SUBJECT: ADOPT RESOLUTION NO. 15 -06 TO ACCEPT IMPROVEMENTS FOR THE
WILLIAMS STREET STORM DRAIN BETWEEN MCFADDEN AVENUE AND
ALLIANCE AVENUE PROJECT (CIP 50037)
SUMMARY
Construction of the Williams Street Storm Drain between McFadden Avenue and Alliance Avenue
Project (CIP 50037) has been completed to the satisfaction of the City Engineer and the project is
now ready for City Council acceptance.
RECOMMENDATION
It is recommended that the City Council:
Adopt Resolution No. 15 -06 accepting the construction of the Williams Street Storm Drain
between McFadden Avenue and Alliance Avenue Project (CIP 50037); and
2. Authorize the City Engineer to' execute and file the Notice of Completion with the County
Recorder's Office.
FISCAL IMPACT
The construction budget for the Williams Street Storm Drain between McFadden Avenue and
Alliance Avenue Project (CIP 50037) was $871,144. The final construction cost for this project is
$850,873. The project was funded through a combination of sources that included Community
Developmenf Block Grant (CDBG) Program funds (Fund 120), Water Capital Fund (Fund 301) for
necessary modifications to existing water mains, and Gas Tax (Fund 130).
CORRELATION TO THE STRATEGIC PLAN
The project contributes to the fulfillment of the City's Strategic Plan Goal B: Public Safety and
Protection of Assets. Specifically, the project implements Strategy #3, which among other items, is
to ensure continuous maintenance and improvement of flood control facilities.
DISCUSSION
The project covers the segment of Williams Street between McFadden Avenue and Alliance
Avenue and consisted of connecting to the existing 33 inch reinforced concrete pipe storm drain at
the intersection of McFadden Avenue and Williams Street; installation of a new storm drain on
Williams Street northerly to Alliance Avenue; removal of existing cross gutter and installation of
new catch basins at the intersection of Williams Street and Alliance Avenue; installation of water
quality devices to satisfy National Pollutant Discharge Elimination System (NPDES) requirements;
installation of curb ramps to be in compliance with current federal Americans with Disabilities Act
(ADA) requirements; modifications to existing water mains in conflict with the proposed storm drain

improvements; asphalt concrete pavement overlay; replacement of striping and pavement
markings; and adjustment of manhole rims and valve boxes to grade.
Construction of the project is deemed complete to the satisfaction of the City Engineer and is now
ready for City Council acceptance.

RESOLUTION NO. 15 -06
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN,
CALIFORNIA, ACCEPTING THE WORKS OF IMPROVEMENT AND
AUTHORIZING THE RECORDATION OF THE NOTICE OF
COMPLETION FOR THE WILLIAMS STREET STORM DRAIN
BETWEEN MCFADDEN AVENUE AND ALLIANCE AVENUE PROJECT
(CIP 50037)
WHEREAS, GCI Construction, Inc., having a contract with the City of Tustin to
construct the hereinafter described public works and improvement; and
WHEREAS, the City Engineer has duly certified to the construction and
completion of said public improvement hereinafter mentioned in a manner satisfactory
to the City Council of the City of Tustin; and
WHEREAS, the City Council finds that said contractor has completed said public
improvement hereinafter more particularly described in accordance with the provisions
of the contract documents and the Notice of Completion, and acceptance of said public
works and improvement should be filed and payment of the balance due said contract
authorized in accordance with the contract documents;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Tustin
that said public works and improvement is found to be complete, and the same is
hereby accepted.
Said public works and improvement is more particularly described as follows:
Williams Street Storm Drain Between McFadden Avenue and Alliance Avenue Project
(CIP 50037)
BE IT FURTHER RESOLVED that the City Engineer of the City of Tustin is
hereby authorized to execute and file a Notice of Completion for the acceptance of said
public works and improvement described herein as required by law.
