CLOSED SESSION ITEMS - The Brown Act permits legislative bodies to discuss certain
matters without members of the public present. The City Council finds, based on advice
from the City Attorney, that discussion in open session of the following matters will
prejudice the position of the City in existing and anticipated litigation:

PUBLIC HEARING ITEM
A public hearing provides individuals the opportunity to be
heard regarding an intended action of the City Council
related to land use or fees. (Agenda Item 1)
1. SUPPLEMENTAL LAW ENFORCEMENT SERVICES FUND (SLESF)
In 1996, AB 3229 established the Citizen's Option for Public Safety (COPS)
grant program. Proceeds from the program can only be used for front line law
enforcement services that may include the purchase of new equipment, hiring of
additional personnel and increasing the opportunity for training of safety
personnel. For FY 2014/2105, we have been notified the Police Department is
estimated to receive $100,000 in SLESF funding. The allocation for
SLESF /COPS grant funds for all law enforcement agencies is being coordinated
through the Orange County Sheriff's Department. All agencies have been
directed to move forward with expenditure authorization while waiting for the
final grant amounts to be determined.
The Police Department is proposing this year's allocation be used to staff the
Crime Analyst position for a ninth consecutive year. Money remaining after
funding this position, if any, will be applied to crime analysis software licensing
and upgrades.
Recommendation: That the City Council:
1. Open and close a Public Hearing;
2. Authorize usage of the funds as recommended by the Police
Department; and
3. Authorize the Chief of Police to sign all documents related to the SLESF
program.
CONSENT CALENDAR ITEMS
All matters listed under the Consent Calendar are considered
to be routine and will be enacted by one motion without
discussion. Persons wishing to speak regarding Consent
Calendar matters should file a "Request to Speak" form with
the City Clerk. (Agenda Items 2 through 5)

2. APPROVAL OF MINUTES — JOINT REGULAR MEETING OF THE CITY
COUNCIL, THE SUCCESSOR AGENCY TO THE TUSTIN COMMUNITY
REDEVELOPMENT AGENCY AND HOUSING AUTHORITY HELD ON
DECEMBER 16, 2014
Recommendation: That the City Council approve the Action Minutes of the
Joint Regular Meeting of the City Council, the Successor Agency to the Tustin
Community Redevelopment Agency and Housing Authority held on December
16, 2014.
3. APPROVAL OF RATIFICATION OF PAYROLL
The City Council has approved the use of Government Code Section 37208 to
expedite the payment of City of Tustin and Tustin Community Redevelopment
Agency obligations that are in accordance with the approved budget or
continued operations authorizations.
Recommendation: Approve Payroll in the amount of $639,878.33.
4. DESTRUCTION OF RECORDS - COMMUNITY DEVELOPMENT
DEPARTMENT
The Community Development Department is in the process of establishing a
new file management system. In an effort to archive and retain City records as
required by State law and the City's record retention schedule, and conserve
storage space, staff has reviewed and identified outdated reference and
information files. The Community Development Department requests
permission to destroy the records listed in Exhibit A (Resolution No. 15 -01) that
are more than two years old.
Recommendation: That the City Council adopt Resolution No. 15 -01,
authorizing the destruction of records no longer required to be kept in the
possession of the Community Development Department as listed in Exhibit A
(Resolution No. 15 -01).
RESOLUTION NO. 15 -01
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN,
CALIFORNIA, AUTHORIZING THE DESTRUCTION OF CITY RECORDS AND
PAPERS IN THE POSSESSION OF THE COMMUNITY DEVELOPMENT
DEPARTMENT OF THE CITY OF TUSTIN, PURSUANT TO THE AUTHORITY
GRANTED BY THE CITY OF TUSTIN'S RECORDS RETENTION SCHEDULE
5. SELECTIVE TRAFFIC ENFORCEMENT PROGRAM (STEP) GRANT
In January of 2014, Tustin Police Department submitted a grant request for
additional equipment to reduce injury traffic collisions and conduct DUI

enforcement. On September 30, 2014, the Office of Traffic and Safety (OTS)
approved the grant in the amount of $82,820.00, which includes the purchase of
equipment. Tustin Police Department would like to purchase two balloon light
systems, five Preliminary Alcohol Screening (PAS) devices, and five Light
Detection and Ranging ( LIDAR) handheld devices. All purchases will be
reimbursed by the STEP grant (see attachment #1 to the agenda report).
Recommendation: That the City Council authorize:
1. The purchase /acquisition of two (2) balloon light systems;
2. The purchase /acquisition of two (2) portable generators;
3. The purchase /acquisition of five (5) PAS devices; and
4. The purchase /acquisition of five (5) LIDAR handheld devices.

proposals for new legislation or items requiring discussion
(Agenda Item 6)
6. TUSTIN LEGACY - TEMPORARY SIGN PROGRAM
Authorize the City Manager to execute a Vendor Services Agreement and
appropriate $299,423 from Land Sale Proceeds (Fund 189) for engineering,
fabrication and installation of temporary signs at Tustin Legacy.
Recommendation: That the City Council take the following actions:
1. Authorize the City Manager to execute the attached Vendor Services
Agreement with Outdoor Dimensions; and
2. Appropriate $299,423 from Land Sales Proceeds (Fund 189) for the
engineering, fabrication and installation of temporary signs at Tustin
Legacy.
