DISCUSSION: .
On March 20, 1992 bids on this project were received by the following contractors in
the amounts shown:
PETRONNELA ROOFING $89,960.00
PACIFIC SOUTH WEST ROOFING $95,726.00
*FIRST WESTERN BUILDING SERVICES $98,618.00
COMMAND ROOFING $102,970.00
*Disqualified - did not attend mandatory walk-through
BACKGROUND:
The current fiscal year 1991/92 budget appropriated $54,735.00 for the reroofing
project. The initial investigation found the presence of asbestos containing
materials throughout the four buildings. The presence of asbestos containing
materials mandated that special removal and disposal methods be addressed altering
the original scope of work significantly.
In view of the present economic condition, staff is recommending, with the
contractors concurrance, that we proceed with reroofing only two (2) of the
buildings at the City Yard, more specifically the shop and the warehouse buildings
which have experienced the greatest number of leaks. The proposal separates the
cost for each of the four (4) buildings and Petronnela Roofing has agreed to abide by
the initial bid per building which includes the removal and disposal of all asbestos
containing materials.
The firm of Cardinal Environmental Consultants of Tustin, California was engaged to
assure conformance to current regulations relating to the handling and disposal of
asbestos containing materials. Cardinal Environmental will continue to act as the
City's agent in overseeing the contract to assure compliance with regulatory
agencies.
