HUSTON, EXECUTIVE DIRECTOR FROM: COMMUNITY DEVELOPMENT DEPARTMENT SUBJECT: SOUTH ANCHOR FOR OLD TOWN RECOMMENDATION It is recommended that the Agency authorize staff to transmit Statements of Interest to property owners and tenants for the area identified as a potential South Anchor for Old Town. BACKGROUND The City Council at a regular meeting on February 31 1992 directed staff to proceed with preparation of an implementation plan for certain recommendations contained in "Tustin - visions of Old Town", an "idea book" prepared as a result of the American Institute of Architects (AIA) Regional Urban Design Assistance Team (R/UDAT) event held the weekend of September 27-29, 1991. One of the major strategies recommended for enhancing Old Town was concentrated on the area south of Sixth Street and basically bounded by Newport Avenue and El Camino Real on the east and Sixth Street on the north. Located in the Town Center. Redevelopment Project Area, this area was identified as one of the most critical edges for Old Town from a design standpoint, because development south of Sixth Street is the entry to Old Town. Within this target area a number of possible action programs were thought possible including the following: The possible closure and abandonment of a portion of E1 Camino Way. Assemblage of parcels on either side of any abandoned portion of El Camino Way into a larger developed parcel. Creation of a commercial, office or entertainment mixed use area. ° Expansion of the Jacobson Park identity at El Camino Way to mark the south end of El Camino Real. Redevelopment Agency Report South Anchor for Old Town May 4, 1992 Page 2 A more thorough discussion of the above strategies is contained on pages 13 and 27 and 28 of the "Visions of Old Town" (included as Exhibit A). In conjunction with recent Caltrans acquisitions within proximity of the north bound I-5 (Santa Ana) freeway ramp at Newport Avenue, it is staff's understanding that a portion of the former Unocal property. at Newport Avenue will be available as an excess parcel upon completion of widening of the I-5 freeway and new ramp work at Newport Avenue. Caltrans has also designed a new cul-de-sac design for E1 Camino Way which will preclude future access -to the freeway. Both of these actions provide a significant opportunity for planning the revitalization of the acre area generally located west of Newport Avenue and E1 Camino Real (see Exhibit B). It would be staff's goal to see the excess Caltrans property and other properties in the vicinity developed or revitalized with uses to the highest quality and physical appearance and to encourage consolidation of parcels. Staff has been provided with information that there may be significant interest from several existing property owners, particularly in the lot consolidation opportunity (one letter of interest is attached as Exhibit C). The Tustin Community Redevelopment Agency has adopted rules governing participation and preferences by property owners and business occupants in the Town Center Redevelopment Project. These rules require the Agency to first notify owners and business occupants to respond to a statement of interest before entering into any Participation Agreements, disposition and development agreements, or exclusive negotiation agreements. We would, therefore, request Agency authorization to invite all owners and tenants in the area to respond to the attached Statement of Interest (Exhibit D) prior to proceeding with any future discussions with existing owners for revitalization of this major entry to Old Town. r' Christine A. Singleton Assistant City Manager CITY OF TUSTI N 300 Centennial Way Tustin, California 92680 SUBJECT: South Anchor - EI Camino Plaza (Old Town Tustin) Request -for Redevelopment Proposal Consideration Dear Ms. Singleton: EXHIBIT C As you are aware, we acquired the 730 EI Camino Way office building (Assessor Parcel No. 401- 631-09) in December, 1991, and have relocated our offices into the City of Tustin. We have a strong level of confidence in the development/redevelopment potential of the community in -general, and in Old Town Tustin, in particular; and compliment the City on its commitment to. the R/UDAT urban design recommendations completed the later part of 1991 We understand that the City Council recently took formal action to instruct staff, to proceed with the implementation of the R/UDAT recommendations. Per our recent meeting of March 121 L9929 we want to indicate our interest and desire to pursue an Owner Participation/Disposition and Development Agreement with the Tustin Redevelopment Agency to implement the -L-pe of land assemblage and development concepts for the general area of EI Camino Real and Newport Avenue. Our desire and goal would be to formulate and implement a redevelopment contept.that would first lead to the assemblage and development of Assessor Parcel No's. 401-641-1, 2, 3, 4, and 5, including the abandonment of EI Camino Way and the integration of our office building into the overall development program. Singleton March 13, 1992 Page 2 As a second phase, we would be interested in pursuing the redevelopment of the properties located along the north and east side of EI Camino Real (Assessor Parcel No's. 401-642-3 and 4 (part), so as to create a completed focus and entrance to Old Town Tustin. We acknowledge that there are certain procedures and requirements that the Agency must comply with in terms of a) soliciting development proposals for the subject properties; and b) consummating an exclusive right to negotiate. As you know, we are quite familiar with the redevelopment process and in forming public/private partnerships and financing approaches. Our partner, Mr. Eugene Lederer of Lederer Development, Inc, is a respected active developer, attorney, and certified public accountant involved in several shopping center, office, and residential developments in Los Angeles County. Presently, Mr. Lederer and I are general partners of a limited partnership with the Simi Valley Unified School District to develop a 36 - acre mixed-use "town and country" shopping center, and a 10 -acre high end residential subdivision in the City of Simi Valley. We would respectfully request that our interest be conveyed to the City Council/Redevelopment Agency, and that the City provide us with h the guidance, direction, and assistance, so that we may form the type of partnership that will attain the City Councils goals, and the R/UDAT recommendations.
