HUSTON, CITY MANAGER PUBLIC WORKS DEPARTMENT/FIELD SERVICES DIVISION AWARD OF CONTRACT FOR THE RESURFACING OF THE HOCKEY RINK AT HERITAGE PARK (CIP NO. 2054) SUMMARY Three (3) bids for this project have been received and a construction contract is ready to be awarded to Malibu Pacific Tennis Courts, Inc. The contract provides for the removal and resurfacing of the existing hockey rink surface at Heritage Park. RECOMMENDATION It is recommended that the City Council award the construction contract for the resurfacing of the hockey rink at Heritage Park (CIP No. 2054) to Malibu Pacific Tennis Courts, Inc. the lowest responsive bidder, in the amount of $16,960, and authorize the Mayor and City Clerk to execute the contract documents on behalf of the City. FISCAL IMPACT The FY 2002/2003 Capital Improvement Project Budget for Major Park Maintenance (CIP No. 2054) provided adequate funds for the Resurfacing of the Hockey Rink at Heritage Park project. BACKGROUND The surface of the Hockey Rink at Heritage Park is currently showing signs of significant wear and deterioration and the removal/resurfacing is needed to continue operation at a high level of surface. Three (3) bids were received and opened on January 9, 2003 and are summarized as follows: Trueline, Corona ..................................................................... $15,500.00 California Surfacing Co, Claremont ....................................... $16,756.00( Malibu Pacific Tennis Courts, Inc, West Lake Village ............. $16,960.00 (Non-responsive) Non-responsive) Malibu Pacific Tennis Courts, Inc. was the only contractor that complied with the City specifications. The first two bidders were not in compliance with City specifications and are therefore non-responsive bidders. Award of Contract for the Resurfacing of the Hockey Rink at Heritage Park January 21, 2003 Page 2 The approved bid is 69.6% above the engineer's estimate of $10,000 due to the extra work needed to comply with the new NPDES regulations and the requirement to provide a three year's warranty. The references and the State Contractor's License for Malibu Pacific Tennis Courts, Inc. have been checked and are appropriate for the subject project. Tim D.
