SUBJECT: PART-THAE SALARY ADJUSTMENTS
RECOAINIENDATION:
That the City Council adopt Resolution No. 92-69, adjusting part-time salaries.
BACKGROUND:
Salary adjustments for full-time City employees are executed through negotiated
Memorandums of Understanding (MOL), pursuant to state legislation governing employer-
employee relations. Full-time City employees are represented by employee associations;
Tustin Municipal Employees Association (TMEA) and Tustin Police Officers Association
(TPOA), possess current MOD's that expire at the end of this calendar year. Part-time
employees are not represented. Generally, those part-time employees who have a job
classification equivalent to a full-time benchmark are adjusted at the time that the full-time
positions are adjusted. (The last such adjustment was March 1992.) On the other hand,
there are a few part-time employees who have no full-time equivalent and that is the purpose
of this action.
With the exception of Recreation and Community Services positions which were considered
in February 1992, the City Council last considered part-time salaries in February 1991; at
that time, the Administrative Intern, Crossing Guard Coordinator and Crossing Guard
positions were adjusted to slightly exceed the median. It is appropriate to once again review
the survey data for part-time positions; results are as follows:

Part -Time Salary Adjustments
The Crossing Guard Coordinator is not a position that is used commonly throughout the
county, so staff is unable to do a salary survey. The Crossing Guard position, however, is
very common and only two cities of the ten in our survey group do not have a Crossing
Guard. The salary set for'the Coordinator is generally driven by that of Crossing Guard.
Since the position is slightly above the median salary, staff recommends an increase of four
percent for both the Crossing Guard and the Crossing Guard Coordinator, the minimum
increase given to the TMEA group in March. The Administrative Intern position is a
temporary assignment and is a flat dollar amount with no ranges. Staff recommends that this
position be set to the median salary, $9.11 per hour.
Due to the crucial importance of the Crossing Guard to our youth's safety, and due to the
split shift the Crossing Guards must work, the City has, maintained these positions slightly
above the median in order to facilitate recruitment. Regarding fiscal impact, the Police
Department budget for Crossing Guard operations is $170,246 per year; therefore, a four
percent increase will cost an additional $6,800. The Administrative Intern position is vacant
at this time and thus will have no fiscal impact. Staff recommends that the City Council
authorize these increases, effective May 18, 1992.

RESOLUTION NO. 92-69
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN,
CALIFORNIA, RELATING TO THE COMPENSATION OF PART-TIME
EMPLOYEES OF THE CITY OF TCSTINT.
WHEREAS, the City desires to provide salary increases to certain part-time
employees as listed below;
NOW, THEREFORE, the City Council of the City of Tustin, California, does
hereby resolve as follows:
Section 1. Compensation Provisions. Salary ranges of those part-time positions
listed below shall be changed as follows; part-time employees are compensated hourly
and do not receive any employee benefits except for those mandatory by federal law.

Section 2. Full -Time Equivalents. Those part-time, hourly, positions for
which there are equivalent, full-time positions (such as Clerk Typist, Police Reserve,
Department Clerk, and Custodian) shall have an hourly salary rate equal to the full-
time position. However, these part-time employees are compensated hourly and do
not receive any employee benefits except for those mandated by federal law.
Section 3. Effective Date. All provisions of this resolution shall be effective
as of the pay period nearest May 18, 1992.
