ADOPTION OF RESOLUTION NO. 92-32 APPROVING THE CITY OF
TUSTIN' S APPLICATION FOR A HOUSEHOLD HAZARDOUS WASTE GRANT FOR
PUBLIC EDUCATION BROCHURE
RECOMMENDATIONS:
It is recommended that the City Council adopt Resolution No. 92-32
approving and authorizing the submittal of the City of Tustin's
application for a grant from the California Integrated Waste
Management Board for the development and distribution of a
Household Hazardous Waste Public Education Brochure.
BACKGROUND:
In accordance with the mandates of Assembly Bill 2448, the
California Integrated Waste Management Board established the
Household Hazardous Waste Grant Program. The purpose of the
program is to award grants to cities, counties, and local agencies
for local programs that help prevent the disposal of hazardous
waste, including household hazardous waste, at solid waste
landfills. The grants are awarded on a competitive basis, with a
maximum grant amount of $120,000.
DISCUSSION:
With the recent distribution of the City of Tustin recycling
brochure to every commercial and residential address in the City,
staff has seen a marked increase in the number of requests for
information pertaining to the appropriate disposal of household
hazardous waste, such as paint, pesticides, motor oil and
antifreeze.
Currently, the County of Orange operates three no -charge collection
facilities for County residents, however, their public education
efforts are minimal. Additionally, there are some local businesses
who will accept specific household hazardous wastes for a nominal
charge who also do not widely advertise their services. It is
staff's intent to develop a brochure for City-wide household
distribution identifying these facilities, as well as encouraging
other household hazardous waste management practices. The
estimated cost for the development and distribution of the brochure
is $10,300, which is the amount requested in the Grant Application.
Upon Council approval of Resolution No. 92-32 the Grant
will be forwarded to the California Integrated Waste
Department for review and consideration. The award of

RESOLUTION NO. 92-32
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN,
CALIFORNIA, AUTHORIZING THE HOUSEHOLD HAZARDOUS WASTE
GRANT APPLICATION FOR SUBMITTAL TO THE CALIFORNIA
INTEGRATED WASTE MANAGEMENT BOARD
WHEREAS, the City of Tustin has recognized that it is in
the public interest to enact and implement an integrated waste
management plan to address the State's diminishing landfill
space and the potential advise environmental impacts from
landfilling; and
WHEREAS, funds have been established by Assembly Bill
2448 and are available from the Solid Waste Disposal Site
Cleanup and Maintenance Account in the State's General Fund
through the California Integrated Waste Management Board for
grants to local governments to establish and implement waste
diversion, separation, and education programs to prevent the
disposal of hazardous waste in solid waste landfills.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF TUSTIN,
CALIFORNIA, DOES HEREBY RESOLVE, DECLARE, DETERMINE AND ORDER
AS FOLLOWS:
SECTION 1. The City Council authorizes the submittal of
an application to the California Integrated Waste
Management Board for a Household Hazardous Waste Grant.
SECTION 2. The Director of Public Works/City Engineer of
the City of Tustin, California, is hereby authorized and
empowered to execute in the name of the City of Tustin
all necessary applications, contracts, and agreements and
amendments hereto for the purposes of securing grant
funds and to implement and carry out the purposes
specified in this application.
PASSED AND ADOPTED by the City Council of the City of
Tustin at a regular meeting held on the 18th day of February,
1992.

SECTION 1 - GRANT ELEMENTS
GRANT ELEMENT 1
Describe the HHW disposal problem, including the amount of HHW
generated in the program area.
The City of Tustin is centrally located in Orange County, covering
approximately 11 square miles, with a population of 52,145. It is
a diverse community, encompassing both urbanized and agricultural
areas. The City of Tustin has experienced a consistent population
growth in the last decade, with corresponding growth in the solid
waste and household hazardous waste (HHW) streams.
The City of Tustin disposed of approximately 86,827 tons of solid
waste in 1990 at both the Santiago Canyon Landfill and the Prima
Deshecha Landfill. The residential solid waste stream for Tustin
totalled 23,619 tons in 1990. The waste Generation Study,
conducted by consultants for the County of Orange in 1990,
identified a small but significant quantity of HHW in the City's
residential waste stream.
The estimated amount of HHW being illegally disposed of in the
City's residential solid waste stream, as identified in the Orange
County Waste Generation Study, is 262 tons, as shown in Table 1.
As a comparison, Table 1 also lists an estimate of HHW generation
in Tustin Based on a study conducted by Marin County by researchers
from Arizona State University.

