SUMECT: STATUS REPORT - EL CAMINO REAL RECONSTRUCTION AND WIDENING
BETWEEN RED HILL AVENUE AND NEWPORT AVENUE
RECOMMENDATIONS:

BACKGROUND:
A status report on the E1 Camino Real Reconstruction and Widening
Project between Orange Street and Red Hill Avenue was submitted as
a Council Report at the May 6, 1991 City Council Meeting. A copy
of this report is attached for your review.
As of this date, Caltrans has substantially completed the
construction of the I-5 in this area. E1 Camino Real has been
relocated to its ultimate location and the Tustin Unified School
District has completed construction on the Tustin High School
parking lot. Caltrans is planning to overlay El Camino Real and
install signing and striping on or about February 18, 1992.
DISCUSSION:
The completion of this project will enable the master planned
status of E1 Camino Real, as a secondary arterial highway, to be
fully implemented between Red Hill Avenue and Newport Avenue.
Ultimate pavement markings on E1 Camino Real will provide for four
travel lanes (two in each direction) and a continuous protected
median area for left -turns.
A parking study of this area, with special emphasis on the parking
needs of the apartment units and businesses on El Camino Real, has
been completed. The study concluded that there is sufficient
parking in adjacent alternative locations for the affected
apartment residents. The study also showed that businesses along E1
Camino Real have sufficient on-site parking, as does Tustin High
School. As previously stated in the May 6, 1991 Council Report,
parking will be prohibited on El Camino Real in this area. This
information has been conveyed to the affected businesses, apartment
unit managers, and Tustin High School.
Additionally, the crosswalk that now crosses E1 Camino Real in
front of Tustin High School will be removed. This change, as well
as the other aforementioned modifications to E1 Camino Real, have
been coordinated with the Tustin Unified School District.
The traffic channelization, prohibition of parking, and crosswalk
removal, will provide the maximum amount of traffic safety and
mobility for the community in this area.
This is an information only report and no City Council action is
required.

SUBJECT: STATUS REPORT -EL CAMINO REAL RECONSTRUCTION AND WIDENING
RECOMMENDATION

BACKGROUND
Caltrans as a part of the Santa Ana (I-5) freeway widening is. in
the process of relocating, reconstructing and widening El Camino
Real between Orange Street and Red Hill Avenue,.
Additionally as a part of the freeway widening project, Caltrans
has acquired additional properties easterly and adjacent to the
Tustin High School parking lot to provide for a replacement of land
acquired by Caltrans for the relocation of El Camino Real.
Caltrans has informed the City that this additional land will be
cleared 'of existing buildings and made available to the school
district on or about July 15, 1991. It is our further
understanding that the school district will commence construction
on their parking lot reconstruction on or about mid July, 1991.
DISCUSSION
El Camino Real in its completed status will function as a secondary
arterial highway within an eighty foot wide right-of-way and a
distance between curbs of sixty four feet. Ultimate pavement
markings will provide for four travel lanes ( 2 each direction) and
a continuous twelve foot protected left turn lane. All on -street
parking along both sides of El Camino Real between Orange Street
and Red Hill Avenue will be prohibited. This traffic
channelization and prohibition of parking will provide the maximum
amount of traffic safety to the school district and the community.
In the interim during the : construction of the Tustin High School
parking lot, El Camino Real between Orange Street and Red Hill
Avenue will be marked for one travel lane in the' westbound
direction, and on -street parking will be allowed on the north side
of the' street adjacent to Tustin High School. Once the school
parking lot has been completed, the ultimate pavement markings will
be placed and the on -street parking adjacent to the school will be
removed. It is anticipated that this should occur sometime in
September -October of 1991.
The southerly side of E1 Camino Real will also function as one
travel lane in the eastbound direction until such time as the
Caltrans contractor no longer requires access to the freeway
construction from El Camino Real.
This is an information only memo and no City Council action except
for receive and file is required.
