the size and scale of the sites they identify and the overall development within the Tustin Legacy community. Signs would be appropriately visible and legible in terms of spacing and proportion of letters and details, and would not dominate the visual quality of the community. 7. The Traffic Engineering Division of the Public Works Department has reviewed the proposed Master Sign Plan and has concluded that, as conditioned, there will be no adverse traffic impacts resulting from the signs authorized by the proposed Master Sign Plan. The Planning Commission does hereby resolve as follows: I. The Planning Commission finds and determines as follows: A. That a proper application, Conditional Use Permit (CUP) 2014-24, was filed by the City of Tustin (City) to establish the Master Sign Plan for Tustin Legacy Temporary Project Identification Signs. B. That, pursuant to Tustin City Code (TCC) Sections 9403h and 9403i, the proposed project requires the approval of a master sign plan through a CUP. The Planning Commission is the review authority for the CUP. A master sign plan is required for developments in specific plan, planned development and planned community districts, multi -use sites, multi -tenant centers and mixed-use districts in the City. The proposed Master Sign Plan is for signs within the Marine Corps Air Station (MCAS) Tustin Specific Plan District. C. That the proposed Master Sign Plan is consistent with the Tustin General Plan in that the Tustin Legacy master planned community is designated as MCAS Tustin Specific Plan, which allows for various land uses and their supporting signs. In addition, the project has been reviewed for consistency with the Air Quality Sub -element of the City of Tustin's General Plan and has been determined to be consistent with the Air Quality Sub -element. D. That a public hearing was duly called, noticed, and held for said application on December 9, 2014, by the Planning Commission. E. That the establishment of the proposed Master Sign Plan will not, under the circumstances of this case, be detrimental to the health, safety, morals, comfort, or general welfare of the persons residing or working in the neighborhood, nor be injurious or detrimental to the property and improvements in the neighborhood of the subject property, or to the general welfare of the City in that: 1. The Director of Community Development may approve modifications to the Master Sign Plan that are consistent with the intent of the Tustin City Sign Code. Such modifications shall be accompanied with findings to support said decision. (1) 1.2 All conditions in this Exhibit shall be complied with subject to review and approval by the Community Development Department. SIGNS (1) 2.1 A sign permit shall be applied for and obtained from the Community Development Department prior to constructing, erecting, altering, replacing, moving, or painting any sign, except for signs exempt from a permit according to the Tustin Sign Code. Permit applications shall be accompanied by information as required for a standard sign plan or master sign plan, pursuant to the Tustin Sign Code. (1) 2.2 All signs shall conform to the Tustin Legacy Temporary Project Identification Signs Master Sign Plan and revert to the Tustin City Sign Code for any issues that remain silent in said Master Sign Plan. (1) 2.3 All signs shall be structurally safe and maintained in good condition at all times. The Community Development Director shall have the authority to order repair, replacement, or removal of any signs which constitute a hazard or nuisance to the safety, health, or public welfare by reason of inadequate maintenance, dilapidation, or obsolescence. (1) 2.4 All signs shall be constructed of a non -corrosive, rust -resistant finish so as not to degrade in adverse weather conditions. Signs shall not be placed in a manner that will obstruct or inhibit sight distance or visibility for the motorist. At plan check submittal, all signs shall be clearly identified on plans as to the exact locations. Any signs that could impact driver sight shall be shown at a larger scale that will be adequate for plan check purposes. (3) 2.6 At the time of building permit application, the plans shall comply with the current edition of the codes (2013 California Building Standards Code), City Ordinances, State, Federal laws, and other regulations as adopted by the City Council of the City of Tustin.
