PARKER, CITY MANAGER FROM: COMMUNITY DEVELOPMENT DEPARTMENT SUBJECT: CITY OF TUSTIN COMMUNITY DEVELOPMENT 2014 YEAR IN REVIEW SUMMARY: Throughout the year, staff provides the City Council with a status of projects that the Planning Commission, Zoning Administrator, or Community Development Director approved; major improvement projects; and other items of interest. The Community Development Department's 2014 Year in Review summarizes the Community Development Department's activity throughout 2014 including discretionary permits processed and approved (i.e. Conditional Use Permits, Design Reviews, Subdivision Maps, etc.), major accomplishments for various functional areas within the Department, Code Enforcement activities, and Building Division activities. RECOMMENDATION: That the City Council receive and file the report. FISCAL IMPACT: None. CORRELATION TO THE STRATEGIC PLAN: The year in review report contributes to Goal E of the Strategic Plan in Organizational Excellence and Customer Service. It is staff's desire to keep the community informed on the status of recent projects which are progressing throughout the City. Sharing this report to the Planning Commission, City Council, and through the City's website, contributes toward both organizational excellence and customer service. During 2014, the Department oversaw significant Planning and Building accomplishments throughout the City. In Old Town Tustin building construction progressed, new businesses opened, and a Downtown Commercial Core Plan study was initiated. In Tustin Legacy two new apartment communities were built, within The District new businesses arrived, and the construction of new communities is also underway. This report contains the Community Development Department's Year in Review accomplishments and activities for 2014. The contents of this report include: Current Planning activities including updates pertinent to Old Town Tustin, Tustin Legacy, The Market Place, The District, other projects throughout the City, and City -wide amendments adopted. Advanced Planning efforts including special projects, management of the Community Development Block Grant Program and workshops held for the community and Planning Commission. The Planning Division Activity Summary which provides a snapshot of the Planning Division's activity by the numbers. Code Enforcement activities throughout the year including the maintenance of the administrative citation program and graffiti abatement. Building Division accomplishments which include construction activity, plan checks, permits, and inspections. The Building Division Activity Summary providing a look at valuations and activity of the Building Division by the numbers. Page 2 City of Tustin Community Development Year in Review 2014 CURRENT PLANNING The Community Development Department's Current Planning efforts include new entitlement, construction, and approvals throughout the City authorized by the Planning Commission, City Council, the Zoning Administrator, and City Staff. Included within the Current Planning section of this Year in Review are details on accomplishments throughout Old Town and Tustin Legacy, new business activities within The Market Place and The District, and other Current Planning projects throughout Tustin. Additionally, Current Planning activities includes City -wide Code Amendments which went into effect in 2014. Old Town Tu The historic core of Tustin underwent many new developments in 2014 from the construction of new buildings, the remodel of existing buildings, to the initiation of a plan to enhance the entire Downtown Commercial Core area. Downtown Commercial Core Plan: Significant progress within the Old Town area m 1143 11 was the introduction of the Downtown Commercial Core Plan (DCCP) study. The goal of the DCCP is to develop a planning document which will facilitate a greater understanding and "sense of place" for the traditional center of Tustin; define strategies to enhance Old Town; create a pedestrian oriented community; revitalize the City's commercial core, protect community resources; improve connectivity and access roads; and, attract new businesses. During 2014, the City entered into a contract with MIG to provide consulting services for this project. MIG has conducted interviews with City leaders, residents, business owners, and community groups, and two community workshops were held. Feedback from members of the public was collected at each of the workshops and is being utilized by MIG to refine the plan. The next community workshop will be held in May of 2015. W Ak 1 -4W� r l ZT =.. ................................... ............................... ti Group working on a mapping exercise at workshop #1 and reviewing design concepts at workshop #2. ...................................... ............................... r .r Page 3 City of Tustin Community Development Year in Review 2014 Commercial Design Guidelines: In November 2014, the City Council approved the Commercial Design Guidelines for the Cultural Resources District. This document serves as a guide to assist property owners, architects, contractors, and other design professionals in understanding the City's goals for the preservation of historically significant commercial buildings. These guidelines are available for the public to