CITY COUNCIL REGULAR MEET!_
CITY OF TUSTIN,
APRIL 21, 1992 - 7:00 P.M.
The City Council meets the first and third Monday of each month at 7:00 p.m.
in the City Council Chambers at 300 Centennial Way.
This agenda contains a brief general description of each item to be
considered. Any person having a question concerning an item may call the
City Clerk for clarification. Except as otherwise provided by law, no
action shall be taken on any item not appearing in the following agenda.
Copies of staff reports pertaining to this agenda are available for public
use in the City Council agenda books located in the Police Department and
the Tustin Public Library. These same books are also provided for public
use in the Council Chambers during the Council meeting. Listening devices
for the hearing impaired are available upon request from the City Clerk.
Smoking is prohibited in the Council Chambers; however, if you desire to
smoke, an outside speaker has been provided.

1. CODE AMENDMENT 92-004, TEMPORARY SIGNS
Code Amendment 92-004 proposes to modify the time limits, height
limits and bond requirements for business banner signs.
Recommendation: Have first reading by title only and introduction
of the following Ordinance No. 1085:
ORDINANCE NO. 1085 - AN ORDINANCE OF THE CITY COUNCIL OF THE CITY
OF TUSTIN, CALIFORNIA, AMENDING SUBSECTIONS 9403B1. AND 9403C1. OF
ARTICLE 91 CHAPTER 4 OF THE TUSTIN CITY CODE RELATING TO TEMPORARY
SIGNS

matter jurisdiction of the City Council (NO action can be taken on

VII. CONSENT CALENDAR - All matters listed under Consent Calendar are
considered routine and will be enacted by one motion. There will be
no separate discussion of these items prior to the time of the voting
on the motion unless members of the Council, staff or public request
specific items be discussed and/or removed from the Consent Calendar
for separate action.
1. APPROVAL OF MINUTES - APRIL 61 1992 REGULAR MEETING
Recommendation: Approve the City Council Minutes of April 6,
1992.
2. APPROVAL OF DEMANDS AND RATIFICATION OF PAYROLL
Recommendation: Approve Demands in the amount of $753,396.21
and ratify Payroll in the amount of $333,769.32.
3. RESOLUTION NO. 92-56 - A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF TUSTIN, CALIFORNIA, AUTHORIZING THE DESTRUCTION OF CERTAIN
CITY RECORDS, DOCUMENTS, AND PAPERS IN THE POSSESSION OF THE
POLICE DEPARTMENT OF THE CITY OF TUSTIN NO LONGER REQUIRED FOR THE
CONDUCT OF CITY BUSINESS PURSUANT TO THE AUTHORITY GRANTED BY
SECTIONS 34090, 34090.5 AND 34090.7 OF THE GOVERNMENT CODE OF THE
STATE OF CALIFORNIA
Recommendation: Adopt Resolution No. 92-56 allowing the
destruction of selected records, documents and papers as allowed
by law as recommended by the Police Department.
4. REJECTION OF CLAIM NO. 92-18 - CLAIMANT, SOUTHERN CALIFORNIA
EDISON CO.; DATE OF LOSS, 9/19/91; DATE FILED WITH CITY, 3/11/92
Recommendation: Reject subject claim for property damage in the
amount of $3,668.12 as recommended by the City Attorney.
S. REJECTION OF CLAIM NO. 91-55 - CLAIMANT, CHRIS TWOGOOD; DATE OF
LOSS, 12/10/91; DATE FILED WITH CITY, 12/17/91
Recommendation: Reject subject claim for property and personal
injury damages in the amount of $1,000 as recommended by the
City Attorney.
6. AWARD OF BID FOR MISCELLANEOUS FURNITURE FOR POLICE FACILITY
Recommendation: Authorize the purchase of miscellaneous
furniture for the police facility from California Business
Interiors in the amount of $50,550.95 as recommended by the
Community Development Department.
7. RESOLUTION NO. 92-55 - A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF TUSTIN, CALIFORNIA, ACCEPTING WORKS OF IMPROVEMENT AND
AUTHORIZING RECORDATION OF NOTICE OF COMPLETION FOR THE WATER MAIN
REPLACEMENT ON THEODORA DRIVE, LIVINGSTON AVENUE, LILLIAN WAY,
CANDEDA PLACE, ROMANZA PLACE, LEON PLACE AND LEON WAY
Recommendation: Adopt Resolution No. 92-55 accepting the
subject improvements constructed and authorizing the recordation
of the Notice of Completion for said improvements as recommended
by the Public Works Department/Engineering Division.

S. RESOLUTI, 40. 92-57 - A RESOLUTION , 7HE CITY COUNCIL OF THE
CITY OF _JSTIN, CALIFORNIA, APPROIV_ THE APPLICATION FOR
BICYCLE AND/OR PEDESTRIAN FACILITY FUNDS UNDER SB 821
Recommendation: Adopt Resolution No. 92-57 approving the
application for Bicycle and/or Pedestrian Facility Funds
under SB 821 as recommended by the Public Works Department/
Engineering Division.

1. ORDINANCE NO. 1083, OUTDOOR SOUND AMPLIFYING DEVICES
The following Ordinance No. 1083 had first reading by title only
and introduction at the April 6, 1992 City Council meeting:

OF TUSTIN, CALIFORNIA, AMENDING SECTION 4616, A PORTION OF CHAPTER
6 OF ARTICLE 4 OF THE TUSTIN CITY CODE, TO ALLOW OUTDOOR SOUND
AMPLIFYING DEVICES AS AUTHORIZED BY THE TUSTIN CITY COUNCIL OR
PLANNING COMMISSION
Recommendation: Have second reading by title only and adoption of
Ordinance No. 1083 (roll call vote).

XI. NEW BUSINESS
1. OUTDOOR LOUDSPEAKERS - CRAB COOKER RESTAURANT# 17260 EAST
SEVENTEENTH STREET
The Crab Cooker restaurant has requested authorization to install
loudspeakers in their outdoor waiting area adjacent to the main
building entrance.
Recommendation: Pleasure of the City Council.
XII. REPORTS
1. PLANNING COMMISSION ACTION AGENDA - APRIL 13, 1992
All actions of the Planning Commission become final unless
appealed by the City Council or member of the public.
Recommendation: Ratify the Planning Commission Action Agenda of
April 13, 1992.
XIII. DECLARE RESULTS OF GENERAL MUNICIPAL ELECTION - APRIL 141 1992
The General Municipal Election for the City was held on Tuesday, April
14, 1992, to elect three Members of the City Council and a City Clerk.

XIV. SELECTION OF MAYOR AND MAYOR PRO TEM
Annually, at the second City Council meeting held in April, it is
customary for the City Council to select which Councilmembers will
serve as Mayor and Mayor Pro Tem for the following year.
Recommendation: Pleasure of the City Council.
