SU13JECT: AWARD OF CONTRACT FOR CONSULTANT SERVICES -
WATER SYSTEM HYDRAULIC NETWORK ANALYSIS MODEL
RECOMMENDATION:
That the Tustin City Council, at their regular meeting of February 18, 1992, authorize the
Mayor to execute a professional services agreement with the firm of AKM Consulting Engineers
of 101 Pacifica, Suite 150, Irvine, CA 92718, to prepare a dynamic hydraulic network analysis
computer model (Model) of the City's water system, recommend and specifiy computer
equipment to operate the program, and train City staff in its use. Funds for this project are
currently available in the 1991-92 FY Budget.
BACKGROUND:
Request for proposals were solicited on November 22, 1991 from five consulting engineering
firms, as authorized by City Council on November 4, 1991, to perform the work as noted above.
Proposals were received on December 17, 1991 from the four firms as follows:
AKM Consulting Engineers
ASL Consultants, Inc.
Daniel Boyle Engineering, Inc.
Willdan Associates
DISCUSSION:
The proposals have been evaluated by three staff members on the basis of demonstrated
competence, professional qualifications necessary for the satisfactory performance of the required
work, and familiarity and prior experience with providing the requested services.
The selection committee is recommending AKM Consulting Engineers to prepare a Model and
train City staff for the fee of $45,568. A copy of the committee's Proposal Evaluation Form
Summary is attached. 9
