HUSTON, EXECUTIVE DIRECTOR FR 0TA: COMMUNITY DEVELOPMENT DEPARTMENT SUBJECT: DESIGN REVIEW 91-50 RECOMMENDATION It is recommended that the Redevelopment Agency approve Design Review 91-50 by adopting Resolution No. RDA 92-05. BACKGROUND The applicant wishes to construct twelve (12) garages and three (3) parking spaces adjacent to an existing apartment complex. These amenities will replace nine (9) carports and three (3) parking spaces that have been demolished by Caltrans to prepare for freeway widening; and three (3) carports that will be demolished to facilitate the requested site improvements. The project is within the South Central Redevelopment area, and therefore requires final design review approval by the Community Redevelopment Agency. Caltrans will acquire approximately 3,705 -square feet of the subject property, located at 15491 Pasadena Avenue, to construct a ramp from the Newport (SR -55) Freeway northbound to the Santa Ana (I-5) Freeway southbound. This acquisition necessitates the demolition of nine (9) carports and three (3) parking spaces which currently service the subject apartment complex. Additionally, three (3) carports, which will be located in the Caltrans construction easement, will be demolished and rebuilt in-kind after construction is completed. Caltrans is prepared to transfer an approximately 7,150 -square foot, undeveloped parcel to the owner of the apartment complex on which to provide covered parking spaces and open parking spaces to replace those that will be demolished for freeway ramp widening. On March 9, 1992, the Planning Commission approved variance 92-001 authorizing a variance from the Zoning Code to allow a reduction of the required ten foot (10'-011) minimum inside clear and unobstructed dimension for covered parking spaces to nine feet, four inches (9'-4") in width. The request was granted to allow the applicant to replace the nine (9) covered parking spaces that will be demolished by Caltrans and the three (3) covered parking spaces demolished for site improvements on the undeveloped parcel which Caltrans will transfer to the apartment complex owner. Redevelopment Agency Report March 16, 1992 Page 2 Prior to Caltrans' acquisition, the property maintained 104 apartment units, 104 carports, and 38 open parking spaces. Surrounding uses are apartments to the east and south, the Newport (SR -55) Freeway to the west, and the Santa Ana (I-5) Freeway is to the north of the subject property. The apartment complex is zoned Multiple Family Residential (R-3). Since this project is within the South Central Redevelopment Area, final design review approval is required by the Redevelopment Agency. This item is not a public hearing; therefore, no formal noticing was sent. The property owner was notified of the availability of the staff report for this project. PROJECT DESCRIPTION The subject request is and site improvements 15491 Pasadena Avenue, SITE DESIGN to approve the design review for the garages required for the apartment complex located at Access to the new garages and parking spaces located on the undgveloped parcel which will be transferred to the apartment complex owner by Caltrans, will be gained at the south boundary of the existing apartment complex. This undeveloped parcel is approximately 168 feet long, adjacent to the apartment complex property, fifty feet (501-011) wide and 117 feet long, at the south ,boundary. There is currently a row of carports along the south perimeter of the apartment complex. To access the new property on which the proposed covered parking spaces will be constructed, three existing carports must be demolished. No other changes are proposed for the existing apartment complex property, and all current circulation will remain unchanged. The proposed garages will be located along the southern boundary of the undeveloped parcel. All required setbacks have been met. Three (3) standard nine feet by twenty feet (9' x 201) open spaces will be located along the west boundary, perpendicular to the carports and facing the Newport Freeway. The triangular shaped areas that are not utilized for parking or circulation will be landscaped. ARCHITECTURE The proposed garages will match the carports on the existing apartment complex property in height and massing. The building will be finished with plaster over metal lath to simulate the Redevelopment Agency Report March 16, 1992 Page 3 stucco appearance of the existing buildings at the apartment complex. Mission tile roof will be used along the parapet walls of the new garages to duplicate the appearance of the existing carports. The roof will be flat. A four inch by sixteen inch (4" x 1611) wood beam will simulate the existing fascia on the carport structures. Standard manufacturer's pref