download from the City's website, or for review at City Hall. Pedestrian Kiosk Signage: City staff has completed the project of installing four additional signs similar to the kiosk which has been located at the northeast corner of Main and El Camino Real. The kiosk signage is intended to promote the walkability of the area, promote City events, and serve as a display to distribute the Old Town Shopping, Dining, and Event Guide. El Camino Cafe and Time Watches (195 El Camino Real): Construction of this new mixed -use business and office building located on the corner of El Camino Real and Second Street is now complete and both El Camino Cafe Mexican Cuisine and Time Watches are open for business. Vintage Lady (434 El Camino Real): During 2014 construction has continued to progress, and is now close to completion on the rebuilding of this historic structure. The project consists of restoring the building while maintaining the existing historic fagade. Wilcox Manor (310 South Pasadena Avenue): The City Council approved a request to authorize a maximum of 24 paid or charitable events per year at the Wilcox Manor. Additional restrooms to accommodate guests were completed during 2014, and events are now being held at the Manor. Steven's Square (445 South C Street): The top level of the parking structure at Steven's Square was updated with new striping and lighting installation. Black Marlin (560 El Camino Real): In 2014 the Black Marlin was granted a live entertainment permit allowing two to five piece bands to perform. They are known to perform cover band music, blues, jazz and surf music. El Camino Cafe & Time Watches Page 4 City of Tustin Community Development Year in Review 2014 The Swinging Door Saloon (355 El Camino Real): The Swinging Door Saloon underwent a remodel of their fagade giving a "western" style look to their store front. .......................................................... ............................... New western -style fa §ade of The Swinging Door Saloon ... ............................... ....... ............................... .....: Centro Winery /Brewery (140 East Main Street): Centro is a new micro - winery, tasting room, and ancillary brewery which will offer wine and beer made by Pozzuoli Winery, Inc. Customers can order wine or beer or opt for flights to sample the various beverages offered. This project was approved in May 2014 and the tenant improvements to the location are anticipated to be complete in early 2015. Vintage Flea Market Expansion (El Camino Plaza): A temporary use permit was approved for the expansion of the existing Vintage Flea Market which occurs every fourth Sunday of the month in Jamestown Village. The expansion will allow for additional vendors to set up in El Camino Plaza. This expansion is aimed at promoting the walkability of the area and allowing visitors to discover additional retail and dining options in Old Town. Tustin Legacy Taking a drive down the extension of Tustin Ranch Road will show that new construction was well underway in Tustin Legacy during 2014. In addition, further new construction was approved in 2014 and will continue to be seen throughout the coming year. Built and entitled projects within Tustin Legacy can been seen on the map provided as Attachment A to this report. Tustin Legacy New Vision Plan: During 2014 the City continued to partner with Placeworks as a consultant to develop the New Vision Plan for Tustin Legacy. The plan is intended to incorporate new mixed -uses, transportation oriented development, and a main- street concept. Page 5 TUSTIN LEGACY City of Tustin Community Development Year in Review 2014 Amalfi Apartments and Master Sign Plan (16000 Legacy Road): The Irvine Company has constructed 533 units in a new apartment community adjacent to The District. Many of this community's buildings have been approved for occupancy and residents have moved in. The remainder of the buildings will be occupied in early 2015. In addition, the Planning Commission approved a request for the Amalfi Apartment Homes to establish a master sign plan to allow signage for their apartment homes. Anton Legacy Apartments and Master Sign Plan (3100 Park Avenue): St. Anton Partners has constructed 225 affordable apartment units also adjacent to The District. Currently, they are completing the apartment community's amenities and are anticipated to have their units available for occupation in early 2015. Additionally, St. Anton Partners was approved to establish their master sign plan for the Anton Legacy Apartments. Construction of the signage, along with the apartments, continues to progress at the site. M I r---i Page 6 City of Tustin Community Development Year in Review 2014 Greenwood Estates and Master Sign Plan (Disposition Parcels 1 B and 6): In 2014, Standard Pacific Homes received approval to construct 375 single - family residences which are located at Legacy Disposition Parcels 1 B & 6 (area 18 on the Tustin Legacy map included as Attachment A). To date, rough grading of the construction site is progressing and plans for the construction of the model homes are in plan check. An additional approval during 2014 included a master sign plan for the Greenwood Community which will allow signage for the model homes and throughout the new community. Cornerstone I: The