DISCUSSION:
January, 1992 brought California its sixth year of drought
conditions. The normal rainfall during the first two months of
this year has helped relieve the severity of the drought. Staff
was informed that the Metropolitan Water District (MWD) Board has
made a reduction in the Incremental Interruption and Conservation
Program (IICP) Stage V (30% reduction) to Stage III (10%
reduction) , only affecting our imported water supply. However, MWD
cautions all agencies to maintain conservation efforts or it may be
necessary to increase the IICP Stage at a later date.
Due ;to the changes in the program, staff will prepare the necessary
Resolution as required by Section F of Ordinance 1063 (establishing
a Mandatory Water Conservation Program) to amend the allowable
water usage and penalties.
During the months of January and February there was a 13% and 7%
reduction in consumption from the base year. Both of these
reductions fall short of the mandatory 15 percent, but because the
overall consumption was below the targeted level the City avoided
paying penalties. Attachment I details the conservation efforts by
month. Additionally, Attachment II graphically depicts water
conservation target information.