inished garage doors will be used for this project. All colors used in the new construction will match existing colors at the apartment complex. Inside the garages, two -foot (2'-011) deep storage cabinets will be constructed across the end of the carport about four feet (4'-011) from the ground to allow vehicle clearance below the cabinet. Each of the twelve (12) garages will have a minimum clear and unobstructed width of nine feet, four inches (9'-411), as authorized by the Planning Commission. CONCLUSION The Community Development Department has reviewed Design Review 91- 50 and finds that the project conforms with the South Central Redevelopment plan, all City requirements and standards and provisions of variance 92-001 approved by the Planning Commission. Staff recommends that the Community Redevelopment Agency approve the project by adopting Resolution No. RDA 92-05, as submitted or revised. Becky Stone Christine A. RDA 92-05 A RESOLUTION OF THE COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF TUSTIN, CALIFORNIA, APPROVING DESIGN REVIEW 91-50 FOR THE CONSTRUCTION OF TWELVE (12) GARAGES, THREE (3) PARKING SPACES AND SITE IMPROVEMENTS AT THE APARTMENT COMPLEX LOCATED AT 15491 PASADENA AVENUE. The Community Redevelopment Agency of the City of Tustin does hereby resolve as follows: I. The Community Redevelopment Agency finds and determines as follows: A. That a proper application (Design Review 91- 50) has been files by Gerald Minich on behalf of Monsoor Roshan requesting authorization to construct twelve (12) garages, three (3) parking spaces and site improvements at the apartment complex located at 15491 Pasadena Avenue. B. Pursuant to Section 9272 of the Tustin Municipal Code, the Community Redevelopment Agency finds that the location, size, architectural features and general appearance of the proposed development will not impair the orderly and harmonious development of the area, the present or future development therein, or the occupancy as a whole. In making such findings, the Community Redevelopment Agency has considered at least the following items: 1. Height, bulk and area of buildings. 2. Setbacks and site planning. 3. Exterior materials and colors. 4. Type and pitch of roofs. 5. Towers, roof structures, doors and windows. 6. Landscaping, parking area design and traffic circulation. 7. Location, height and standards of exterior illumination. 8. Relationship of proposed structures to existing adjacent uses. 9. Appearance and design relationship of proposed structures to existing structures and possible future structures in the neighborhood. 10. This project is Categorically Exempt from the requirements of the California Environmental Quality Act, pursuant to Section 15301 (Class 1) . II. The Community Redevelopment Agency conditionally approves Design Review No. 91-50 authorizing the construction of twelve (12) garages, three (3) parking spaces and site improvements at the apartment complex located at 15491 Pasadena Avenue, subject to the conditions contained in Exhibit A, Conditions of Approval. RDA 92-05 GENERAL (1) 1.1 The proposed project shall substantially conform with the submitted plans for the project date stamped May 18, 1992, on file with the Community Development Department, as herein modified, or as modified by the Director of Community Development Department in accordance with this Exhibit. (1) 1.2 Unless otherwise specified, the conditions contained in this Exhibit shall be complied with prior to the issuance of any building permits for the project subject to review and approval by the Community Development Department. (1) 1.3 Upon transfer of the subject Caltrans property to the owner of 15491 Pasadena Avenue, construction of garages and parking areas shall begin within sixty (60) days. Design Review 91-50 approval shall become null and void if construction has not begun within this sixty (60) days. Construction of the garages shall be completed within eighty (80) days. (1) 1.4 Any public improvements damaged by the applicant adjacent to this property shall be repaired and/or replaced as determined by the Engineering Division and shall include, but not be limited to, curb and gutter, street paving and drive apron. (1) 1.5 All construction shall be in accordance with the 1988 UBC, applicable City Codes and the City's Security Code. (1) 1.6 Approval of Design Review 91-50 is contingent upon the applicant signing and returning an "Agreement to Conditions Imposed" form, as established by the Director of Community Development. SITE CONDITIONS (1) 2.1 Each new open parking space must be nine feet by twenty feet (91x 201). A thirty inch ( 30" ) overhang are over low level landscaping areas shall be permitted. Wheel stops shall be of continuous six-inch (611) curbing.