City of Tustin is currently working with CBRE to market the Cornerstone I area which will offer a variety of uses including 860,000 square feet of research and development, professional office, and specialized employment uses (referenced as area 9a on the Tustin Legacy map included as Attachment A). Parks throughout Tustin Legacy: Many new parks are currently being conceptualized, reviewed, and constructed throughout the Tustin Legacy area. Each of these parks may be referenced on the Tustin Legacy map (Attachment A) in the respective areas: Veteran's Sports Park - area 2; Legacy Park (Phase 1) - area 9a; Greenwood Park - area 18; and, Victory Park - area 19. South Orange County Community College District (Neighborhood A): This project involves the addition of private uses to the Educational Village in Neighborhood A (area 6 on the Legacy map included as Attachment A) and land exchanges with the City to allow for an adjoining campus site. The land exchange has been formalized, and in 2014 permits to begin rough grading at the site have been issued. Orange County Fire Station 37 (15001 Kensington Park Drive): Although a majority of construction took place in 2013, in March of 2014, Fire Station 37 made their transition from their old facility to the new, and celebrated a grand opening event. Army Reserve Land Exchange: During 2014 negotiations continued between the City and the U.S. Army for the potential relocation from their current Army Reserve Center located on ` - wnkmd` Barranca Parkway adjacent to The District to a new location at the northeast corner of Red Hill Avenue and future Warner Avenue. These areas are referenced in Attachment A. ... .............................. New OCFA Station 37 ..... ..............................: Tustin Legacy Temporary Signage: A request was approved to establish temporary project identification signs throughout the Tustin Legacy area. These signs will include: pylons; vertical signs; fence graphics; banners; marching poles; and, painted paving and will provide information regarding site development and projects occurring throughout Tustin Legacy. .................................. ............................... Sample of fence graphic signage Page 7 City of Tustin Community Development Year in Review 2014 Activity within The Market Place Many new businesses opened within The Market Place during 2014 including: Fibo Kids Art Academy; Kumon Learning Center; Ortho Mattress (expansion); and, Arizona Leather Interiors. The plan check process, construction activities, and inspections for the new businesses were monitored by the Building Division throughout the year, while the Planning Division oversaw the entitlement process for the new activity. Additional activity within The Market Place includes: Mizu Sushi Bar & Grill (2881 El Camino Real): A new restaurant offering Asian fusion food such as sushi and Korean BBQ is now open for business. Jared Jewelers (3017 El Camino Real): This new jewelry store was built from the ground -up during 2014. It opened its doors for business in October. New Restaurant Construction (3030 and 3032 Ell Camino Real): A new building has been constructed which will be the future home of two new restaurants. The shell of the restaurant pad is complete, and individual tenant improvements to the site will be the next step in the process for the prospective restaurants. City of Tustin Community Center (2961 El Camino Real): Interior improvements were made to the former Edward's Theater for a new City of Tustin Community Center. This project demonstrated a positive partnership between the public and private sectors. The City of Tustin gained an approximately 23,000 square foot facility, and the transfer of development rights allows the Tustin portion of The Market Place to utilize the additional square footage for other potential development sites. This new community center will be available for City events and for members of the public to reserve through the Parks and Recreation Department. Miguel's Jr. Homestyle Mexican Food (2855 El Camino Real): In 2014 the Planning Commission approved a request to construct a new Miguel's Jr. restaurant, including a drive -thru, within The Market Place. Grading work is currently in progress at the construction site, and building plans are under review by City staff. ....... ........... .................. No fj Page 8 City of Tustin Community Development Year in Review 2014 Activity within The District The District Shopping Center continues to attract new businesses as well. A few businesses that opened during 2014 include: Pinot's Palette; It's Boba Time; Phenix Salon Suites; and, The Denim Lab. The plan check process, construction activities, and inspections for the new businesses were monitored by the Building Division throughout the year, while the Planning Division oversaw the entitlement process for the new activity. Additional activity within The District includes: J. Zhou Oriental Cuisine (2601 Park Avenue): A new Chinese /Cantonese fusion restaurant opened in June 2014. The owner of this new restaurant also owns a location in Rowland Heights called Happy Harbor. Costco Gas (2437 Park Avenue): Costco has completed the process of expanding their gas station to include three additional pump islands providing six new dispensers