HUSTON, CITY MANAGER ADMINISTRATIVE SERVICES DEPARTMENT ., . ; AMENDMENT TO THE CLASSIFICATION PLAN RECOMMENDATION CONSENT CALENDAR NO. 10 2-3-92 To approve Resolution #92-13 amending the City of Tustin Classification Plan. BACKGROUND Pursuant to changes in federal law and IRS regulations, staff has recommended that certain independent contractors who meet specific criteria be converted to City employees. This is a significant issue in that the improper classification of employees could result in substantial penalties from the IRS. Presently, the Community Services Department employs several contractual workers on a continuous basis to provide programs and services for Tustin area residents. According to the guidelines provided by the IRS and the City Attorney, some of the previously mentioned contract employees are recommended for payroll status. The primary reasons for this recommendation are that each employee: 1. Is required to comply with instructions concerning how to carry out his or her duties. 2. Is scheduled to work certain hours and is paid by the hour for work, instead of by the job. 3. Works on a continuous basis for the City. 4. Submits oral and written reports. The funds to complete this transformation are included in the current City budget, and the affected employees have been informed of the impending changes. The proposed positions are vital to the programs offered by the Community Services Department in that they fill important roles in recreation program coordination, leadership and preparation. The City Attorney has determined that these individuals should be considered for payroll status to conform with IRS guidelines. Of the four proposed positions, only one has full time regular status. To avoid potential penalties and to insure that recreation services are continued at current levels, staff recommends that these classifications be added to the City Classification Plan. In addition, to ensure consistency with the City's compensation and classification plans, Administrative Services staff has researched the proposed positions. Staff recommends placement of Community Services/Recreation Leader, Senior Center Program Assistant/Day Camp Coordinator on the part time salary schedule as shown on attached schedule. Placement for the Sports Field Specialist on the full time salary schedule is recommended at $2060-$2504 per month as shown on attached schedule. tl- 10A�,� clAze,6) Royl en A. U Q Utn0:� 0-0- d.--q ,--qt.3 d a U to 1 2 3 4 5 s 7 8 9 10 11 12 13 14 15I 16' 17 18 19 20 21 22 23 24 25 26 27 28 RESOLUTION NO. 92-13 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN# CALIFORNIA, AMENDING THE CLASSIFICATION PLAN WHEREAS, the City adopted a Classification Plan in 1984, by adopting Resolution #84-63; and WHEREAS, the City Council has amended the Classification Plan by adopting Resolution #90-33 and Resolution #91-53; and WHEREAS, the City Council finds that it is desirable to revise and update the Classification Plan when appropriate; NOW, THEREFORE, the City Council of the City of Tustin, California, does hereby resolve that the Classification Plan of the City of Tustin, dated August 20, 1984, is hereby amended to include the Classifications of Sports Field Specialist, Community Services/Recreation Leader, Senior Center Program Assistant, Recreation Program Assistant/Day Camp Coordinator, as outlined in the attached job descriptions. Wynn, City Clerk STATE OF CALIFORNIA} COUNTY OF ORANGE } SS CITY OF TUSTIN } CITY OF TUSTIN RECREATION PROGRAM ASSISTANT/DAY CAMP COORDINATOR THE POSITION Under the direction of the Recreation Supervisor plans, organizes and coordinates recreation activities and day camps. Supervises day camp staff and recreation leaders. EXAMPLES OF DUTIES Responsible for the operation of recreation programs including day camps, youth sports, special events and other related activities. CHARACTERISTICS This individual must be well organized and should enjoy working with people.. Must be friendly and outgoing and possess excellent customer service skills. Must be able to direct and coordinate the activities of recreation staff. MINIMUM QUALIFICATIONS Education/ Experience: Must be 18 years of age or older. Experience in conducting recreation activities required. College or university coursework in recreation administration is highly desirable. Knowledge of: Methods of organizing and planning recreational activities. Skill in: Supervision of staff and providing leadership and organization to provide recreation activities. JD:RECASTCMP CITY OF TUSTIN COMMUNITY SERVICES/RECREATION LEADER THE POSITION Under general supervision, assists in planning, conducting and supervising recreation programs and activities in a park, child, care or day camp setting. EXAMPLES OF DUTIES Conducts a variety of recreation programs including but not limited to games, sports, crafts, special events and other related activities. CHARACTERISTICS This person should enjoy working with people of all ages and should possess excellent customer service skills. A friendly and out going personality is desirable. MINIMUM QUALIFICATIONS Education/Experience: Must be 16 years of age or older. Experience working with children or others in a recreational setting is highly desirable. Experience may be either paid or volunteer. Knowledge of: The methods of organizing and planning recreation programs and activities. Skill in: Leadership and organization to provide recreation activities. JD:COMSRVLDR CITY OF TUSTIN SPORTS FIELD SPECIALIST THE POSITION Under the general supervision of the Recreation Supervisor, plans, coordinates and implements the operation of a municipal sports program including responsibility for field maintenance. EXAMPLES OF DUTIES Assists Recreation Supervisor with preparation of league schedules; publicity; training, hiring and evaluating of contract and part- time staff; organizing tournament play; ordering supplies and equipment; conducting manager's meetings. The Specialist lines, drags and waters playing field; maintains safe conditions on playing fields and surrounding areas; prepares scorecard and issues standings; files accident reports; makes and implements recommendations for areas of improvement. Other duties as required. CHARACTERISTICS The ideal candidate for this position should have strong interpersonal and organizational skills; be willing to work a flexible schedule; present a positive and professional demeanor; and be willing to perform a variety of tasks. MINIMUM QUALIFICATIONS Education) Experience: Any combination of experience and education which would demonstrate possession of the knowledge and skills listed below. Typically, this would include a High School diploma or equivalent, plus one year college coursework in Recreation or Physical Education. Knowledge of: Operation of a municipal sports program; field maintenance; safety practices; rules and regulations governing sports; f irst aid procedures; recreation programming; community and public relations techniques. Skill in: Planning, organizing and conducting municipal sports programs; operations sports facilities; successfully working with other staff and the public to put on a municipal sports program; writing clearly and concisely in English; supervising and training contract sports staff. JD:SPRTSPEC CITY OF TUSTIN SENIOR CENTER PROGRAM ASSISTANT THE POSITION Assists the Senior Center Program staff with planning and implementing a variety of educational and social services for older adults. This is a part time position at 20 hours per week. EXAMPLES OF DUTIES Under the direction of the Recreation Coordinator, the Program Assistant plans and organizes such activities as excursions, arts and crafts classes, special events, seminars and support groups. Works closely with volunteers, custodial staff, instructors, service contractors, City staff, co-sponsored service providers, senior visitors and program participants. CHARACTERISTICS The ideal candidate should have the ability to work with a wide variety of human temperaments; must professionally represent the City; be organized and flexible; present a cheerful and positive demeanor; and work within existing City policies, procedures and budgetary constraints. MINIMUM QUALIFICATIONS Education and Experience: Any combination of experience and education which would demonstrate possession of the knowledge and skills listed below. Typically, this would include college coursework in Gerontology and two years paid or volunteer experience. Knowledge of: The organization and operation of recreation and social programs for seniors. Skill in: Planning, organizing and conducting programs for seniors within budget, facility, equipment and staff constraints. Ability to coordinate available staff resources such as City recreation staff, custodial staff, volunteers, and/or co-sponsored activity staff or volunteers. JD:SRCNTRPA
