HomeMy WebLinkAbout10 FORMATION OF VETERANS ADVISORY COMMITTEE/COMMISSIONMEETING DATE: TO: FROM: SUBJECT: Agenda Item 10 AGENDA REPORT Reviewed: City Manager Finance Director jN /A FEBRUARY 17. 2015 HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL CITY MANAGER'S OFFICE FORMATION OF VETERANS ADVISORY COMMITTEE /COMMISSION SUMMARY: Mayor Pro Tern Nielsen has asked that the City Council discuss and consider the formation of a Veterans Advisory Committee /Commission. The purpose for this Committee is to serve in an advisory capacity and offer recommendations to the City Council on veterans' affairs including, but not limited to, housing, jobs, healthcare and legislation. RECOMMENDATION: It is recommended the City Council direct staff to explore in greater detail, the establishment of a Veterans Advisory Committee /Commission in order better illustrate Tustin's appreciation and commitment to its veterans for their service to our country and Tustin. FISCAL IMPACT: There is no fiscal impact at this time CORRELATION TO THE STRATEGIC PLAN: This item contributes to the fulfillment of the City's Strategic Plan Goal D, Strong Community and Regional Relationships, specifically addressing Strategy 3, by obtaining feedback and strengthening partnerships with the community on veteran affairs. BACKGROUND: The City of Tustin has had a longstanding relationship with the military dating back to the inception of the Tustin air base in 1942. The creation of a Veterans Advisory Committee will enhance the City's desire to honor, recognize, provide assistance and explore opportunities for our veterans. Two cities in Orange County currently maintain a committee dedicated to veterans affairs: Anaheim and Placentia. In both cities, the commissions are staff driven and operated (attachment). Agenda Report February 17, 2015 Page 2 In 1978, the County of Orange created the OC Veteran Advisory Council. Members are appointed by the Orange County Board of Supervisors and are all U.S. Military veterans with honorable discharges. This citizen body is comprised of nine, unpaid members. The establishment of a Veterans Committee or Commission in Tustin would be required to follow the Ralph M. Brown Act and members will be obligated to file a Statement of Economic Interest Form (Form 700) in accordance with the City's Conflict of Interest Code. Per Chapter 5 of the Tustin Municipal Code, Tustin has three established Commissions: Planning, Community Services and Audit. Commissioner requirements and terms are as follows: The Planning Commission shall consist of five (5) members who shall be registered voters of the City during all times they hold office. Appointment terms are two (2) years. The Community Services Commission shall consist of five (5) members who shall be registered voters of the City during all times they hold office. Appointment terms are two (2) years. The Audit Commission shall consist of five (5) members, at least three (3) of whom shall be registered voters of the City during all times they hold office and two (2) of whom may be registered voters within the area served by the Tustin Water Department, but outside the City. Terms are for four (4) years. The formation of a Veterans Advisory Committee /Commission is an endorsement of the City of Tustin's commitment, appreciation and dedication to our military personnel of past, present, and future.
