HUSTON, CITY MANAGER FR 010: COMMUNITY DEVELOPMENT DEPARTMENT SUBJECT: CERTIFIED LOCAL GOVERNMENT GRANT RECOMMENDATION It is recommended that the City Council adopt Resolution No. 92-41 approving the following actions: 1. Approve the filing of an application for the National Historic Preservation Grants -in -Aid assistance for an educational video project; 2. Appoint the Assistant City Manager or her authorized representative as the agent of the City to coordinate, process, and execute all contracts, agreements, amendments, and ancillary documents within the scope of the application for the grant; 3. Agree that all required local matching funds or in-kind services be provided by the City for the proposed project. BACKGROUND Each year, federal National Park Service funds are made available as grants to local agencies for the purpose of furthering the interests of historic preservation within the local community. A certain percentage of these monies ($148,409 in 1992) are earmarked for communities recognized for their preservation efforts as Certified Local Governments (CLG), Since being officially recognized as a CLG on July 31, 1991, Tustin is eligible to compete for this year's grant awards. The State Office of Historic Preservation (OHP) administers the program for the National Park Service. The State requires applicants to provide a 50% "fair share" matching fund indicating significant community support for the proposed project. Matching funds can take the form of cash contributions or in-kind services. This year's application proposes the sole use of in-kind services including all City personnel salary, overhead, telephone, supplies, and other costs associated with administration of the project. No additional General Fund allocation isrequired to fulfill the matching share requirement. Projects must evidence benefit to the community and its historic resources, receive Council support and clearly indicate the agency's ability to provide administrative support for the project. City Council Report Page 2 March 16, 1992 Funds may be used for a number of activities including the preparation of historic and cultural resource surveys, nominations to the National Register of Historic Places, training and education, and other projects. Projects ineligible for funding include construction or property acquisition proposals, restoration work, and interpretive displays. DISCUSSION The City has previously identified the need for educational materials that document the City's historic assets in a way that is easily understood by the citizens of Tustin. By educating area residents and business owners, growth and development pressures in Old Town and its surrounding residential neighborhoods can be managed and directed to accommodate environmental quality and economic prosperity. In response to this need, City staff have proposed the production of a video cassette that focuses on the City's significant Old Town historic residential and commercial structures including anecdotes of and interviews with long-time residents (as an oral history). It is intended that this video be used as an educational and promotional tool for presentation at schools, libraries, civic organizations, historical societies, neighborhood association meetings, the Chamber of Commerce, corporations, and other groups. If desired, the video could be mass produced for direct sale to the public with all associated costs recovered in the sales price. A preliminary cost analysis has been completed which determined the total project cost to be $16,207.87 . of which $7, 500. 00 (contractor cost for video production) is requested of the State with the City providing a $8,707.87 in-kind matching share contribution (utilizing staff resources only). Future production of the video is subject to receiving adequate grant monies from the State or other funding sources. A detailed project description is attached. CONCLUSION As a Certified Local Government, the City of Tustin is officially recognized as having a local historic preservation program and is eligible to apply for grants to assist in the development of the program. The production of an educational video would contribute to this program and benefit the entire community. The project is intended to document, in VHS video format, the important attributes and resources of the historic Old Town Tustin community. The twenty (20) minute video will promote the benefits of historic preservation and Old Town's value as a cultural and educational resource, and as an aesthetically pleasant environment in which to live, work and do business. Also, the video will include anecdotes, tales, interviews and other elements of oral history from long-time residents of the community. It is intended that the video will be provided to schools, libraries, civic organizations, historical societies, neighborhood associations, the Chamber of Commerce, corporations, and other groups. Project Scope The City of Tustin's "Old Town" historic neighborhood (surveyed in July 1990) is located in the heart of Orange County and includes a variety of historically significant residential and commercial resources. Unfortunately, it is under constant economic pressure to redevelop. By educating area residents and business owners, growth and development pressures in Old Town and its surrounding residential neighborhoods can be managed and directed to accommodate environmental quality and economic prosperity. New residents and business owners in the community must be reminded and educated as to the direct benefits of preserving the historic nature and ambiance of the district. The neighborhood is recognized as one of Tustin's most cohesive, organized communities. Therefore, the video cassette would provide the most effective medium to accomplish this task. A copy of the final product will be forwarded to the OHP. The City will produce a medium grade 20 minute VHS video cassette master and copies for distribution to the community. The video will emphasize the importance of historic preservation through the recognition of significant historic structures and oral histories from long time residents. It could be accompanied with promotional material describing the availability of the City Community Development Block Grant Rehabilitation funds and property tax incentives for historic commercial structures. The project will result in a comprehensive, cohesive program to garner public support for continued preservation of Old Town historic resources. The Assistant City Manager and Director of Community Development (Christine Shingleton), Senior Planner (Dana Ogdon) and other department staff have significant experience in administering numerous CLG and other federally grant funded projects. In addition, the project will be referred to the City of Tustin Cultural Resources Committee and City Council to ensure consistency with the community's historic preservation goals. The City will contract with a licensed professional video production company with experience in the production of educational/promotional videos. Selection of the chosen contractor will only occur after the completion of a comprehensive and competitive screening process. All contractor work will be bonded to ensure timely completion of the project. DO:kd\clgvideo.nts 1 2 3 4 5 6 7 81 9 10 11 12 13 14 15 16 17 18 1C 2( 21 22 23 24 25 26 27 28 RESOLUTION NO. 92-41 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, APPROVING OF THE APPLICATION TO THE NATIONAL HISTORIC PRESERVATION FUND SUBGRANT PROGRAM FOR CERTIFIED LOCAL GOVERNMENTS FOR AN EDUCATIONAL VIDEO PROJECT The City Council of the City of Tustin, California, DOES HEREBY RESOLVE as follows: WHEREAS, the Congress under Public Law 89-665 has authorized the establishment of a National Historic Preservation Grants -in -Aid Program providing matching funds to the State of California and its eligible subdivisions for historic preservation survey, registration, and planning; and WHEREAS, the State Department of Parks and Recreation is responsible for the administration of the program within the state, setting up necessary rules and procedures governing application under the program; and WHEREAS, said adopted procedures established by the State Department of Parks and Recreation require the applicant to certify by resolution the approval of applications and the availability of local matching funds prior to submission of said applications to the State. NOW THEREFORE, BE IT RESOLVED that the City Council: 1. Approves the filing of an application for the National Historic Preservation Grants -in -Aid assistance for an educational video project; and 2. Appoints the Assistant City Manager or his/her authorized representative as the agent to coordinate, process, and execute all contracts, agreements, amendments, and ancillary documents within the scope of the attached application; and 3.
