AMBULANCE CONTRACT RECOMMENDATION: That the City Council approve a four year extension of the agreement with Doctor's Ambulance Service for ambulance service in Tustin. BACKGROUND: The City entered into a four year agreement with Doctor's Ambulance Service in 1988. The contract was awarded after a request for proposal process based upon specifications developed by the County Emergency Medical Services (EMS) Agency and the Orange County Fire Department. -- The City previously entered into an agreement with County EMS to license and regulate ambulance services on behalf of the City. Section 6 (Special Provisions, items 3) of the request for proposal issued by the County in 1988 provides that the contractor can apply for a one-time four year extension of the contract. Per the attached .letter, Doctor's Ambulance Service has made a request for a four year extension. The request for proposal provides that a four year extension can be granted if the City Council determines that the contractor's services have been "excellent, courteous, professional, and significantly above the performance requirements of this agreement". Per the attached, the Orange County Fire Department has advised City staff that Doctor's Ambulance Service meets this criterion. The Tustin Police Department also reports that its dealings with Doctor's Ambulance Service support the Fire Department's determination. If the contract is extended, it would terminate in December 1997. Fire Department records show Doctors has consistently exceeded all performance requirements as set forth in their performance contract and referenced RFP# EAS -01-88. Section 6 (Special Provisions), item 3 of the Orange County Fire Deparment Request for Proposal for Basic Life Support Emergency Ambulance Service issued in August, 1988 states as follows. 3. Renewal provisions. The contractor shall be eligible to apply for one contract extension of four years, provided all of the following conditions are satisfied. a) The City Council must determine, by formal vote, that Contractor's Services rendered then -to -date are reasonably and accurately characterized as "excellent, courteous, professional, and significantly above the performance requirements of this Agreement." Section 6, item 3b states that "Contractor's written request for renewal, and the City Council determination of eligibility for renewal must be completed at least nine months prior to the expiration of the then -current agreement or extension period." In accordance with section 6, item 3 of subject request for proposal, Doctor's Ambulance Service respectfully requests that our current contract with the City of Tustin be extended by the allowable four year period (January 1, 1993 to December 31, 1997). 23091 Terra Drive, Laguna Hills, CA 92653 (714) 951-1666 Section 6, item 3c requests that "The Contractor's written request for renewal will include documentation of excellent, courteous and professional services rendered". I have attached several documents received from our patients or their representatives regarding our service. In addition, we have no significant outstanding performance complaints from either the City of Tustin or the Orange County Fire Department. Section 6, item 3c also requests that "Services that are significantly above the agreement's performance requirements which result in a higher level of patient care will be outlined and defined by the contractor". Our performance is measured, in most part, by our "Response to Call" time. Response to call time is the elapsed time between the minute we receive a request for ambulance service from the Orange County Fire Department until the minute we arrive at the incident scene. The contractual requirement by the City of Tustin is 10 minutes for a Code 3 (red lights and siren) response and 15 minutes for a Code 2 (non emergency) response. Our average response times in the City of Tustin from January 1, 1989 to December 31, 1991 are as follows: Total Calls Response Time Code 2 4,507 7.94 minutes Code 3 296 6.83 minutes As you can see, these times are significantly below the contractual requirements. It has been our pleasure to provide the primary ambulance transportation for the City of Tustin since October 1979 and we would appreciate this four year contract extension. BESIDES THE NORMAL DUTIES THAT WERE EXPECTED OF THEM, THEY ALSO HELPED WITH THE SPINAL PRECAUTIONS, VITAL SIGNS, OXYGEN THEREPY, SETTING UP THE I.V.'S, AND HOOKING UP THE MONITOR. I BELIEVE THAT GREG AND EDDIE WERE RESPONSIBLE FOR A VERY QUICK."ON SCENE" TIME,`WHICH_IS,VERY IMPORTANT IN TRAUMA CARE. THEY WERE BOTH VERY PROFESSIONAL, COURT EOU S,'AND ' HARD WORKING. I HAVE WORKED WITH MANY AMBULANCE COMPANYS I.N THE.PAST=AND IT IS RARE TO FIND INDIVIDUALS OF THIER CALIBER.
