HUSTON, CITY MANAGER F!'_i( V'1: PUBLIC WORKS DEPARTMENT/ENGINEERING DIVISION STATUS OF PROJECT DESIGN FOR TUSTIN RANCH ROAD ( WALNUT AVENUE TO EDINGER AVENUE) RECOMMENDATION It is recommended that the City Council at their meeting of February 3, 1992: a) Defer until further notice formal design work on the Tustin Ranch Road project. b) Continue to set aside partial funding annually in anticipation of future project construction. DISCUSSION On May 21, 1990 the City Council entered into an agreement with Moffatt & Nichol, Engineers to prepare plans and specifications and provide construction engineering services for the improvement of Tustin Ranch Road from Walnut Avenue to Edinger Avenue. As preliminary engineering for the project was proceeding, engineering and right-of-way considerations led to the need for exploring further possible alternative ways of joining Tustin Ranch Road and Edinger Avenue. A study was performed by Moffatt & Nichol to address several design options for the intersection that could minimize encroachment into the Marine Corps Air Station -Tustin, and still provide for efficient traffic flow. It had been intended that, subsequent to the completion of the Alternative Intersection Study and City Council concurrence on -the selected alternative, formal final project design would begin. However, within the last several months the closing of the Air Station has become a reality. At this particular time it is not possible to forecast the nature of the future use of that large tract of land including transportation network. As the City Council is aware, the process of development of a specific plan for the area is now proceeding. Since the specific plan will consider circulation issues and since it is expected that Tustin Ranch Road may become an integral part of that plan, it seems prudent that until future land use parameters have been established, further formal design on the specific roadway project should be deferred. Mr. William Huston Status of Project Design for Tustin Ranch Road January 28, 1992 Page 2 It is not intended that the design contract with Moffatt & Nichol, Engineers, be terminated. It -is proposed to keep them available to respond to matters that may surface from time to time regarding the design of Tustin Ranch Road, and the future Air Station development. Once the nature of the Air Station land use and highway needs have been determined the formal project design may again proceed. This arrangement has been discussed with representatives of Moffatt & Nichol and they fully concur with this approach. In order to have sufficient funding available for the project, it is also recommended that partial funding continue to be set aside annually in anticipation of the future project construction.
