SUBJECT: GRANT APPLICATION TO THE NATIONAL ENDOWMENT FOR THE ARTS TO
PARTLY FUND THE TUSTIN PIONEERS RECOGNITION PROGRAM
SUMMARY:

On August 5, 2014, the City Council approved the Program Guidelines for the Tustin
Pioneers Recognition Program (Bronze Busts Program) and directed staff to obtain
necessary proposals from artists and manufacturers, consult with the Ad-hoc review
committee to select an artist and manufacturer, determine the proposed budget and
bring back the item for City Council review and approval.
The Ad-hoc review committee reviewed three (3) proposals on December 1, 2014,
requested additional information, agreed to seek private donations for the bronze busts,
and recommended that the City allocate $15,000 to fund the construction and
installation of the pedestals.
As part of the budget development process for the Tustin Pioneers Recognition
Program, staff researched grants that are available from the National Endowment for
the Arts (NEA). One of the NEA programs, called "Our Town" provides grants for
creative place making projects that help to make communities more lively, beautiful and
resilient, with arts at their core. Public art, such as the bronze busts proposed through
the Tustin Pioneers Recognition Program, is one type of art that is eligible for grant
funding through the "Our Town" Program. The grants require a 1 :1 match and range
from $25,000 to $200,000. Council authorization is requested for the submittal of the
grant application to the NEA.
RECOMMENDATION:
1) Adopt Resolution No. 14-81, authorizing the submittal of a grant application for the
"Our Town" Program to the NEA, in the amount of $25,000; and
2) Allocate funds of up to $15,000 for the construction and installation of three (3)
pedestals for the bronze busts.
FISCAL IMPACT:
For the proposed grant amount of $25,000, an equivalent match of $25,000 will be
required for the design, construction, and installation of three (3) bronze busts and

pedestals. The match may be in cash and /or in -kind contributions and may be provided
through outside sources. In the alternative, the City Council may allocate funds from the
General Fund to cover the construction and installation costs of three (3) pedestals. The
staff time related to the administration of the grant funds is an allowable in -kind
contribution.
CORRELATION TO THE STRATEGIC PLAN:
Funding for the Bronze Busts Program supports Goal A (Economic and Neighborhood
Development) by encouraging public art honoring Tustin Pioneers that would enhance
the vibrancy and quality of life in all neighborhoods and areas of the community.
BACKGROUND:
On August 5, 2014, the City Council approved the Program Guidelines for the Bronze
Busts Program and directed staff to obtain necessary proposals from artists and
manufacturers, consult with the Ad -hoc review committee to select an artist and
manufacturer, determine the proposed budget and bring back the item for City Council
review and approval.
On December 1, 2014, the Ad -hoc review committee reviewed three (3) proposals to
create bronze busts of Tustin Pioneers that range in cost from $9,000 to $12,800. In
addition, each pedestal is estimated to cost approximately $5,000. The Ad -hoc review
committee requested that staff obtain additional information from those who submitted
proposals, agreed to seek private donations for the bronze busts, and requested that
the City fund the construction and installation of the pedestals. The Ad -hoc review
committee will be holding a second meeting in early 2015 to review the additional
information and make a recommendation. Following the second meeting, it is
anticipated that this matter will be brought back to the City Council for review and
approval.

researched grant funding opportunities that are available from the NEA. Established by
Congress in 1965, the NEA is an independent federal agency that awards funds to
support artistic excellence, creativity, and innovation. These funds are awarded through
various programs that are tailored to different types of art projects. One of the NEA
programs, called "Our Town," provides grants for creative place making projects that
help to make communities more lively, beautiful and resilient, with arts at their core.
Public art, such as the bronze busts proposed by the Bronze Busts Program, is one of
the art projects that is eligible for grant funding through the "Our Town" Program.
The grants require a 1:1 match and range from $25,000 to $200,000. A maximum of 10
million dollars may be appropriated nationwide to fund arts engagement, cultural
planning, and design projects through the "Our Town" Program. Community

infrastructure costs can be considered as part of the match for a streetscape project.
Costs that pertain strictly to preparing a site specifically for the art or design work, such
as slabs or pedestals, and landscaping necessary for the art work, are allowed to be
counted as matching costs. The grant funds may be used for the artist's fees to design
and create the busts for a grant period of up to two (2) years in length, starting on
October 1, 2015, or any time thereafter.
Partnerships between arts organizations, and government, private, and nonprofit
organizations that achieve livability goals for communities are given priority in the "Our
Town" Program. In fact, all applications must have partnerships that involve two (2)
primary partners: a nonprofit organization, and a local governmental entity. One (1) of
the two (2) primary partners must be a cultural (arts or design) organization. Additional
partners are also encouraged. Therefore, to be eligible to receive a grant through the
"Our Town" program, the City would need to partner with a nonprofit cultural arts or
design organization. This partner would need to be identified prior to the January 15,
2015, application deadline.
It is recommended that a grant in the amount of $25,000 be requested, for a total
project cost of $50,000, when including the required match. Based on the three (3)
quotes received for the creation of the bronze busts and the estimated cost to construct
and install each pedestal, a total of three (3) bronze busts and pedestals could be
completed with a total project budget of $50,000 as part of the first phase of the Bronze
Busts Program.
The Ad -hoc review committee suggested that the City fund the construction and
installation of the pedestals. However, if the grant was awarded to the City, and the Ad-
hoc review committee was successful in securing private donations in the amount of
$25,000 from local nonprofit organizations, the business community, and /or individuals,
the City would not incur any direct costs for the first phase of the Bronze Busts
Program. In the alternative, the City Council may decide to provide the funding for the
construction and installation of the pedestals.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
TUSTIN, CALIFORNIA, AUTHORIZING THE SUBMITTAL OF A
GRANT APPLICATION TO THE NATIONAL ENDOWMENT FOR
THE ARTS FOR THE OUR TOWN PROGRAM
The City Council of the City of Tustin does hereby resolve as follows:
The City Council finds and determines as follows:
A. That the National Endowment for the Arts (NEA) has a program, called
"Our Town," that provides grants for creative place making projects that
help to make communities more lively, beautiful and resilient, with arts at
their core.
B. That on August 5, 2014, the City Council approved the Program
Guidelines for the Tustin Pioneers Recognition Program. This Program
would enable community organizations and individuals to honor Tustin
Pioneers by providing funding for life size bronze busts and plaques that
would be placed on pedestals in public locations.
C. That public art, such as the bronze busts proposed by the Tustin Pioneers
Recognition Program, is one of the art projects that is eligible for grant
funding through the "Our Town" Program.
D. That the City of Tustin desires to apply for an "Our Town" Program grant in
the amount of $25,000 to partly fund the first phase consisting of three (3)
bronze busts for the Tustin Pioneers Recognition Program.
E. That the proposed grant amount of $25,000 requires an equivalent match of
$25,000. The match may be in cash and /or in -kind contributions and may
be provided through outside sources, including nonprofit organizations,
businesses, and /or individuals.
F. That all applications for the "Our Town" Program must be submitted by
partnerships that involve two primary partners: a nonprofit organization,
and a local governmental entity, one of which must be a cultural (arts or
design) organization. The City will need to partner with a nonprofit cultural
arts or design organization prior to the January 15, 2015, application
deadline.

II. The City of Tustin is hereby authorized and directed to apply for and submit to
the NEA the required application for the "Our Town" Program Grant, in the
amount of $25,000.
III. The City Council authorizes the Director of Community Development to execute
in the name of the City of Tustin the "Our Town" Program Application Package.
