CITY COUNCIL REGULAR MEET1_
CITY OF TUSTIN
MARCH 16, 1992 - 7:00 P.M.
The City Council meets the first and third Monday of each month at 7:00 p.m.
in the City Council Chambers at 300 Centennial Way.
This agenda contains a brief general description of each item to be
considered. Any person having a question concerning an item may call the
City Clerk for clarification. Except as otherwise provided by law, no
action shall be taken on any item not appearing in the following agenda.
Copies of staff reports pertaining to this agenda are available for public
use in the City Council agenda books located in the Police Department and
the Tustin Public Library. These same books are also provided for public
use in the Council Chambers during the Council meeting. Listening devices
for the hearing impaired are available upon request from the City Clerk.
Smoking is prohibited in the Council Chambers; however, if you desire to
smoke, an outside speaker has been provided.

VI. PUBLIC INPUT - At this time members of the public may address the City
Council regarding any items not on the agenda and within the subject
matter jurisdiction of the City Council (NO action can be taken on
off -agenda items unless authorized by law).
If you wish to address the City Council on any matter, please fill out
one of the forms located on the speaker's podium and submit to the
City Clerk so that your remarks on the tape recording of the meeting
can be attributed to you. When you start to address the City Council,
please state your full name and address for the record. A Public
Input portion is provided both at the beginning and end of the
meeting.
VII. CONSENT CALENDAR - All matters listed under Consent Calendar are
considered routine and will be enacted by one motion. There will be
no separate discussion of these items prior to the time of the voting
on the motion unless members of the Council, staff or public request
specific items be discussed and/or removed from the Consent Calendar
for separate action.

1. APPROVAL OF MUTES - MARCH 2, 1992 REC R MEETING
Recommenda..lon: Approve the City Cou....il Minutes of March 2,
1992.
2. APPROVAL OF DEMANDS AND RATIFICATION OF PAYROLL
Recommendation: Approve Demands in the amount of $1,072,810.46
and ratify Payroll in the amount of $295,109.25.
3. RESOLUTION NO. 92-40 - A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF TUSTIN, CALIFORNIA, ORDERING THE CANVASS OF THE GENERAL
MUNICIPAL ELECTION TO BE HELD ON TUESDAY, APRIL 14, 19921, BE MADE
BY THE CITY CLERK
Recommendation: Adopt Resolution No. 92-40 ordering the canvass
of the General Municipal Election be submitted to the City
Council on April 21, 1992, as recommended by the Office of the
City Clerk.
4. REJECTION OF CLAIN NO. 92-14 - CLAIMANT, KATHLEEN MOORE; DATE OF
LOSS, 10/10/91; DATE FILED WITH CITY, 2/19/92 ,
Recommendation: Reject subject claim for property damage in the
amount of $883.52 as recommended by the City Attorney.
5. ACCEPTANCE OF PUBLIC IMPROVEMENTS AND RELEASE OF BONDS FOR TRACT
NO. 13735
Recommendation: Accept the public improvements within Tract No.
13735 and authorize the release of the following bonds of the
indicated amounts: Faithful Performance Bond No. 09-12-86,
$55,000.00; Labor and Material Bond No. 09-12-86, $27,500.04;
and Monumentation Bond No. 09-12-87, $8,400.00 as recommended by
the Public Works Department/Engineering Division.
6. AUTHORIZATION TO PURCHASE UNDERGROUND BORING EQUIPMENT
Recommendation: Authorize staff to solicit bids for underground
boring equipment as authorized in the Water Services Division
Capital Budget in the amount of $7,000.00 as recommended by the
Public Works Department/Water Services Division.
7. RESOLUTION NO. 92-42 - A RESOLUTION OF THE CITY COUNCIL OF. THE
CITY OF TUSTIN, CALIFORNIA, APPROVING PLANS AND SPECIFICATIONS FOR
THE CAMINO REAL PARK PARKING BAY IMPROVEMENTS ON EL CAMINO REAL
Recommendation: Adopt Resolution No. 92-42 approving plans and
specifications for subject project and direct City Clerk to
advertise for bids as recommended by the Public Works
Department/Engineering Division.
S. AWARD OF CONTRACT FOR WATER MAIN RELOCATION ON MAIN STREET AT SR -
55 FREEWAY BETWEEN STONEGLASS AND PASADENA AVENUE
Recommendation: Award subject contract to G.R. McKervey, Inc.,
Irvine, in the amount of $124,107.00 as recommended by the
Public Works Department/Engineering Division.
9. RESOLUTION NO. 92-41 - A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF TUSTIN, CALIFORNIA, APPROVING OF THE APPLICATION TO THE
NATIONAL HISTORIC PRESERVATION FUND SUBGRANT PROGRAM FOR CERTIFIED
LOCAL GOVERNMENTS FOR AN EDUCATIONAL VIDEO PROJECT
Recommendation: Adopt Resolution No. 92-41 approving the filing
of an application for the National Historic Preservation Grants -
in -Aid assistance for an educational video project; appointing
the Assistant City Manager or her authorized representative as
the agent of the City to coordinate, process, and execute all

