REGULAR MEETING OF THE TUSTIN COMMUNITY REDEVELOPMENT AGENCY
CITY OF TUSTIN, CALIFORNIA

CALL TO ORDER
The meeting was called to order by Chairperson Puckett at 8:10 p.m.
in the City Council Chambers, 300 Centennial Way, Tustin, California.

APPROVAL OF MINUTES - MARCH 2, 1992 REGULAR MEETING
It was moved by Potts. seconded by Pontious, to approve the
Redevelopment Agency Minutes of March 2, 1992.
Motion carried 4-0, Prescott absent.
APPROPRIATION AND 1991-92 PROGRAM COMMITMENT OF SOUTH CENTRAL
IMPROVEMENT FUNDS
It was moved by Pontious, seconded by Edgar, to appropriate $1,000
in South Central Improvement funds for signs associated with the
City's Community Improvement Partnership Program.
Motion carried 4-0, Prescott absent.
S. FURNITURE PURCHASE FOR POLICE DEPARTMENT
Christine Shingleton, Assistant Executive Director, reported a
correction to the staff report, adding Steelcase accessory products
to the list of furniture items resulting in reduction of the County
of Orange Cooperative Purchasing Program from $211,000 to $185,000.

Councilmember Potts stated he was pleased with the savings on
equipment under the County of Orange Cooperative Purchasing Program.

It was moved by Potts, seconded by Edgar, to adopt the following
Resolution No. RDA 92-04 authorizing participation in the County of
Orange Cooperative Purchasing Program; approve the purchase of
Steelcase Avenir Product and accessory Steelcase products for the
Police Department facility under the County Cooperative Purchasing
Program; and authorize the advertisement of bids for miscellaneous
furniture for the police facility (Arcadia, Kruger, Howe, Gunlocke,
Intrex, Magline, Glassform, Vecta, Metro and Egan):
RESOLUTION NO. RDA 92-04 - A RESOLUTION OF THE REDEVELOPMENT AGENCY
OF THE CITY OF TUSTIN, CALIFORNIA, AUTHORIZING PARTICIPATION IN THE
COUNTY OF ORANGE COOPERATIVE PURCHASING PROGRAM.
Motion carried 4-0, Prescott absent.
6. HOUSING SET-ASIDE PROGRAM AND HOUSING STRATEGY
Christine Shingleton, Assistant Executive Director, reported that due
to the complexities of State redevelopment law, housing set-aside
fund use necessitated preparation of a comprehensive housing set-'
aside program and City-wide housing strategy.
Councilmember Edgar requested the contract include meetings between
Mr. Rosen and Councilmembers during preparation of the Housing Set -
Aside Program and Strategy.
Christine Shingleton, Assistant Executive Director, responded that
the proposal included numerous workshops with the Council before
production of the final report.
It was moved by Edgar, seconded by Potts, to appropriate $100,000
from South Central Housing Set -Aside Funds (as part of 1991-92
Redevelopment Agency budget) for preparation of a Housing Set -Aside
Program and Strategy and additional services as needed; and to
approve the Consultant Services Agreement with David Paul Rosen and
Associates for preparation of a Housing Set -Aside Program and
Strategy.
Motion carried 4-0, Prescott absent.
7. OTHER BUSINESS
A. EUROPEAN TRAFFIC
Agency Member Pontious reported on a recent trip to Europe and
their traffic; she noted Tustin's traffic problems were minor in
comparison.
S. ADJOURNMENT
Chairperson Puckett adjourned the meeting at 8:17 p.m. The next
regular meeting of the Redevelopment Agency was scheduled for Monday,
