ADVERTISEMENT FOR BIDS FOR THE BIOFILTRATION RETROFIT —
EDINGER /RED HILL/VALENCIA/KENSINGTON PARK QUADRANT
CONSTRUCTION PROJECT CIP NO. 50041
SUMMARY
The plans and specifications for the Biofiltration retrofit of the Edinger /Red
Hill/Valencia /Kensington Park Quadrant Construction Project, CIP No. 50041 have been
prepared and the project is ready to be bid.
RECOMMENDATION
It is recommended that the City Council adopt Resolution No. 15 -02 approving the plans and
specifications for the Biofiltration retrofit of the Edinger /Red Hill/Valencia /Kensington Park
Quadrant Construction Project, CIP No. 50041, and authorize the City Clerk to advertise to
receive bids.
FISCAL IMPACT
Funds have been budgeted and appropriated in the Fiscal Year 2014 -2015 Capital
Improvement Program for the project in the Biofiltration retrofit of the Edinger /Red
Hill/Valencia /Kensington Park Quadrant Construction Project, CIP No. 50041. The engineer's
estimate for the project is $1,600,000. The project is partially funded by the OCTA Measure M2
Environmental Cleanup Program Tier 2 Grant. OCTA will provide $1,200,000 and the City is
required to provide a match of $400,000.
CORRELATION TO THE STRATEGIC PLAN
The retrofit of the catch basins in the Edinger /Red Hill/Valencia /Kensington Park quadrant
contributes to the fulfillment of the City's Strategic Plan Goal B: Public Safety and Protection of
Assets. Specifically, the project implementation of Strategy 3, which among other items, is to
ensure continuous maintenance and improvement of flood control facilities.
DISCUSSION AND BACKGROUND
In April 2014 the OCTA Board awarded the City of Tustin $1,200,000 under the Measure M2
Environmental Cleanup Program Tier 2 Grant to retrofit 29 existing catch basins with
biotreatment Best Management Practices (BMPs). The catch basins to be retrofitted are
located on Armstrong Avenue, Lansdowne Road, Severyns Road, Valencia Avenue and
Kensington Park Drive within the Tustin Legacy. The project consists of the excavation and
installation of 29 vaults and the connection to the existing storm drain system.
The tentative schedule for construction of the project is as follows:

Since this project involves the replacement and repair of existing facilities with conversion of small
structures, it is Categorically Exempt under California Environmental Quality Act (CEQA)
requirements. A Notice of Exemption has been prepared for the project, and will be recorded with
the County of Orange.

RESOLUTION NO. 15 -02
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN,
CALIFORNIA APPROVING PLANS AND SPECIFICATIONS FOR THE
BIOFILTRATION RETROFIT — EDINGER /RED HILL/VALENCIA/KENSINGTON
PARK QUADRANT (CIP NO. 50041) CONSTRUCTION PROJECT AND
AUTHORIZING ADVERTISEMENT FOR BIDS
WHEREAS, it is the intention of the City Council of the City of Tustin, California to
contract for the retrofit the catch basins within Armstrong Avenue, Lansdowne Road, Severyns
Road, Valencia Avenue, and Kensington Park Drive (CIP No. 50041); and
WHEREAS, the City Engineer has presented plans and specifications for the
construction of said work; and
WHEREAS, this project is categorically exempt from the requirements of the California
Environrtiental Quality Act (CEQA); Class 1, Section 15301: Existing Facilities and Class 3,
Section 15303: Facilities -Conversion, and
NOW, THEREFORE, BE IT RESOLVED that the plans and specifications presented by
the City Engineer are hereby approved as the plans and specifications for:
Biofiltration Retrofit — Edinger / Red Hill / Valencia / Kensington Park Quadrant
Construction Project, Project CIP No. 50041;
BE IT FURTHER RESOLVED that the City Clerk is hereby authorized and directed to
advertise as required by law for the receipt of sealed bids or proposals for the performance of
the work specified in the aforesaid plans and specifications;
PASSED AND ADOPTED at a regular meeting of the City Council of the City of Tustin
held on the 3rd day of February, 2015.