contract: agreements, amendments, I ancillary document
within th` .4cope of the application fG_ the grant; and agreeing
that all required local matching funds or in-kind services be
provided by the City for the proposed project as recommended by
the Community Development Department.
10. RESOLUTION NO. 92-44 - A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF TUSTIN, CALIFORNIA, ACCEPTING WORKS OF IMPROVEMENT AND
REPAIR AND AUTHORIZING RECORDATION OF NOTICE OF COMPLETION FOR
PROJECT NO. 1 - SIDEWALK AND WHEELCHAIR RAMPS, SB 821 PROJECT
1990-91 FY AND 1991-92 FY; PROJECT NO. 2 - SIDEWALK ON VANDENBERG
LANE, SB 821 PROJECT 1989-90
Recommendation: Adopt Resolution No. 92-44 accepting the works
of improvement and repair and authorizing the recordation of the
Notice of Completion for subject Project Nos. 1 and 2 as
recommended by the Public Works Department/ Engineering Division.
11. RESOLUTION NO. 92-45 - A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF TUSTIN, CALIFORNIA, ACCEPTING WORKS OF IMPROVEMENT AND
AUTHORIZING RECORDATION OF NOTICE OF COMPLETION FOR ELECTRIC
UTILITY SERVICE CONVERSIONS AT 14462 RED HILL AVENUE AND 14421 RED
HILL AVENUE
Recommendation: Adopt Resolution No. 92-45 accepting the works
of improvement and authorizing the recordation of the Notice of
Completion for improvements at 14462 Red Hill Avenue and 14421
Red Hill Avenue as recommended by the Public Works Department/
Engineering Division.

1. ORDINANCE NO. 1081 - PUBLIC EMPLOYEES RETIREMENT SYSTEM AMENDMENT
The following Ordinance No. 1081 had first reading by title only
and introduction at the March 2, 1992 City Council meeting:
ORDINANCE NO. 1081 - AN ORDINANCE OF THE CITY COUNCIL OF THE CITY
OF TUSTIN, CALIFORNIA, AUTHORIZING AN AMENDMENT TO THE CONTRACT
BETWEEN THE CITY COUNCIL OF THE CITY OF TUSTIN AND THE BOARD OF
ADMINISTRATION OF THE CALIFORNIA PUBLIC EMPLOYEES' RETIREMENT
SYSTEM,
Recommendation: Have second reading by title only and adoption of
Ordinance No. 1081 (roll call vote).
2. ORDINANCE NO. 1082 - EAST TUSTIN DEVELOPMENT AGREEMENT AMENDMENT
The following Ordinance No. 1082 had first reading by title only
and introduction at the March 2, 1992 City Council meeting:
ORDINANCE NO. 1082 - AN ORDINANCE OF THE CITY COUNCIL OF THE CITY
OF TUSTIN, CALIFORNIA, ADOPTING THE FIRST AMENDMENT TO THE EAST
TUSTIN DEVELOPMENT AGREEMENT (EXHIBIT A) , AS DEFINED BY SECTION
65865.2 OF THE CALIFORNIA GOVERNMENT CODE, BETWEEN THE CITY OF
TUSTIN AND THE IRVINE COMPANY PERTAINING TO DEVELOPMENT WITHIN THE
EAST TUSTIN SPECIFIC PLAN PROJECT AREA
Recommendation: Have second reading by title only and adoption of
Ordinance No. 1082 (roll call vote).

