SUBJECT: STATUS REPORT - ST. JEANNE DE LESTONNAC SCHOOL PUBLIC RIGHT-
OF-WAY ACCESS
RECOMMENDATIONS:
Receive and file.
BACKGROUND:
The last status report was presented to•the City Council at their
meeting of March 2, 1992. Since that time, a meeting with
Caltrans staff, the school and the City was held on March 5, 1992
and the following issues were discussed:
° Pedestrian visibility, with respect to the proposed
underpass structure and motorists exiting the school
driveway to Main Street.
Feasibility of re-routing the pedestrian activity to the
southerly side of Main Street to eliminate the visibility
conflicts.
Conversion of Stoneglass to a public street.
Continued access to Main Street via the existing school
driveway.
DISCUSSION:
At a subsequent meeting between Caltrans staff and the City on
March 30, 1992 it was determined that the re-routing of pedestrians
to the southerly side of Main Street was not feasible due to the
lack of sidewalk facilities on the southerly side of the Main
Street overcrossing of the Route 55 -Costa Mesa Freeway.
Additionally, Caltrans, as a public agency, could not initiate or
implement the conversion of Stoneglass from a private street to a
public street because it was not directly required as right-of-way
for the freeway improvements. Finally, the Caltrans staff was to
study the feasibility of relocating the northerly Main Street
sidewalk from the street side of the underpass structure to the
northerly side of the structure to provide full pedestrian
visibility to the motorists exiting the school via the Main Street
driveway.
Caltrans has completed the study plan and has provided a sidewalk
solution that is acceptable to the City. The plan provides for a

fifteen (15) foot wide driveway access to Main Street which
accommodates either a one-way drive exiting to Main Street, a gated
emergency access or a one-way driveway into the school site. it
was our understanding that the Caltrans staff would be meeting
directly with the school representatives on this matter. As of
this date we have received no information as to whether this
meeting has occurred. If any additional information is received
prior to the May 18th City Council meeting, staff will provide a
verbal update at the meeting.
