TUSTIN PLANNING COMMISSION

remarks within the recording of the meeting can be attributed to you. Completion of this form is
not mandatory, but accurately provides your information for the record.
CONSENT CALENDAR:
All matters listed under the Consent Calendar are considered routine and will be
enacted by one motion. There will be no separate discussion of these items prior to
the time of the voting on the motion unless members of the Commission, staff, or
public request specific items to be discussed and/or removed from the Consent
Calendar for separate action.
1. APPROVAL OF MINUTES — OCTOBER 28, 2014, PLANNING COMMISSION
MEETING.
RECOMMENDATION:
That the Planning Commission approve the minutes of the October 28, 2014 meeting
as provided.
Written materials relating to agenda items for an open session regular meeting of the Planning Commission that are distributed to a
majority of the Planning Commission less than 72 hours prior to the meeting are available for public inspection at the following
locations: At the Community Development Department—Planning counter-during regular business hours and following business
hours(after 5:30 p.m.)in the Council Chambers on the day of the meeting.

meeting,please contact the office of the City Clerk at(714)573-3025. Notification 72 hours prior to the meeting
will enable the City to make reasonable arrangements to assure accessibility to this meeting.

2. GENERAL PLAN CONFORMITY DETERMINATION
A request for a General Plan Conformity finding for conveyance of eight (8) residential
units located at 14741 and 14751 Newport Avenue owned by the City of Tustin to the
Orange County Rescue Mission.

ENVIRONMENTAL:
General Plan Conformity Determinations required by Government Code Section 65402
are not "projects" requiring environmental review pursuant to the California
Environmental Quality Act.
RECOMMENDATION:
That the Planning Commission adopt Resolution No. 4275 determining that the
conveyance of eight (8) residential units located at 14741-14751 Newport Avenue
owned by the City of Tustin to the Orange County Rescue Mission is in conformance
with the Tustin General Plan.
3. 2014 CERTIFIED LOCAL GOVERNMENT (CLG)ANNUAL REPORT
The 2014 CLG Annual Report summarizes the City's historic presentation efforts and
describes how the City met all of the minimum requirements of the CLG program
during the 2013/14 reporting period.
RECOMMENDATION:
That the Planning Commission direct staff to forward the Annual Report to the State
Office of Historic Preservation.
PUBLIC HEARING:
4. CONDITIONAL USE PERMIT (CUP) 2014-15 & DESIGN REVIEW (DR) 2014-009
CUP 2014-15 and DR 2014-009 is a request for an unmanned wireless communication
facility consisting of a sixty (60) foot tall mono-eucalyptus faux tree with twelve (12)
panel antennas and associated equipment mounted to the structure.
The applicant has requested a second continuance to provide more time to determine
the viability of co-locating on an existing wireless facility on the same site that is
scheduled to be decommissioned, or the option of proposing the facility at a different
location on the site.

RECOMMENDATION:
Staff is recommending that the Planning Commission continue their consideration of
CUP 2014-15 and DR 2014-009 to February 10, 2015, to provide adequate time for
the applicant to explore all options and prepare revised plans and photo simulations,
and for staff to review the revised plans and prepare for the public hearing.

5. CONDITIONAL USE PERMIT 2014-18
A request to establish a master sign plan to allow community and model home
signage at the Greenwood Residential Community.

This project is categorically exempt pursuant to Section 15311 (Class 11) of the
California Environmental Quality Act (CEQA).
RECOMMENDATION:
That the Planning Commission adopt Resolution No. 4274 approving Conditional
Use Permit (CUP) 2014-18 to authorize the establishment of a master sign plan for
the Greenwood Community at Tustin Legacy which deviates from the standards
contained within the Tustin City Sign Code.

6. CONDITIONAL USE PERMIT 2014-24 FOR MASTER SIGN PLAN FOR TUSTIN
LEGACY TEMPORARY PROJECT IDENTIFICATION SIGNS
A request to establish a master sign plan to allow temporary project identification
signs at various locations within Tustin Legacy.

This project is categorically exempt pursuant to Section 15311 (Class 11) of the
California Environmental Quality Act (CEQA).
RECOMMENDATION:
That the Planning Commission adopt Resolution No. 4273 approving Conditional
Use Permit (CUP) 2014-24 to authorize establishment of the Master Sign Plan for
Tustin Legacy Temporary Project Identification Signs, as required by the Tustin Sign
Code.

REGULAR BUSINESS:
7. SUBDIVISION MANUAL
On September 3, 2013, the City Council adopted Ordinance No. 1430 approving
Code Amendment 2013-002, a comprehensive amendment to the Tustin
Subdivision Code.
Section 9311e of the Subdivision Code provides the Director of Community
Development with the authority to generate a Subdivision Manual that contains the
rules, procedures and interpretations as may be necessary to administer the
Subdivision Code.
RECOMMENDATION:
That the Planning Commission receive and file the Subdivision Manual.