X. OLD BUSINESS
1. BACKSTOPS AT COLUMBUS TUSTIN SOFTBALL FIELDS
At the February 18, 1992 meeting of the City Council,
Councilmember Potts requested a report on the backstops at
Columbus Tustin softball fields due to a claim filed against the
City.
Recommendation: Appropriate $25,000 from the Park Development
Fund for improvements to the fences at Columbus Tustin Park and
direct staff to work with the Public Works Department and the
School District to develop specifications as recommended by the
Community Services Department.
2. REQUEST FOR STOP SIGNS OR SPEED BUMPS ON PARKCENTER LANE AT
MARICOPA AND AT MONTEREY STREET
In response to the subject request from the Maricopa Community
Association, the City Council at their meeting of January 20,
1992, directed staff to prepare a warrant study for Parkcenter
Lane at Maricopa and at Monterey Street.
Recommendation: (1) Deny 'the request for stop signs or speed
bumps on Parkcenter Lane at Maricopa and at Monterey Street and
(2) Direct staff to coordinate with the Maricopa Community
Association to restore and maintain adequate sight distance at
Maricopa and Parkcenter Lane as recommended by the Public Works
Department/Engineering Division.
3. NON-PROFIT ASSISTANCE PROGRAM STATUS REPORT
At their meeting of March 2, 1992, the City Council requested a
status report on financial support to Tustin area non-profit
organizations.
Recommendation: Pleasure of the City Council.
4. TEMPORARY PARKING ALTERNATIVES DURING CIVIC CENTER CONSTRUCTION
At the March 2, 1992 meeting of the City Council, Councilmember
Edgar expressed concerns about the shortage of parking in the
Civic Center area during the construction of the Civic Center.
Recommendation: Direct staff to pursue the investigation of the
identified desired parking options as recommended by the Public
Works Department/Engineering Division.
XI. NEW BUSINESS
1. MISS TUSTIN SCHOLARSHIP PAGEANT
Margarete Thompson, representing the Miss Tustin Scholarship
Pageant Committee, will address the City Council regarding
financial assistance for the Pageant.
Recommendation: Pleasure of the City Council.

2. ORANGE COUF COMBINED TRANSPORTATION F )ING PROGRAMS
In an effort to simplify distribution of. funding for highway
projects, the Orange County Combined Transportation Funding
Programs were formed to administer highway project funding.
Recommendation: Adopt the following Resolution No. 92-43
requesting the County of Orange include City of Tustin projects in
the 1992-93 Combined Transportation Funding Programs:
RESOLUTION NO. 92-43 - A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF TUSTIN, CALIFORNIA, REQUESTING THE ORANGE COUNTY LOCAL
TRANSPORTATION AUTHORITY AND THE BOARD OF SUPERVISORS INCLUDE
WITHIN THE ORANGE COUNTY COMBINED TRANSPORTATION FUNDING PROGRAMS
THE IMPROVEMENT OF PROSPECT AVENUE, MAIN STREET, JAMBOREE ROAD,
WARNER AVENUE, IRVINE BOULEVARD/NEWPORT AVENUE INTERSECTION, EL
CAMINO REAL, EDINGER AVENUE, AND WALNUT AVENUE
3. ADDITIONAL SUPPLEMENTAL AGREEMENT FOR NITRATE REMOVAL
DEMONSTRATION PROJECT
The Orange County Water District and City staff have determined
that the first several months of operation were not a fair and
accurate representation of the costs of operating the plant and
recommend that the start of the project demonstration be July 1,
199x.
Recommendation: Approve the Additional Supplemental Agreement
with the Orange County Water District for the Nitrate Removal
Demonstration Project and authorize the Mayor to execute same as
recommended by the Public Works Department/Water Division.
4. AMBULANCE CONTRACT
The City entered into a four year agreement with Doctor's
Ambulance Service in 1988 and the contract was awarded after a
request for proposal process based upon specifications developed
by the County Emergency Medical Services (EMS) Agency and the
Orange County Fire Department.
Recommendation: Approve a four year extension of the agreement
with Doctor's Ambulance Service for ambulance service in Tustin as
recommended by the City Manager.
$II. REPORTS
1. PLANNING COMMISSION ACTION AGENDA - MARCH 9, 1992
All actions of the Planning Commission become final unless
appealed by the City Council or member of the public.
Recommendation: Ratify the Planning Commission Action Agenda of
March 9, 1992.
2. UPDATE ON THE EAST TUSTIN REGIONAL EQUESTRIAN/BICYCLE TRAIL SYSTEM
On October 21, 1991, the City Council authorized execution of the
Regional Equestrian/Bicycle Trail Agreement documents and, since
that time, progress has been made toward making this trail through
Tustin a reality.

3. REQUEST FOR BICYCLE LANES ON WALNUT AVENUE FROM CHERRYWOOD LANE TO
MYFORD ROAD
Councilmember Potts requested information on possible bicycle
lanes on Walnut Avenue in response to a request from Mr. Jeff
Huntress.
Recommendation: Receive and file subject report as recommended by
the Public Works Department/Engineering Division.
4. WATER CONSERVATION UPDATE
Status report on the City's Mandatory Water Conservation Program.
Recommendation: Receive and file subject report as recommended by
the Finance Department.
