HUSTON, CITY MANAGER FR ONI: PUBLIC WORKS DEPARTMENT/ENGINEERING DIVISION SUBJECT: REQUEST FOR UNDERGROUNDING OF OVERHEAD UTILITIES - NISSON ROAD (P.W. FILE NO. 2720) RECOMMENDATIONS: That the Tustin City Council add the project of utility undergrounding, along Nisson Road between "B" Street and Pasadena Avenue, as priority No. 9 to the previously approved prioritized project list for the undergrounding of overhead utilities with the utilization of Edison Company Rule 20A Funds. BACKGROUND: Staff has received a request from the Condominium Management Company representing the Influential Square Homeowners Association to have the overhead utilities on Nisson Road adjacent to Influential Square added to the prioritized project list for utility undergrounding. A copy of this request is attached for the City Council information. In March, 1991, the City Council approved a prioritized project list of eight projects for the undergrounding of overhead utilities with the utilization of Edison Company Rule 20A monies. These projects are detailed as follows: 1. Prospect Avenue between First Street and Beneta Way (1992) 2. Yorba Street between First Street and Irvine Boulevard (1992) 3. First Street between the westerly City limits and Pasadena Avenue (easterly of the SR -55 Freeway) (1992-93 to be coordinated with the Caltrans First Street bridge reconstruction) 4. Red Hill Avenue between Copperfield Drive and the I-5 Freeway. 5. Red Hill Avenue between I-5 Freeway and Bryan Avenue 6. Bryan Avenue/Main Street between Red Hill Avenue and Newport Avenue. 7. Main Street between "C" Street and the SR -55 Freeway 8. E1 Camino Real between Newport Avenue and Browning Avenue DISCUSSION: Staff has reviewed the request for utility undergrounding on Nisson Road, adjacent to the Influential Square Development at 17212-17288 Nisson Road and concurs with the request. However, it is suggested that the project be expanded to include all of Nisson Road between "B" Street and Pasadena Avenue. Limiting the undergrounding project to only the frontage of the Influential Square Development would not allow it to be funded by Rule 20A monies because it would not meet the requirement of a continuous project length of 600 lineal feet . It is suggested that the undergrounding of overhead utilities along Nisson Road between "B" Street and Pasadena Avenue be added to the prioritized project list for undergrounding overhead utilities. with the utilization of Edison Company Rule 20 monies as Project No. 9. wo Robert Ledendecker Director of Public Works/City Engineer RL:ccg:ohutil Attachment cc: Condominium Management Company DISTRICT OFFICE January 13, 1992 M. I. The Board of Directors for Influential Square wishes to have the Southern California Edison facilities on Nisson Road fronting Influential Square added to the prioritized project list for underground cable. With the relocation of Nisson Road, these Edison poles and lines have now been relocated within a few feet of the residences. Because it is the front of the project, it will be unsightly. Therefore, the Board would like the opportunity to discuss the project with the City Council to have these lines moved underground. Please call me at 714/978-1158 if you have any questions.