total. Union Market (2493 Park Avenue): A new indoor marketplace -type store featuring independent gourmet food, fashion, and lifestyle businesses progressed significantly in 2014, and is nearly complete. The fashion and lifestyle businesses are now open with the restaurants completing their individual tenant improvements within the structure. Bowl of Heaven (2423 Park Avenue): This new acai fruit bowl and smoothie shop has progressed with their tenant improvements during 2014 and is nearly complete. Page 9 City of Tustin Community Development Year in Review 2014 'leer Projects throughout Tusti- Besides the activities happening within Old Town, Tustin Legacy, The Market Place, and The District, there were many Current Planning projects approved and constructed throughout the entire City. These projects include the following: Kaiser Permanente (2521 Michelle Drive): Kaiser Permanente has acquired property in the Irvine Industrial Complex and has converted the existing industrial building into medical offices which were opened in April 2014. The opening of this medical facility brought 150 new jobs to Tustin. Condominium Development (1872 San Juan Street): In October 2014 the Planning Commission approved a request to subdivide an approximately 2.25 acre site for condominium purposes and construct 26 single - family detached residences. ....................................................... ............................... Wireless Facility (3002 Dow Avenue): The Planning Commission approved a request for Verizon Wireless to construct a new wireless telecommunications facility consisting of a faux eucalyptus tree. Plans for installation of the new facility are currently under review by City Staff. Grower's Direct, Inc. (155 West First Street): During 2014, construction began to progress on a new mixed use building which will open as a florist shop on the first floor and include offices on the second floor. Construction is anticipated to be complete in 2015. Crunch Fitness (520 East First Street): A new Crunch Fitness gym and fitness center has completed tenant improvements and has opened for business in Larwin Square. (left) Crunch Fitness (right) ....................................................... ..............................� Page 10 City of Tustin Community Development Year in Review 2014 Koki's Teppanyaki Grille (1061 East Main Street): Koki's held a grand re- opening event in March 2014 after completing tenant improvements and expanding into an adjacent suite. Petco (1192 Irvine Boulevard): Petco was approved to relocate from their current location off of Newport Avenue to the Tustin Heights Center on Irvine Boulevard. Tenant improvements to their new location are anticipated to commence soon. Nocturnal Lights, Inc. (2600 Walnut Avenue, Ste. F): A request was approved for the operation of ancillary scuba instruction within an existing wholesale and online scuba store. The instruction consists of small classroom lectures and presentations, with the pool and ocean training occurring off -site. UC Irvine Health (1451 Irvine Boulevard): A new urgent care and primary care facility by UC Irvine Health has now opened in the former Scientology building's location. In addition, a master sign plan was approved for the subject location. il- 99 Cents Only Stores (13721 Newport Avenue & 14551 Red Hill Avenue): A 99 Cents Only Store has opened at the former Office Depot location in the Tustin Plaza shopping center located on Newport Avenue, and Tenant improvements are currently in progress for a 99 Cents Only Store to be established in the former Woori Market location off of Red Hill Avenue. Electrology School (17632 Irvine Boulevard): In September the Zoning Administrator approved a request for a licensed electrology school to establish in an existing tenant space. Their approval is complete and they are operating their business. City of Tustin Community Development Year in Review 2014 DaVita (721 West First Street): A new DaVita Tustin Dialysis Center will open at the subject location. Tenant improvements are currently in progress for this project. Kaminariya Yakitori Dining (14071 Newport Avenue): This yakitori restaurant recentl Tustin Freeway Center. Floyd's Barbershop (12872 Newport Avenue): A new barbershop has opened at the subject location known as "the original rock `n roll barbershop." Daiso Japan (526 East First Street): A new Japanese market has opened in Larwin Square. Respite Park (450 El Camino Real): A Zone Change was approved converting the existing vacant land and respite park in Old Town from Central Commercial (C2) District to Public and Institutional (P &I) District and approving a Conditional Use Permit for a small public park. Wireless Facility (14450 Chambers Road): A request was approved by the Planning Commission for AT &T to construct a faux - eucalyptus wireless facility at the subject location. Performing Arts Studio (3002 Dow Avenue, Ste. 106): The Performing Arts Guild of Orange County was approved to operate a performing arts studio at an existing light- industrial office complex. Pitching and Hitting Training (2650 Walnut Avenue, Ste. A): Similar to the abovementioned use, Tustin Strike Zone was approved to operate one -on -one pitching and hitting instruction /training at an existing light- industrial office