CALL TO ORDER: 7:00 p.m.

At this time members of the public may address the Commission regarding any items not on
the agenda and within the subject matter jurisdiction of the Commission (NO action can be
taken on off-agenda items unless authorized by law). If you wish to address the Commission
on any matter, please fill out one of the forms located at the speaker's podium so that your
remarks within the recording of the meeting can be attributed to you. Completion of this form is
not mandatory, but accurately provides your information for the record.
CONSENT CALENDAR:
All matters listed under the Consent Calendar are considered routine and will be
enacted by one motion. There will be no separate discussion of these items prior to
the time of the voting on the motion unless members of the Commission, staff, or
public request specific items to be discussed and/or removed from the Consent
Calendar for separate action.
1. APPROVAL OF MINUTES — JANUARY 13, 2015, PLANNING COMMISSION
MEETING.
RECOMMENDATION:
That the Planning Commission approve the minutes of the January 13, 2015 meeting
as provided.
Written materials relating to agenda items for an open session regular meeting of the Planning Commission that are distributed to a
majority of the Planning Commission less than 72 hours prior to the meeting are available for public inspection at the following
locations: At the Community Development Department—Planning counter-during regular business hours and following business
hours(after 5:30 p.m.)in the Council Chambers on the day of the meeting.

2. CONDITIONAL USE PERMIT (CUP) 2014-23 TO ESTABLISH PAWNBROKER
BUSINESS IN CONJUNCTION WITH A RETAIL JEWELRY AND WATCH STORE
LOCATED AT 1631 EDINGER AVENUE, SUITE 104, WITHIN AN EXISTING 1,158
SQ. FT. TENANT SPACE.
A request to establish pawnbroker business in conjunction with a retail jewelry and
watch store located at 1631 Edinger Avenue, Suite 104, within an existing 1,158 sq.
ft. tenant space.

RECOMMENDATION:
That the Planning Commission adopt Resolution No. 4277 approving CUP 2014-23
to authorize the establishment of a pawnbroker business in conjunction with a retail
jewelry and watch store located at 1631 Edinger Avenue, Suite 104.

3. CITY OF TUSTIN COMMUNITY DEVELOPMENT 2014 YEAR IN REVIEW
The Community Development Department's 2014 Year in Review summarizes the
Community Development Department's activity throughout 2014 including
discretionary permits processed and approved (i.e. Conditional Use Permits, Design
Reviews, Subdivision Maps, etc.), major accomplishments for various functional areas
within the Department, Code Enforcement activities, and Building Division activities.

RECOMMENDATION:
That the Planning Commission receive and file the report.
