HomeMy WebLinkAboutO.B. 1 ST JEANNE 03-02-92WILLIAM A. HUSTON, CITY MANAGER PUBLIC WORKS DEPARTMENT/ENGINEERING DIVISION STATUS REPORT - ST. OF -WAY ACCESS RECOMMENDATIONS: Receive and file. JEANNE DE LESTONNAC SCHOOL PUBLIC RIGHT - BACKGROUND: At a previous City Council meeting representatives of the St. Jeanne de Lestonnac School, 16791 Main Street, raised concerns relating to the schools access to Main Street, as it pertains to the current Caltrans I-5 widening project, in the vicinity of the school. Council directed staff to work with the school, Caltrans and the condominium development located easterly of the school, to coordinate a solution for the schools access problem as a result of the freeway construction. DISCUSSION: The coordinative efforts to resolve the access issues are still in progress, and the following is a summary of this progress to date: 1. Caltrans has prepared a preliminary design for access to Main Street utilizing the current driveway alignment. This design has been provided to Larry Wilson, a representative of the school for comment and no formal response has been received, as of this date. 2. Caltrans staff has unofficially suggested an alternative to the use of the access described in Number 1, above. In lieu of utilizing the direct public access to Main Street, it was suggested that Caltrans would reconstruct Stoneglass Street to public street standards, subject to. the City accepting it as a public street. The right-of- way acquisition and related costs were not discussed. Additional variations to this alternative were also discussed as follows: a. Convert Stoneglass to a public street and maintain the Main Street driveway as gated emergency access with a narrower roadway width. OLD BUSINESS NO. 1 3-2-92 A G E T'= FEBRUARY 26, 1992 ` WILLIAM A. Convert Stoneglass to a public street and maintain the Main Street driveway as a one-way exit from the school with a narrower roadway width and right turns only at Main Street, and dual use of the one way exit for emergency access. 3. A meeting with the school and their representatives, Larry Wilson, Civil Engineer, Bob Waldron, Right -of -Way Attorney, and Joe Hennessy, Land Appraiser, was held on February 14, 1992 to discuss the alternatives offered by Caltrans. All of the options in Number 21 above, were discussed and no formal response has been received from the school. However, a meeting with the Caltrans Right -of -Way staff has been scheduled for Thursday, March 5, 1992, to discuss the procedures and feasibility of converting Stoneglass to a public street. As of this date, the City has made no contact with the Condominium Homeowners Association regarding the conversion of Stoneglass from a private street to a public street. It is suggested that no contact be made until it has been determined that the conversion is a viable alternative by Caltrans, St. Jeanne de Lestonnac School and the City.