complex. Golubitsky Fencing Center (1652 Edinger Avenue, Ste. B): G -Team, Inc. was approved to establish a 6,000 square foot competitive foil fencing center in an existing tenant space within the Tustin Business Park. The fencing center is now open, and it offers coaching and training for competitive fencers of all ened in the ages. ........... ............................... ............... November 2014, the City Council approved the request for a Specific Plan Amendment to the MCAS Tustin Specific Plan to add park - related uses as permitted uses within Planning Area I. This will facilitate the inclusion of a 7.5 acre site to the Tustin Legacy Master Plan. City of Tustin Community Development Year in Review 2014 ADVANCED PLANNING AND SPECIAL PROJECTS Staff within the Community Development Department continued to support the City of Tustin during 2014 through Advanced Planning and special projects. Advanced Planning includes grant activities, historic preservation, environmental studies, census /demographic research along with other special projects and activities. Certified Local Government Annual Report: This report summarizes the City's historic preservation efforts and describes how the City met all of the minimum requirements of the Certified Local Government (CLG) program during the 2013 -14 reporting period. This annual report was approved by the Planning Commission and transmitted to the State Office of Historic Preservation in December 2014. The CLG document is provided as Attachment B to this report. J General Plan Annual Report: This progress report to the Planning Commission and City Council was presented in February and March 2014. The report ' provides an update on the status of the City's General Plan and the progress in its implementation, including the progress in meeting the share of regional housing needs and efforts to remove government constraints to housing development, maintenance, and improvement as required by State law. 2013 Ann-1 RepoO Environmental: The Community Development Department continued to review e and prepare environmental documents and comments for significant projects throughout the county including: the John Wayne Airport Settlement Agreement Environmental Impact Report; the U.S. Army Reserve Center Environmental Assessment and Draft Finding of No Significant Impact; and, other cities environmental reviews. Assembly Bill 2766 — Vehicle Subvention Fee Program: Each year, the City Council authorizes the use of the City's annual disbursement of Assembly Bill 2766 funds to offset costs for state mandated vehicle emission reduction programs implemented by the City of Tustin. For the 2013 -14 Fiscal Year, $100,000 in funding was allocated to the installation and construction of pedestrian and traffic calming enhancements and improvements throughout Old Town Tustin, which will be identified in the Downtown Commercial Core Plan. John Wayne Airport Noise Reporting: The Community Development Department continued to monitor and review the quarterly John Wayne Airport Noise Abatement Reports and Program to ensure compliance with airport /city noise standards. Tustin Pioneers Recognition Program: A new program is underway which will honor pioneers of Tustin by placing busts of the pioneers in public places throughout the City. The guidelines for the program have been approved, and City staff has reviewed bids for vendors to fabricate the busts with the Ad hoc Committee. In addition, City staff is working on applying for a grant to help fund a portion of this program. The first bust which is proposed to be created would be of the City's founder, Columbus Tustin. Special Projects: A number of special projects progressed during 2014 including: the Downtown Commercial Core Plan study; the Commercial Design Guidelines; and the Tustin Legacy New Vision Plan. Please see the previous sections of this report on Old Town and Tustin Legacy for further detail on these projects. Page 13 City of Tustin Community Development Year in Review 2014 Mills Act: The Community Development Department continued to maintain the Mills Act Contract program and monitored all 16 contracts for the following locations: 178 N. B Street Commendation and Historic Register Nominations: The City's Commendation Program recognizes an Old Town property of outstanding merit as often as every calendar quarter. A decorative sign is placed at the property, and the property is recognized at a City Council Meeting. Properties in Old Town may also participate in the City's plaque designation program, called the Tustin Historic Register Plaque Program. A bronze plaque is provided which displays the construction date of the building and its historic name. During 2014, the Artz Building (150 & 158 West Main Street) was commended by the City Council and received a place in Tustin's Historic Register, and the Kiser House (175 South A Street) was also added to Tustin's Historic Register. Projects completed during the year 2014 which were supported by CDBG funding include: the Frontier Park Sprayground; Peppertree Park Bocce Ball Courts; and, Old Town Kiosk Signage. Additional workshops presented by City Staff include: Second Residential Units: This workshop was presented to the Planning Commission to readdress the topic of property owners in Old Town having