The aforementioned Waste Generation Study is included in the City's
HHW Element required by AB939, the California Integrated Waste
Management Act. Said Element is included as part of the Grant
Application package.
Currently, the City of Tustin does not sponsor any HHW collection
programs. The County of Orange has accepted this responsibility on
behalf of all County Cities and likewise currently operates three
regional HHW collection facilities. As stated in the HHW Element,
it is the intent of the City of Tustin to support and encourage the
utilization of the facilities through public education and
information programs.

Recommendation for a City Public Education Brochure
The City of Tustin has seen a marked increase in the number of
requests for information pertaining to the proper disposal of HHW.
Thus, the City has recognized that there is a definite need for an
effective public education and information program to insure the
safe handling and disposal of HHW. Public education and
information promote the reduction of HHW used by residents and are
key components to any HHW program. The general public needs to
know what constitutes HHW, information on non-toxic alternatives to
hazardous products, which HHW may be recycled and where, and which
HHW, after treatment, may be disposed of at the landfill.
Building on the County's existing public education program, the
City of Tustin intends to develop a brochure expanding the County's
effort, concentrating on two themes:
1. Importance of source reduction and responsible consumer
behavior, and,
2. Availability and convenience of the permanent HHW
collection facilities.
The brochure will be sent to every household in the City, including
apartments and condominiums, which comprise approximately 70% of
the City's housing units. The Public Works Department will serve
as the lead agency in preparation and distribution of the brochure,
which will be prepared with the assistance of a professional
marketing firm.
GRANT ELEMENT 2
Describe the program goals and objectives and specific measures to
be taken to mitigate the HHW disposal problem, including specific
actions which will be taken to mitigate the HHW disposal problem.
1. EDUCATION OF TUSTIN RESIDENTS REGARDING PROPER AND SAFE
HOUSEHOLD HAZARDOUS WASTE MANAGEMENT PROCEDURES AND
RESPONSIBILITIES.
ACTION:
1. Develop and distribute an educational and informational
brochure providing information on the chemical
properties, health effects, safe disposal methods and
responsibilities and alternative management techniques of
HHW.
2. REDUCE HHW GENERATED AND/OR IMPROPERLY DISPOSED OF IN THE
CITY OF TUSTIN
ACTION:
1. Provide information in the brochure which will increase
public awareness in the identification, segregation, and
disposal of HHW.

2. Provide information in the brochure regarding the proper
handling of household toxic materials.
3. Provide information in the brochure regarding the long
range consequences of improper disposal. ,
4. Provide information in the brochure regarding County -
sponsored and privately operated HHW collection
facilities.
GRANT ELEMENT 3
Describe tasks necessary to complete the proposed program and the
implementation schedule for the proposed tasks.
Please see Work Statement Form and Work Schedule, Section 2.
GRANT ELEMENT 4
Describe the geographic area to be services.
The public education brochure will be mailed to all households
within the boundaries of the City of Tustin. There. are
approximately 19,000 housing units in the City, comprised of single
family homes, condominiums, and apartment complexes.
GRANT ELEMENT 5
Prepare a budget report describing the costs for the proposed
project.
All personnel expenses will be paid out of the City's General Fund
as the local contribution. The Personnel Expenses are as follows:
1 Administrative Assistant, Salary Rate: $ 20.93/hour
4 hours per week (6 weeks) 502.32

