F Ki r Ac��) CONSENT CALENDAR NO. 7 5-18-92 DATE: APRIL 30 1992 I n t e r- C o m �, TO: WILLIAM HUSTON, CITY MANAGER FROM: PUBLIC WORKS DEPARTMENT/FIELD SERVICES SUBJECT: UNIFORM RENTAL AND LAUNDRY SERVICE CONTRACT RECOMMENDATION: Request that the Tustin City Council, at their regular meeting of May 18, 1992, authorize the renewal of the Uniform Rental and Laundry Scrvic'C contract with Mission Uniform and Linen Service. Further request, that the contract be amended to reflect an increase, not to exceed the current annual Consumer Price Index (CPI), as published by the U.S. Department of Labor, Bureau of Labor Statistics, and the approximate number of uniforms presently needed. DISCUSSION: The original contract with Mission Uniform was entered into by the City in April of 1985. The contract was subsequently amended to provide high visibility shirts and extended through April of 1992. Mission Uniform has indicated that they wish to extend the contract for an additional year at an increased cost of 3.6%. This cost is within the (CPI) for the preceding year ending March 1992. The service we have received from Mission Uniforms has been good. They have been responsive and reliable. REOURVERR WOOMR a U PERall) "513 1 Contractor agrees to perform the following services for City: a. Generally, Contractor will furnish uniforms for approximately fifty-two (52) City employees amounting to approximately two hundred sixty (260) changes of uniforms per week, for the period commencing May 1, 1992 and continuing through April 30, 1993 Contractor shall be required to furnish new uniforms at various sites within the City of Tustin. b. Specifically, Contractor shall furnish and maintain an inventory of eleven (11) uniforms per employee in order to provide five (5) changes per employee, per week and shall provide for orderly and timely delivery for the required uniform changes per week. This inventory of uniforms shall be maintained by Contractor during the life of the Agreement. C. Contractor shall measure each City employee of the work force, of the City of Tustin, as it is now and shall hereafter be constituted during the term of the Agreement, and shall be responsible for supplying and maintaining properly fitting uniforms for each employee. d. Contractor shall be responsibility for maintaining the uniforms in good condition and repair. The garment life shall be figured on a normal wear basis of twenty-four (24) months. New replacement uniforms shall be provided so that a first-class presentable appearance will be maintained. e. Contractor shall deliver clean uniforms once each week to such sites within the City of Tustin as the Director of Public works shall direct. Soiled uniforms shall be picked up by Contractor at the same times and places and shall be returned to Contractor's place of business. f. Contractor shall launder all uniforms in Contractor's own plants in accordance with all applicable standards of all County and State public health agencies. g. Uniform color combinations shall consist of "Safety" orange shirts and brown pants/shorts. -1- h . All uniforms shall remain the property of Contractor. i. Contractor shall install name tags and identifying patches as required by City. Name tags will be furnished and attached by Contractor without charge. Identification patches will be furnished by City through the Contractor and shall be affixed by Contractor without extra charge. j . Contractor shall send a monthly statement to City each month at the address hereinafter provided for notices, which shall be accompanied by an itemization together with a control sheet itemizing the services furnished. together with copies of signed delivery receipts showing the employee names and the number of uniforms furnished to each employee. City shall pay to Contractor, for the uniforms and services to be provided by Contractor, the amounts set forth in Exhibit A attached hereto and incorporated herein by this reference. Weekly charges shall be based upon the number of employees receiving services during the week, multiplied by the unit cost per change as set forth on Exhibit A, a copy of which is attached and made a part hereof. The weekly charge shall be the total compensation for the supplying of uniforms, laundry, pick-up and delivery, affixing in place of name tags and identifying patches, as required. No preparation charge shall be imposed for new employees. b . City shall be responsible for returning all uniforms to Contractor for any employee whose employment is terminated. C. City shall pay to Contractor the cost of each shirt or pair of trousers lost by City and/or its employees, with the replacement charge to be prorated on a twenty-four (24) month life expectancy per shirt and/or pair of trousers. d. City will be responsible for damage to uniforms in excess of normal wear and tear. City shall pay to Contractor a reasonable amount for necessary repairs to such damaged uniforms in excess of the repairs necessitated by normal wear and tear. However, such charges shall not in any case exceed the depreciated cost of the uniform based on a twenty-four (24) month life expectancy. 4. TERM The term of this agreement shall be for the period commencing May 1, 1992 and ending April 30, 1993, provided however that City may cancel this agreement upon thirty (30) days written notice to Contractor at any time after November 1, 1992. - 2 - a. General - All uniforms shall be of good quality and suitable for the uses and wear intended. b. Trousers/Shorts - The uniform material of all trousers shall be sixty-five percent (65%) Dacron Polyester, thirty-five percent (35%) cotton twill, seven (7) ounces per square yard, crease -resistant fabric, vat -dyed for maximum color retention and Sanforized with a maximum one percent (1%) shrinkage. They shall be of single needle open seamed construction, zipper fly, stop button through left hip pocket, no button right hip pocket, 5/8" wide belt loop and double stitched without cuff. Levi cut shall be supplied over regular style except where not available in size. c Shirts - Shirt material shall be sixty-five percent (65%) Dacron Polyester, thirty-five percent (35%) Combed Cotton, 4.77 ounces per square yard, crease -resistant fabric, vat -dyed and Sanforized with maximum of_ one percent (1%) shrinkage. They shall have sport shirt styling, six button front, convertible collar, button through breast pocket with long or short sleeves as selected by employee. Long sleeve shirts shall have lined cuffs and all shirts will have long tails. Contractor shall carry worker's compensation, public liability and property damage insurance with not less than reasonable minimum limits. 1 :► ► :.OWN 0 11,141 IiiiiA : ti 64u This Agreement shall be governed by the laws of the State of California and constitutes the entire agreement between the parties regarding its subject matter and there have been no representatives, warranties, agreements or understandings not set forth herein. Any amendment, modification, change or revision of this Agreement shall be effective only if in writing and signed by both the parties.