and renting second residential units. The workshop provided conceptual amendments, discussed the implications of second residential units, and gathered feedback from both the public and Commission. This workshop is intended to orient new members to the Commission and update veteran Commissioners on City guidelines or changes in legislation. Code Enforcement Officers George Wiesinger and Brad Steen received a Commendation by department management and were recognized at a Planning Commission meeting for their dedication and outstanding work in support of the department and the community of Tustin during 2014. The following statistics and figures describe the Code Enforcement Division's activity for 2014: A total of 182 code cases were opened in 2014 of which 25 of those cases remain open and ongoing to date, and 157 of those cases are closed. The administrative citations program continued to assist Code Enforcement officers and Police Officers in resolving code violations in a timely manner. In 2014, there were 29 administrative citations issued and processed by the Code Enforcement Division. Code Enforcement Officers, Police Safety Officers, and the City's graffiti removal contractor actively responded to and removed a total of 3,488 incidents of graffiti. Approximately $137,220 was spent in 2014 on the removal of graffiti. The number of graffiti incidents reported each month for the past three fiscal years, as well as the current fiscal year, can be seen in Figure 1. Attachment C to this report displays the locations of all graffiti incidents reported during 2014. NITF is a community governance committee, originally formed by the Tustin Police Department, in which collaborative efforts from different City departments, outside agencies, and community -based organizations work together to provide services to address community problems. Working as part of the NITF 1,375 large trash items were removed in 2014 by CRU Waste Services, and 103 items were moved by Code Enforcement Officers. This represents an eight percent increase in large trash items removed compared to last year. The NITF has also identified project areas in which the needs of the area are assessed, outreach is conducted, and improvements are made. During 2014, the areas of focus included Altadena Drive /Bliss Lane, and Myrtle and Pasadena Avenues south of McFadden Avenue. The outreach that was conducted included: A town hall meeting; Neighborhood Watch groups; crime impact; crime statistics survey; and, crime free multi- housing. The improvements that were made included: Installing new LED street lighting; street tree trimming /removal of trees blocking lights /replanting (if necessary); sidewalk repair; street slurry; painting red curbs; code enforcement for property maintenance issues and large trash pick -up; and, implementation of crime -free multi- housing. The photos below demonstrate some of the work of the NITF. The photos are of an abandoned apartment complex on South Myrtle Avenue. The first photo shows the state of the apartment as it was discovered by the NITF; the second photo captures the NITF and volunteers cleaning the area and boarding up the apartment; and the third photo shows the apartment today which is now properly secured and under ownership of the bank. During (middle) After (bottom) City of Tustin Community Development Year in Review 2014 BUILDING DIVISION The Building Division is responsible for the acceptance, review, and approval of all applications for building, electrical, mechanical, plumbing and grading permits, and for performing all required inspections during construction. The Building Division actively and cooperatively coordinates with the Public Works Department, the Orange County Fire Authority for inspection and enforcement, various utility companies and agencies, and other regulatory agencies such as the State Department of Health Services, Orange County Health Care Agency, and the Regional Water Quality Control Board to ensure storm water runoff is well controlled during construction. The following are the major accomplishments and highlights from the Building Division in 2014: Construction Activities: In 2014, the Building Division addressed a steady stream of plan check and construction activities associated with the regional recovery from the recent economic recession. Building inspection, Code Enforcement and planning staff continued plan check, permitting, inspection and enforcement activities during this time. Construction continued to progress on 533 apartment units by The Irvine Company, and 225 apartment units by St. Anton Partners at Tustin Legacy. In addition, Standard Pacific (Greenwood Estates) has obtained grading permits and submitted construction plans for new model homes associated with their 375 unit, single family home project at Tustin Legacy. It is anticipated that Standard Pacific will obtain approximately 84 permits to construct the first phase units associated with this development by the end of this Fiscal Year (June 30, 2015). Plan checks that cannot be accomplished at the counter are completed and returned to the applicant within a very fast 10 working days (151 submittal), and 5 working days for subsequent submittals. In addition, applicants can request expedited plan check services ensuring a 2 -3 day