SUBJECT: ESPLANADE AVENUE WATER MAIN - BETWEEN SEVENTEENTH STREET AND
1200 FEET NORTHERLY
RECOMMENDATIONS:
That the Tustin City Council authorize the transfer of $40,000 of
surplus funds in the Water Capital Improvement account to the
Esplanade Avenue Water Main Project No. 600098 and award the
contract to the low bidder, G. R. McKervey, in the amount of
$112,601.00 and authorize the Mayor to execute the contracts for
said work.
BACKGROUND:
The proposed area of work is located on Esplanade Avenue between
Seventeenth Street and a point approximately 1200 ± feet northerly
of Seventeenth Street.
Currently, there are sixteen residences on the westerly side of
Esplanade Avenue that front on and take access to Esplanade Avenue.
There is no water main located in Esplanade Avenue in this proposed
area of work and each of the sixteen residences are connected to a
5" steel water main on Gershon Place which is located westerly of
Esplanade Avenue. However, each of the water services to the
Esplanade Avenue residents traverse through an easement across the
residences fronting on Gershon Place a distance of approximately
120 feet.
A six inch diameter dead-end water main currently exists in
Esplanade Avenue northerly of the sixteen residences and the
nearest fire hydrant is located approximately 300 feet northerly of
the sixteen residences. There are no homes fronting along the
easterly side of Esplanade Avenue within this area.
This accelerated project was prompted by the receipt of an
increased number of complaints from the Esplanade Avenue residents
regarding their inability to receive adequate water flow into their
residences for everyday use. In addition the lack of fire hydrants
within the area could severely hamper the ability to respond to
fire fighting.
Section 20168 of the Public Contract Code of the State of
California provides that a governmental agency may waive the formal
bidding procedures on public works projects when it has been
determined that the public interest and necessity demands the

immediate expenditure of public money to safeguard life and health.
This interest and necessity was determined with the City Council
passage and adoption of Resolution 92-25 in February, 1992 which
provided the vehicle for staff to solicit for informal but
competitive bids for the project construction.
The project was budgeted in the 1991-92 Water Capital Improvement
Budget in the amount of $97,000.00.
DISCUSSION:
Informal construction bids for the project were received on April
19, 1992 as follows:

During final design of the Esplanade Water Main, it was determined
that the facility had to be located within the street pavement in
lieu of the dirt shoulder area due to the existence of two sanitary
sewer facilities within the unpaved areas. This required extensive
pavement replacement to meet County standards resulting in a
shortfall of funding for the project.
The final project cost, inclusive of engineering design and
construction cost, is as follows:

In order to proceed with the project it will be necessary to
supplement this project budget in the amount of $40,000.00. Four
projects within the 1992-92 Water Capital Improvement Program have
been completed with a surplus of budgeted funds as follows:

It is requested that the City Council authorize a transfer of
$40,000-00 from the surplus funds of completed projects within the
Water Capital Improvement account to the Esplanade Avenue Water
Main Project No. 600098. Additionally, it is requested that the
City Council award the contract to the low bidder, G.R. McKervey,
Inc., in the amount of $112,601.00 and authorize the Mayor to
execute the contracts for said work.
