HomeMy WebLinkAbout04 PC REPORTCUP 2014-15ITEM #4 AG NDA R PORT �L,sStfi MEETING DATE: DECEMBER 9, 2014 TO: PLANNING COMMISSION FROM: COMMUNITY DEVELOPMENT DEPARTMENT SUBJECT: CONDITIONAL USE PERMIT 2014 -15 & DESIGN REVIEW 2014 -009 BACKGROUND The proposed project is a request for an unmanned wireless communication facility consisting of a sixty (60) foot tall mono - eucalyptus faux tree with twelve (12) panel antennas and associated equipment mounted to the structure. The project site is developed with self storage buildings and is located at 14861 Franklin Avenue in the Planned Community Industrial (PC IND) Zoning District. Conditional Use Permit (CUP) 2014 -15 and Design Review (DR) 2014 -009 were properly noticed for an October 14, 2014, public hearing. However, based on the property owner's desire to change the proposed location of the facility on the project site, the item was continued to December 9, 2014. The applicant has requested a second continuance (attached) to provide more time to determine the viability of co- locating on an existing wireless facility on the same site that is scheduled to be decommissioned, or the option of proposing the facility at a different location on the site. Although the applicant requested a continuance to January of 2015, staff recommends that the item be continued to February 10, 2015. RECOMMENDATION Staff is recommending that the Planning Commission continue their consideration of CUP 2014 -15 and DR 2014 -009 to February 10, 2015, to provide adequate time for the applicant to explore all options and prepare revised plans and photo simulations, and for staff to review the revised plans and prepare for the public hearing. Binsack Community Development Director Attachment: Applicant's Request for Second Continuance Scott Reekstin City of Tustin 300 Centennial Way Tustin, CA 92780 Subject: Request for Continuance for December 9, 2014 Public Hearing for Verizon Wireless Facility Conditional Use Permit 2014-15 and Design Review 2014-009 Dear Mr. Reekstin, I apologize to have to do this but I would like to request a Continuance for my Public Hearing scheduled for December 9, 2014. Unfortunately, Verizon was misinformed that the current existing decommissioned Nextel Monopalm was unavailable for colocation. After learning the Monopalm colocation is available, Verizon would like to ensure this option is viable to meet the IMF Objective for the area. Furthermore, Verizon has learned about another CUP from 2008 on the proposed property that was supported by staff but never processed or built. Verizon would like time to explore all options before moving forward with the CUP application for this site. We will be working closely with the Property Owner regarding this matter and hope to have a solution soon. In the meantime, please continue this Public Hearing for the January 2015 schedule.