plan check response when urgently needed. Emergency Response: Building Division staff support Police Department and OCFA's emergency responses when fires or vehicular collisions involve a structure. These activities include after -hour responses on weekends, evenings and holidays. Through November of 2014, the Building Division staff responded to 15 auto - structure collisions, structural fires, and structural or other damages due to high winds or earthquakes. �Q Permit Tracking System: The Building Division is working to secure a new A computerized permit tracking system that will maintain and organize permit �IV and Planning Division records. The system would also support Public Works, Police Department, Business License and Economic Development Department information tracking requirements and allow information to be used by and shared between the various divisions. When operational, the system would allow the public to apply for building permit and business license applications online, as well as view the status of their applications through final inspection /approval. Storm -Water Inspections: Building plan checkers ensure compliance with State requirements for water quality control plans and inspectors and code enforcement officers ensure that storm water runoff control is installed and maintained at construction sites. Staff also ensures that active construction sites install adequate runoff prevention devices and sandbags prior to the beginning of the rainy season to ensure that approved preventative measures are in place, and that they are effective at preventing sediments from entering the storm water system. Following a storm, inspectors re- inspect the site to ensure that the preventative measures were effective, and that uncontrolled runoff or mud is not allowed to leave the site. Business Licenses & Design Reviews: Building Division staff continued to review business license applications to ensure that any new or proposed change of use of a building is acceptable for its intended use. Staff also participates in the Department's Design Review process and provides proactive input to ensure proposed development in Tustin complies with City - adopted building Codes and other regulations. This effort also involves coordinating with OCFA on occupancies regulated by the Fire Code. Code Enforcement: Building Division staff members and Code Enforcement officers work together on investigation and enforcement of zoning violations and illegal construction - related cases. In addition to the minimum CLG requirements, OHP is interested in a Summary of Local Preservation Programs A. What are the most critical preservation planning issues? City staff learned through public workshops that the following preservation planning issues are critical to the community: 1) The relationship between preservation and property values; 2) The justification for preserving less significant historic structures; 3) The relationship between preservation and private property rights; 4) Preservation without placing a financial burden on property owners; 5) Preservation of neglected structures; 6) Financial incentives for preservation; and 7) Nonconfoming historic structures. B. What is the single accomplishment of your local government this year that has done the most to further preservation in your community? The single accomplishment that has done the most was the continued implementation of Tustin's Mills Act Program. As of the end of the reporting period, the owners of 16 properties had executed historic property preservation agreements with the City through the Mills Act Program. C. What recognition are you providing for successful preservation projects or programs? The City of Tustin has a quarterly commendation program that recognizes outstanding historic properties. Also, Huell Hawser's California's Gold television program explored and recognized several of Tustin's most outstanding historic sites. During the last reporting period, the City of Tustin developed the Commercial Design Guidelines for the Cultural Resource District, continued the Commendation Program, the Tustin Historic Register Plaque Program, the Mills Act Program, continued to review certificates of appropriateness. Although the City did not identify it as a goal, the City is in the process of considering possible amendments regarding second residential units in old Town. E. What are your local historic preservation goals for 2013 -2014? The Planning Commission has identified the following duties and responsibilities related to historic preservation: 1) Review and update the existing Residential Design Guidelines (completed); 2) Develop Commercial Design Guidelines (completed); 3) 20 Certified Local Government Program -- 2013 -2014 Annual Report (Reporting period is from October 1, 2013 through September 30, 2014) Preserve the City's CLG status and Overlay District; 4) Consider the Urban land Institute Study; 5) Update the Historical Resources Survey; 6) Continue the Commendation Program; 7) Continue the Tustin Historic Register (Plaque) Program; 8) Continue the Mills Act Program; 9) Continue the review of certificates of appropriateness; and 10) Identify means for preserving historic resources along First Street as part of the First Street Specific Plan Amendment project (completed).
