HUSTON, CITY MANAGER FROM: PUBLIC WORKS DEPARTMENT/ENGINEERING DIVISION SUBJECT: TEMPORARY PARKING ALTERNATIVES DURING CIVIC. CENTER CONSTRUCTION RECOMMENDATIONS: It is recommended that the City Council at their March 16, 1992 meeting direct staff to pursue the investigation of the desired ._parking options listed below. BACKGROUND AND DISCUSSION: At the March 2, 1992 meeting of the City Council, Councilman Edgar expressed concerns about the shortage of parking in the Civic Center area during the construction of the Civic Center. As the City Council is aware, Phase I of the Civic Center Complex project, which includes reconstruction of the police facility and construction of a parking structure anticipated to accommodate 139 parking spaces, is expected to be completed in 4-5 months. Since August of last year, the City has leased parking spaces on the car wash site. All police department and library employees, as well as participants in Community Services classes, are required to park on the car wash lot. Staff review of the site at various times of the day and night have indicated that there is always available parking on the car wash site. The remaining public parking on the Civic Center site is currently reserved for library patrons. It is the high demand for library parking as well as existing office buildings along Centennial Way who are being impacted by the temporary inconveniences caused by construction of the Civic Center. To alleviate these concerns acid to provide short term solutions to the parking situation the following action can be taken: 1. The temporary elimination of certain existing red curb areas on Centennial Way between Main Street and First Street would yield approximately 28 additional parking spaces. This would be done under the direction of the Engineering Division to insure the preservation of adequate sight distance at driveways and street intersections. Staff would also coordinate the relocation of the existing Orange County Transportation Authority bus stop on Centennial Way northerly toward First Street. The cost of this action would be approximately $750.00. 2. Additional available parking spaces might be freed up at the Civic Center site if a library book -drop on Main Street was installed. City staff would need to coordinate with the Library staff regarding the feasibility and installation of the book -drop container. "This will cause the loss of one on -street parking space on Main Street to accommodate temporary stops to drop-off books. It is anticipated that parking spaces within the parking lot will be gained by those no longer having to park and leave their vehicles to return books. 3. The parking along Main Street may be better utilized by designating it for short term parking. A two-hour parking restriction would allow more frequent turn -over for Civic Center use. Engineering staff would post parking restrictions upon direction from the Council at an estimated cost of $800.00. 4. The contractor could be requested to negotiate with Tustin Plaza to allow his employees to park in the west (rear) employee parking lot for the center, where parking is rarely used. Larwin Square has not been prepared to negotiate with the City. 5. As another alternative the City has 81 public parking spaces in the Steven's Square parking structure that are available and could be utilized. However, this is less desirable since the structure is approximately 2000 feet west of the Civic Center. 6. The construction contractor will be requested to ensure contractor employees do not park along Main Street (east of Preble) or along Centennial. These are temporary solutions and may improve the parking situation in the area of the Civic Center. After the Civic Center construction is complete, Engineering staff will re-evaluate the streets in this area and make appropriate modifications to restore the operational efficiency of the street system. /W ROT36rt S.en cker Chuck Mackey Director of Pub ic.
