SUBJECT: GRANT OF EASEMENT TO UNITED STATES OF AMERICA (U.S. NAVY)
RECOMMENDATIONS:
That the Tustin City Council approve the grant of easement to the
United States of America (U.S. Navy) and authorize the Mayor to
execute said document on behalf of the City.
BACKGROUND:
In 1987, the County of Orange vacated a portion of the original
Irvine Boulevard westerly of Jamboree Road as a result of the
Irvine Boulevard realignment project. The vacated portion of
Irvine Boulevard contained an easement held by the United States of
America (U.S. Navy) for the maintenance and operation of a jet fuel
pipeline which extends from the City of Norwalk to the MCAS- El
Toro.
The vacated portion of Irvine Boulevard has since been incorporated
into a condominium of development (Tract No. 13746) at the
northwesterly corner of Irvine Boulevard and Jamboree Road.
As a part of the overall East Tustin Development within Tract No.
12870, the backbone street system consisting of Robinson Drive and
Keller Drive were dedicated and developed. These public streets
allowed for the relocation of the jetfuel pipeline at the
developers expense, from the easement within the vacated portion of
Irvine Boulevard to a location within the dedicated streets of
Robinson and Keller Drives.
DISCUSSION:
The United States of America (U.S. Navy) is now requesting a
replacement easement within the Robinson and Keller Drives prior to
their quitclaiming their original easement on the vacated portion
of Irvine Boulevard.
The attached easement deed, inclusive of legal description and map,
provides for a pipeline easement 5.00 feet in width within the
street rights -of -ways of Robinson and Keller Drives which meets the
requirements of the United States of America (U.S. Navy). It is
requested that the City Council approve the granting of this
easement and authorize the Mayor to execute the attached easement
deed.

A PERPETUAL EASEMENT FOR
PIPELINE PURPOSES
An easement for pipeline purposes 5.00 feet wide over those portions of Keller
Drive, Robinson Drive and Irvine Boulevard of Tract No. 12870 in the City of Tustin, in
the County of Orange, State of California, as shown on a map filed in Book 601, Pages 1
through 20, inclusive, of Miscellaneous Maps in the office of the County Recorder of said
County, lying 2.50 feet on each side of the following described centerline:
Beginning at a point on the centerline of the 5.00 foot wide easement for pipeline
purposes as described in the Declaration of Taking recorded April 16, 1956 in Book 3479,
Page 136 of Oficial Records distant N.49° 18'59"W. 933.41 feet from the southeasterly
terminus of the course described as "thence continuing southeasterly along the line parallel
with the centerline of said Irvine Boulevard, a distance of 4652.10 feet to an angle point" in
Parcel 18 of said Declaration, said point being at the intersection of said centerline with a
non -tangent curve concave northeasterly having a radius of 545.00 feet, said curve being
concentric with and distant northeasterly 5.00 feet from the centerline of said Keller Drive,
a radial line to said point bears N.48027'02"E.; thence northerly 461.86 feet along said
curve through a central angle of 48033'18" along said concentric curve; thence
N.7000'20"E., 100.98 feet along a line that is parallel with and distant easterly 5.00 feet
from said centerline of Keller Drive and its northerly prolongation; thence, leaving said
prolongation, N.34059'40"W., 17.48 feet to a point on a non -tangent curve concave
southerly having a radius of 771.00 feet, said curve being concentric with and distant
northerly 21.00 feet from the centerline of said Robinson Drive, a radial line to said point
bears N.6°30'30"E.; thence westerly 423.22 feet along said curve through a central angle