GRANT ELEMENT 6
Describe funding sources which will be used for the program.
The City of Tustin will be committing local funds to the
development of the HHW Public Education Brochure in the approximate
amount of $650.00 for personnel costs. These funds will be paid
out of the City's General Fund. No other sources have been
identified for the development and distribution of the brochure.
Although the City recognizes the importance of public education in
addressing the HHW management issue, because of current budget
constraints, the project can not be completed without the requested
funding. If the City's request is denied, the City will continue
to explore funding alternatives, such as private sector
involvement donations and contributions from citizen groups.
Additionally, the City may explore the development and distribution
of a regional brochure with neighboring jurisdictions, to offset
costs. No alternative funding sources have been sought at this
time.
GRANT ELEMENT 7
Provide a report of insurance coverage for the project.
There is no insurance required for the development and distribution
of the HHW Public Education Brochure.
GRANT ELEMENT 8
Provide a copy of variances or permits from the Department of Toxic
Substances Control (DTSC) and the federal EPA generator
identification number.
Department of Toxic Substances Control (DTSC) approval is not
required for the development and distribution of the HHW Public
Education Brochure.
The City of Tustin's EPA identification number is CAD 981414212.
GRAND ELEMENT 9
Describe any recycling and/or reuse efforts for HHW which will be
used in conjunction with the proposed project.
The City of Tustin's proposed HHW Public Education Brochure will
encourage residents to utilize the County's existing collection
facilities for proper disposal and management of HHW, as well as
identify privately operated facilities in the City. Currently, the
used oil, latex paint, anti -freeze and lead -acid batteries
collected at the County's permanent HHW collection facilities are
recycled to the fullest extent possible. oil-based paints
collected at the permanent HHW collection facilities are typically
blended with other fuels for incineration. Sometimes these blended
fuels are used as a supplemental energy source for industries such
as cement kilns. Solvents, photographic wastes, oil rags, wastes
with formaldehyde and empty HHW containers may be -recycled.
GRANT ELEMENT 10
Describe the public education and awareness efforts to be used.
As stated previously, a HHW Public Education Brochure will be
prepared and sent to every household in the City of Tustin. The
brochure will encourage residents to buy less toxic and non-toxic

products, to buy smaller quantities, and then to use up what they
buy. It will also discuss the proper disposal of HHW and identify
both local and regional collection facilities.
The Brochure will also be available at the public counters at City
Hall, the public library, and will be sent to the local newspapers
as press information.
GRANT ELEMENT 11
Describe the cooperative efforts between local government agencies
and interested citizen groups regarding the implementation of the
program.
The City of Tustin will solicit input from the County of Orange
regarding the information contained in the HHW Public Education
brochure to ensure accuracy and comprehensiveness, prior to its
printing and distribution. As the brochure will be mailed to every
household in Tustin, coordination with the County is essential, as
participation in County -sponsored programs (i.e. the HHW collection
facilities) will increase.
GRANT ELEMENT 12
Describe the methods the City plans to use to evaluate the success
of the program.
OBJECTIVE 1 - To increase the number of Tustin residents
utilizing both County -sponsored and Privately
Operated HHW Collection Facilities.
EVALUATION METHOD I.
The County of Orange maintains a data base which will show the
level of participation of Tustin residents at the regional
collection facilities, both before and after the brochure
distribution. The City will also work with private collection
operations to ascertain similar participation numbers.
EVALUATION METHOD 2.
The City will maintain a record of all phone calls generated
from the distribution of the Brochure to attempt to ascertain
the percentage of residents subsequently aware of safe use and
disposal practices of HHW.

Provide a resume of management personnel for the program, detailing
qualifications and experience.

EXPERIENCE
Ms. Pitcher has over 4 years of administrative experience in
munipipal government, specifically in the Public Works and
environmental fields. She has served as a project manager for a
wide -range of Public Works and environmental related projects
including municipal waste management programs. In addition, Ms.
Pitcher has overseen the development of several public education
and awareness campaigns for a variety of City programs; most
recently the development of a brochure detailing the City of
Tustin's various waste management programs. This brochure was
distributed to all commercial and residential addresses in the
City.
Prior to her employment with the City of Tustin, Ms. Pitcher served
in similar administrative support capacities for the Los Angeles
County cities of Bellflower, Rancho Palos Verdes and Rosemead. In
each city Ms. Pitcher has been involved with environmental
programs.
